If I could purchase the boosters at Best Buy, I would have done so earlier this week. I'm lucky if I can get through to purchase one booster pack each day. Am I doing something wrong on my end? Ah, thanks for clearing this up. Myself and my twin who plays the game with me were not aware of this. We just thought that there was some bug. Just one pack left that I really wanna get now, and he has. Guess I just gotta wait a bit and envy his Valkyrie wings 'till I can get some of my own. *lol*

Only vaguely related, and if a moderator feels it necessary to delete this post, I'll be reporting it myself, so I'm happy with that, but a friend of mine had his credit card blocked by his credit company after attempting to purchase the Going Rogue pre-order. On contacting his card company, he was informed that (apparently) NCSoft is a "hotbed of fraud" right now, and some banks are automatically stopping transactions made (this is WAY beyond the NCSoft store's daily usage limit per card) through the NC Store.
Now, this is in the UK, and I will say that despite many purchases over the years, I have never had any problems, personally, with purchases made, neither has my wife, and I am not aware of anyone actually losing their card details through using the NC Store, or having their card used for fraudulent purposes subsequent to a purchase on it. However, I do feel that this is worth bringing to the attention of players (and, as usual, a simple call to the credit card provider should clear it all up quite handily), and the usual advice with credit cards is worth restating: Keep an eye on your purchases.
We all have a responsibility to take care with our money and purchases, and (as I said) I am not aware that there are any actual leaks from the NC Store, but it never hurts to be vigilant.

I also tried to purchase 3 or 4 of these at one time. When the second wouldn't purchase (I also got the exact same message you did) I fired off an email to NCSoft support. They responed within the hour. I gave them some follow up info and they told me I could purchase freely.
Interestingly though, they told me to hurry up and get my purchases done. After just now reading there was a 1 item per day limit, I suspect they did a work around for me.
I really like the NCsoft support. To make it even better, they did this on a Sunday afternoon.
P.S. I did not know about the limit. If I had I would have just purchased the one per day. Sometimes though, just asking customer service a question can get great results. 
I've learned that it really is one purchase per day, per card.
I also received the same message after I purchased one booster, then tried to purchase a second booster 5 minutes later with the same card, and also got denied.
Then about 20 minutes later I went back into the online store and tried using a different credit card and *Poof*, it worked just fine.
Two boosters purchased in the same day using two separate mastercards.
I did the exact same thing when purchasing the GR prepurchase on March 2nd and everything worked just fine.

Yes, daily limits are PER CARD for code purchases. Also, from what I understand, PayPal gets around this for you.

I have to use my debit card to purchase CoH stuff, since my credit card company blocks or used to block NCSoft. It, I heard, was simply because the the processing location was outside of the country. My brother had the same problem recently (even after he unblocked ncsoft once before). They credit card companies are trying to protect themselves, since they eat the bill on various fraud activities, and they could care less about inconveniencing their users. I seriously doubt that NCsoft is a hotbed of fraud, that is probably a catchphrase they have learned to try to pass the buck on the problem.

Im having the smae problem it seems and all i want is the mac booster is there anyother way or other place i can get them with out having to painfully deal with going through my credit card company ? help is appreciated

As previously-stated, there are limitations on how many purchases can be run through the NCsoft store within a specified time period. If you're having this problem, then you'll just have to wait it out.
Unless you live in South America. Then you're looking for a completely different work-around.
well im not from south america and i first had trouble when i tried purchasing going rogue through them and it would give me the message the same as the op had and then i went away for a few days almost a week then tried again well i had enough then i bought it at a retailer. well i found out about the boosters and was like cool but when i tried to buy one say thing again with the message so i waited a few more days and same thing. so i came on here to see if i could find out why and thats what leas me to this post. and i know this sounds stupid but why is something soo simple so hard to do over a 10 dollar add on. im thinking its the credit card company on my end but thats alot of hassle just for all this anyways sorry for the long post im just frustrated to know in thanks again.
