Nvidia is only launching two cards, the GTX 470 at $499, and the GTX 480 at $699. According to the people who have already laid hands on the prototypes, the 470 is slower than the RadeonHD 5870, while costing a full $100 more MSRP.
The GTX 480, while faster than the existing HD 5870 gamers could buy last year, is only 5%-8% faster in "real" games. That's not exactly a huge performance delta... and certainly not worth an extra $300 dollars.

These dual-chip monstrosities on Crossfire supported games, don't just blow the GTX 480 out of the water. They'll do the equivalent of sending a ship parked in Pearl Harbor to Ohio State University by air mail.
From what we know, Nvidia's "mid-range" cards, the stuff to compete against the Radeon 57xx line-up, won't be landing until September or October at the earliest. Until, or unless, Nvidia gets their act together, price drops on existing RadeonHD 5000 series cards probably aren't in the cards. AMD and their vendors have no reason to lesson profits on what are the best (and only choices) for the gaming customer right now.
That being said, if AMD keeps on track for the RadeonHD 5000 series product refresh in June / July, we could see some price-cuts on the existing cards just to clear them out of the market.
Also, don't be too confident that OpenGL 3.2 / 3.3 / 4.0 support doesn't mean anything for CoH users. Television already has commented that they (the coders) are doing stuff in OpenGL that they apparently aren't ready to show yet. Given the timing of Television's comments and the release of the OpenGL 4.0 spec, there is the possibility that Paragon Studio's is planning to demonstrate Ultra Mode running against OpenGL 4.0 drivers from AMD for Going Rogue's July launch, which fits in with the expected date on AMD's RadeonHD 5000 product refresh.. and is enough time for AMD to get their OpenGL 4.0 drivers tested and ready for release.

It works well normally. In fact, the main problem I have with the system is that when I don't want to purchase common IOs (for example, I'm crafting a set recipe) the common IO recipes all show up in the window anyway, and I have to scroll down to open the inventions list. Even though I don't have any of the common IO recipes at the time, I still see all of them in the list so that I can buy them if I choose.
Last night I took a character into the base to buy some common IO recipes not available in the market and craft them. The character already had the salvage in-hand. But when I got to the crafting table, I had none of the common IO recipes listed, and thus could not purchase them. The list only showed some set recipes I was carrying at the time.
I went back to the market and bought a common IO recipe and returned. Now I only saw that one common IO recipe and not a list of all of them, and once I crafted that one recipe, it too no longer appeared on my list, so I could not buy more copies of it, even though I had the salvage in-hand.
I switched to one of my 50s and that character can see and purchase all the common IO recipes.
Is this a bug? Or is this because of some setting in my options for the character in question? Or is there some requirement the character needs to fulfill, like doing the invention system tutorial? The character who cannot see/purchase the recipes is a new "double exp weekend" baby and has not run the invention tutorial yet. The character is 22 currently.

Enjoy yourself, but remember a few things. The advantage to set IO enhancements before level 30 is negligible. You must slot set IOs in the same power to achieve the listed bonuses. You must always give anything purple to me, or possibly to Forbin.

Run it -well-? That's a different question entirely. I played two solid years on an intel "integrated graphics solution" (which is code for: lolurpoor). Run it in the highly-anticipated Ultra Mode? Much more specific.
Tell us what you want to do, how much you want to spend, and what else you have to work with. That's the best place to start. If you just want the bare-minimum system requirements, look them up...anywhere...on the internet.

It's going to depend more on Paypal and the card issuer than on NcSoft. Visa prepaid cards are generally accepted by most systems.
Admittedly, if I were you, I wouldn't be so concerned about prepurchasing in light of your mentioned circumstances (in which, I'm sure, you're not alone). You'll get dual pistols and demon summoning (in April). That's it. That's all you'll get.

This is the era of i17 - you really can make do without a travel power at all, excepting a few specific circumstances. Between the availability of the temps (Raptors, Zero-Gs, and the like), teleports (purchasable, vet, and perk), and movement boosts (Fitness +/- Ninja Run and/or set bonuses), they really aren't required for much anything (aside from Mo runs and the Shadow Shard).
That said, I generally choose them at first point of availability while levelling up, and a bit later, maybe mid-20's, during the late-life respec. -
I've already mailed a kitten to each nVidia and AMD, both wearing little Statesman costumes. I hope they'll get the message.

The 9800GT is listed as the minimum on the nVidia side of things.
The 260 is middle of the pack - you won't be able to max it out, but you should be comfortable. -
Has there been some revision I haven't noticed? Last official word I saw indicated that there was presently no support in UM for SLI or Crossfire, only a hope for it - without it, I wouldn't expect to see any performance boost from simply having two GPUs...hell, it may even degrade performance a little bit. >.<
