Paragon Studios has no control over the online store, guys. It's run by NCSoft.
Check the PlayNC and/or NCSoft websites for details or to contact their support, rather than getting ticked off at the game developers. -

Now a preorder is a different thing. If they have one, it'll probably become available sometime around the release of Issue 17 (as my best guess). Preordering it won't give you a code for early use of Dual Pistols or Demon Summoning. -

There will be an item pack added when Going Rogue releases to upgrade your account and add the extra costume pieces, emotes and inherent stealth power. Presumably it will cost $10, like the other microtransaction packs. -

Dude, you've been playing this game for less than a month. You still need to focus on how the game works and experiment with things on your own rather than just rushing to 50. You're going to burn yourself out. You're still a novice at the game, so take the time to run through as many different missions and content as you can the first time through, then worry about powerlevelling subsequent characters once you understand the game better.
There's nothing special waiting for you at level 50. No raids, no epic max-level content. And if you're just super interested in making a Soldier of Arachnos AT character, they're going to be available at level 20 starting in April. -

The AE doesn't give double XP (nor does it allow you to use Patrol XP except to pay off debt). That's working as intended.

No, really I just think they're a bad idea. I never liked the idea of rewarding people for not playing a game. Couple that with the idea that you have to log out in a certain place, for a total of 21 days to earn each badge, and you've got some players (like me) who feel that playing their badge character at all is counter-productive to the badging process. If there was one thing I could take out of the game, Day Jobs would be it.
I never said they were game breaking, but that's not what the OP asked. I just think they're mostly pointless and a waste of time.
And anyway, given that they're so trivial (as you yourself mentioned), that should imply that other than this very small portion, I'm totally thrilled with the game--which I am. 
(But I also understand that this is only my opinion, and other people feel differently. So I'll stop talking about Day Jobs. For now. >_>) -
Don't forget to push your Grav/Kin Controller up to 39, so you can take Fulcrum Shift and add three slots to it for 1 Accuracy and 3 Recharge enhancements. It's a whole new ballgame when you add Fulcrum Shift to a team...

I find that Stalkers are exceptional at soloing, though. You might want to try Energy Melee or Broadsword as the primary and Ninjutsu or Willpower as the secondary. Broadsword does good damage and has a couple small-arc AOE attacks, and Energy Melee offers pretty decent chances to stun enemies for mitigation. Willpower will have the best survivability if you just want to smash faces, while Ninjutsu has a few tricks (and a self heal) that can help you to keep large crowds at arm's length.
(I soloed most of the way to 50 on my Katana/SR Stalker on what was effectively +1/x2 using the old difficulty settings.)
Also, don't forget that the preorder for Going Rogue starts this week. If you preorder through the PlayNC website, then you'll get the new Dual Pistols powerset on the live servers to use by Double XP Weekend.

For instance, I'm creating a Dual Blades/Ninjutsu Stalker that's been sent from Paragon to spy on Emperor Cole and determine how big a threat he is to our world. (Once I reach the end of those story arcs at level 20 and get sent to Primal Earth, he's becoming a Hero.)

Just don't ignore it for too long, and shut down your PC when you go to bed.
Last summer, CoH started acting a little funny for me but I didn't really pay it any mind... Turned out that a stray tuft of dog fur got caught in the cooling fan on my video card, stopped the fan and caused the motor to burn out. By the time I realized what was happening, one of the capacitors on the video card had actually popped.
The stuff in your rig is more expensive than the video card I lost, and I'd hate to see you have to replace anything the way I did.

The first and most obvious step would be to take your side panel off and examine the heatsink and fan over your processor.
1) Is the fan spinning? If not, and it hasn't come unplugged, you need to buy a new one ASAP.
**Turn the PC off before going any further**
2) Is anything slowing the fan down, like a build up of dust or hair wrapped in the blades or anything? Clean all the dust off your components as best you can, as by spraying it with compressed air. Do this outside, unless you've got a vaccuum cleaner to catch the loosened debris.
3) Can you wiggle the brackets that hold the CPU fan down against the processor? If so, you may need to reseat the heatsink, which will probably require that you clean and reapply the thermal paste.
4) Check the fans on the graphics cards, and make sure they have adequate space in between them to allow for heat dissipation. They might be running hot too, but have a higher temperature tolerance than your CPU.
5) How large is your case versus how much stuff do you have crammed in there? If you're using a fairly small case, heat will build up fast... especially with two SLI video cards, a quad core processor and a few hard drives.
Other factors may come into play as well, such as: how much ventilation you have in your case (number of case fans), the location of and free space around your tower (should have a few inches between the case and the wall behind, on the left and in front for proper ventilation).
The number of programs you run at one time could have an effect, and you should check your motherboard documentation or the manufacturer's website to see if there is a fan control application that will let you increase the speed of the fans.
Keep the area around your PC clean (and raised off of a carpeted floor if possible), and dust and vaccuum around it often. -
