    Then it should actually DRAIN A NOTICEABLE AMOUNT OF END.

    It does significantly less damage than fireball even if you ignore fireball's DoT. And the DoT is fireball's secondary effect.

    ~20 endurance cost on a 32 second timer for a power that does 10 damage and 4 ticks of 6 damage to an orange minion at lvl 44 is GARBAGE. That's 34 points of damage over 6 seconds. LAME.

    Ball Lightning (brute, 3rd tier) needs a massive damage boost.

    For 19 endurance, on a 30 second recharge, it has a BI of about 2.1

    That's absolute garbage.

    The tanker fireball has the same recharge and end cost, and has a BI of 3.8

    These PPPs are supposed to be BETTER and EPPs, right? Well, then why is ball lightning close to HALF the damage of fireball?

    Most importantly CoH has been around for 1.5 years before CoV. The heroes earned all thier toys by committing that time to CoH. They SHOULD have a starting advantage. People who just started playing with CoV have to realize there is a whole 'nother world in this game thats far more established. There is no fairness to it. If anything the devs should be compensating the hero side more for thier continued patronage, but even with I7 this update was aimed primarily at the villains. You guys are getting a bit spoiled on your side of the game

    There is no two sides to the game. Everyone has the same access (assuming you bought the expansion).

    The problem is balance. It is just that simple.

    PvP sucks when the heroes have grossly superior EPPs and tons of HOs, whereas villains have sucky, unrespeccable PPPs and a trickly of SHOs.

    Definitely.

    This is especially true since with only 8 people, trading is not nearly as easy.

    This is a terrible change. It makes the entire encounter SUPER cheezy.

    It reminds me of a couple of kids having a fight on a playground:

    (Kid1 pretends to shoot Kid2)

    Kid2: Haha, you can't shoot me, I have a force field.
    Kid1: Oh yeah? Well if you have a force field, you can't shoot out.
    Kid2: Well... I have a special force field that lets me shoot out.

    So now Hamidon is special and can shoot even when held/slept/stunned.

    That's just dorky and cheap.

    How about make them not stack, but also not so incredibly crappy that they are a joke.

    The durations are incredibly short. The effect is minimal at best. The costs are astronomical.

    Also, why aren't there craftable things like jet packs, rocket boots, etc?

    If they are stronger, then how about letting us choose to be weaker by picking up hero EPPs instead (that we can also respec out of).

    * The fact that the patron choice is permanent is an extremely BAD design choice. Why should my villain be permanently tethered to some henchman?

    * The fact that there is so little variety is very disappointing. I mean, take brutes for example. Every set is:

    1st power: single target ranged dmg
    2nd power: AoE immobilize
    3rd power: AoE dmg
    4th power: pet

    Wow. How interesting.

    Heroes are going to be running around with Focused Accuracy not worrying about hitting other players, and villains will counter with what... a low damage crappy ranged attack? (and in 2 sets, the ranged dmg is delivered as a DoT of all things! BLECH!)

    It would be difficult for these PPPs to be any more disappointing.
  9. Any buff that has a short duration from the time you make it is very un-fun. This means you cannot plan ahead for a big raid. You cannot spend time between raids "gearing up" or "crafting" for it.

    Honestly, these empowerment stations are a gigantic let down. The powers themselves are not even cool.

    You have got to be joking.

    That is absolutely absurd.

    CoV is an expansion pack that cost as much as a full priced game, but added LESS than a typical MMO expansion pack. As bad as that is, it also has major game features that are not even useable throughout the game.

    It is bad enough that for 3+ months you couldn't use the costume options in CoH. But now its "later this year" for the newspaper missions?

    The newspaper missions are what make CoV missions less craptacular than CoH ones. The horrible CoH contacts send you all over hell's half acre wasting your time on boring travel, randomly sending you to Perez Park to battle through "magic impenetrable trees" to find the right path, pop up timed mission, surprise cave missions that are so cramped you can't see a darn thing, etc.

    CoH Contact Missions = High % chance of something horrible and not fun.

    CoV Newspaper Missions = Puts the choice of what style missions you enjoy into the hands of the player. That's a good thing.

    It is truly ridiculous that it is taking so long to make this feature enjoyable by the entire game.

    With this stealth issue, I think it's clear that as players from our perspective, we see things that the devs don't see from their perspective. Same with the AV to elite boss for small teams (not just solo). It's there game, they have to make the tough decisions. But by talking about things with us, we can provide them with another perspective that sometimes can help them make better ones.

  16. Also, smoke needs to *NOT* suppress stealth.

    What has made this useless in the /devices secondary is the fact that:

    1) It suppresses stealth, which often results in getting attacked. Even when you don't get attacked, it is a crap shoot to try and figure out when stealth is back in place. It isn't like you get a nice "Hidden" message like stalkers get. Plus, its just plain annoying to have this unnecessary wait.

    2) The acc debuff is not noticeable.

    Or perhaps let swift affect hover speed so 3 flight speed SOs + swift is faster than sprint + swift.

    I think you missed a very important point.

    Devs say 1% DEF = 2% RES.

    That means that the -5% DEF of this ability results in a net NEGATIVE to resistance.

    If this doesn't prove once and for all that it is time for the -5% DEF to go, then I don't know what will.

    By the way, I do not have a SINGLE inv/ or /inv character. I just look at this objectively and boggle at how absurd it is.

    I believe spines does not have to redraw either. Spines are not a weapon per-se as far as any drawing animation.

  25. ED changes how you play your character quite profoundly, and it certainly affects some of these abilities quite significantly. For example, not being able to perma-hasten and 6 slot conserve power changes that ability significantly.

    Also, I was hoping that perhaps someone had worked up a guide that was a bit more organized, more neatly formatted, and had some more serious analysis of how well the abilities work in actual practice, rather than just describing what the abilities are (most of that information is already built into a good character builder now anyway).

    The first post was a good start, please don't think I am criticising it. But it was made MANY months ago, and there have been major changes to the game as well as a lot of time for people's real experiences with the abilities to be applied.
