I think what he means is that no set gives global defense, not even the IO that gives 3% defense to all types.
However they do give typed and positional defense. -

Well since the handy dandy hide function allows you to just hide from searches, but still show up on your SG and global listings, it's a good option in fact it's the best option.
People you don't want to team with can't see you, but your regular team mates can. -
Damage Inspirations would they be hot cakes or cinnamon flavored?
If they were hot cakes they'd be hotter depending on what tier they were.

The explosion had barely cleared before the changes began, the signs around the city flickered and changed, the Chinese faded and was replaced with Egyptian like hieroglyphics, for a moment nothing else changed and then in a vast wave the dying, the wounded and the perfectly healthy lobster men vanished... above ground that is.
Nothing seemed to happen for a few moments, seconds dragged on in silence only the screeching of car alarms showing anything had happened and then..... a wailing sound.... almost musical. Slowly it might dawn on the people above ground.... that this was the sound of bagpipes.
Down the street marched.... mushroom men clad in kilts, marching in time to the cry of bagpipes, the pipes stopped as the fungus men saw Justice for all and the others.
Get 'em BOYOS! the mushroom bag piper screamed
The army of mushroom men surged forward unhooking handles from their sporrans as they charged, with a click each of the mushroom men were armed with Talsorian Claymores, the bag pipe player started a rousing battle hymn as the mushroom forces charged.

Below ground the lobstermen remained, it seems the Baron was having a little too much fun with the way things were playing out, a vast sum of miles away a finger pressed a button triggering the next part of the plan. Nanites surged over every reflective surface, with one singular purpose.
Captain! the monocled lobsterman saluted Mysticism We are ready as soon as your are, the bomb will drive back the communist forces! Lamerica will be free!
The lobstermen cheered.
Nothing could take down the beautiful Captain, not any of those commie scum suckers that's for sure! the boy said enthusiastically, almost dancing in glee.
The nanites spread and their singular purpose was established, should Mysticism see her self reflected it would not be her reflection she saw, merely a digitaly edited version of her self, costumed and perfectly normal except for the noticeable lobster head and claws part, the Baron had stolen that idea from Quantum Leap....

In the containers Strangelet would see a bunch of spongy looking balls, as they were placed on the transporter they were sprayed with water and blasted with heat, blinking and looking around mushroom men would swell up from the balls, picking up armaments from inside the container, before with a quick flicker being teleported away.
A vast power cable ran half sunk into the ice, given the pooling water around it, it seemed to be giving out more than a little heat, it ran away from the automated teleportation room in a different direction to where the robots were travelling back and forth from. -

The beast looked perplexed as Enlightened Falcon hit it with a sparkly two fisted blow, it shook it's head and attempted to gash the peace bringer with it's teeth.... but it lost it's balance, ploughing it's head through the side of an office block, with a wheeze it fainted, out for the count.
The lobster men carried on firing, what looked to be AK-47's at the peace bringer, there was the sound of engines starting up and then three tanks came round the corner, their cannons began to spin as they prepared to fire, sights trained on the peace bringer.

With a whoosh Strangelet is transported across time and space by the portal, she finds her self in a large airy room, it's freezing literally about -20 degrees Celsius. The large room is brightly lit, large machines move around placing massive containers on what appears to be a massive transporter, before heading deeper into the complex.

The lobster man gave Mysticism an odd look, having the head of a lobster it was an odd look indeed!
Come along leader it's not safe here! with another waved claw he started running deeper into the sewers
Ahead there was a quick flicker as the 'stage' was prepared.
As Mysticism enters a large section of the sewers a cheer resounds.
Captain! We thought you'd be killed for sure a smaller lobster person asked, he sounded and had the right height to be a kid no older than ten perhaps.
Like those scum suckers could do in the boss, eh? an older voice said, a lobster man joined the others one of his eye's was white, a large pitted scar running across his shell like head It's good to see you again, we're ready when you are it's quite the device you built
Soon the war will be over thanks to you Captain! the boyish one cheered
Other joined in and cheered, the air was almost vibrating with acceptance and a tense anticipation of victory! -

Down in the sewers the path of the rampaging Triceratops is clear, machinery and pipes lie torn and spraying what the heroes can only hope is water in fine mists. The place smells as, much as one would imagine a sewer would smell.
As Mysticism enters the sewer a figure scuttles from the shadows, a figure that resembles.... well a lobster man would be the best answer, humanoid, standing erect but with a lobsters head and two claws, it's wearing a rather dirty business suit, a monocle and a top hat.
Thank the lord you're here! We've got to move quick before the soldiers find us, quick the rest of the resistance is waiting for you leader! it waves with one claw in the direction of the destruction Quickly!

As the raptor fled from Enlightened Falcon ahead of them things were changed, their was no fancy effects to announce the teleportation of the new creatures. Just one moment the streets were empty, the next they were full of uniformed jackbooted lobster-men soldiers, as if they had always been there.
Seeing Enlightened Falcon they screamed something in Chinese at him before raising assault rifles and shooting at him, they ignore the fleeing raptor seemingly more focused on dropping the pursuing Peace Bringer.

It seems the Baron has done his homework as Leeches has her computers scan the surrounding area, with the 'temporal' portals still swirling away the evidence of teleportaion is simply blotted out by the effects of the portals, in effect they are trying to taste a cup of tea that's been thrown in a swimming pool.

More and more lobster-soldiers appear around Steel Canyon, with another flicker again the massive hologram of Baron Eternity appears in the sky.
Oh dear it appears your actions have lead to it being Lobsters that evolved instead of the cavemen............. how shellfish of you!
At the pun a little brown fist punches him soundly in the side, with another chuckle the hologram vanishes. The T-Rex roars a little before abandoning the time portal, charging off into the city in stompy rocket shooting roaring kind of way! -
The cavemen indeed appeared to be just flesh and blood, as did the dinosaurs though in their case they seemed to a whole lot of flesh and blood. The sheer size of the temporal disturbance prevents any clear reading as to from when and where the rampaging 'prehistoric' visitors had come from.

This is incredibly fun the Baron chortled as in response to Mysticism's thunder storm he pressed a key on his control pad.

Small almost unnoticeable devices teleported into place around Steel Canyon, as the lightning filled the sky they powered up, as the Pterodactyls and their riders fell, the devices fired overwriting every sign and advertisement in Steel Canyon with new characters.
To the watching villain and battling heroes it would appear that dropping the dinosaurs and riders from the sky had....... turned Paragon City Chinese, even old glory, the stars and stripes now appeared to be the red and yellow of the peoples republic. -
With a bellowing sound like, well like the unseen and unheard before spectacle of a bunch of heavily armed Tricertops falling into a recently excavated sewer system. One the dinosaurs falls badly, slowly it drowns in the filthy water as the rest of the beasts charge into the depths of the sewer system, as it passes away a device on it triggers and a large hologram of the armoured Baron Eternity fills the sky over Steel Canyon, he's sipping what appears to be a Martini as he hands it to some one of camera he starts to speak.
Come now heroes off Paragon City, surely you've seen it in the movies?
The Butterfly effect? Who knows what damage killing these beasts may cause to the time line?
Here in the temple of time I'm safe from the temporal storm you heroes are causing with your actions, I get to watch as you vanish, writing yourself out of history! he lies.
With a flicker the warning hologram fades..

Ooookaoook malooka mao! goes one the cave men riders as he spots Justice For All in the sky, pulling on the reigns the caveman steers his Pterodactyl straight at the flying hero, his companion steers his own to be hidden by the first one, this second caveman readies a net as they fly towards JFA .

One thing you don't get in dinosaur movies is the smell of the beasts, when the T-Rex raws it releases a stench of rotting meat, like a charnel house. As the terrible lizard takes out it's fury on the surrounding buildings, more dinosaurs and cave men pour from the 'time' vortex.
Koooola mooola eeeek eeeek one the Cavemen screamed as it spotted the flying Mysticism, spears were thrown to fall short and detonate and fall short as the cavemen jumped up and down in primal fury!

Without Radar or infra-red headsets the cavemen and dinosaurs could not spot the hidden hero,Strangelet -

The pulsing pilgrim portals began to merge, until three swirling vortexes formed in Steel Canyon surrounding the hospital.
For a moment nothing happened.
Then something occurred that would cause any boy under ten and any twenty-something man to dance with excitement.
There was a massive roar, cars vibrated near the portals alarms went off, more roars happened a veritable orchestra of bestial sounds.
Then from the portals emerged a swarm... no swarm would not be the right word, a herd of dinosaurs.... armoured dinosaurs..... armoured dinosaurs that were being ridden by cavemen, armoured dinosaurs ridden by cavemen manning the mounted weapon platforms on the prehistoric beasts.
Triceratops started racing down the streets smashing cars to the delighted whoops of the ape men on their backs.
Pterodactyls swooped through the air, cavemen riders throwing pipe bombs taken from rabbit skin bags.
On the backs of movie sized Velocaraptors cave men rode patrolling with explosive tipped spears.
Guarding the portal a mighty Tyrannosaurus Rex with two massive rocket launchers attached to it's side roared it's fury.

Screens flickered across Paragon as news reports, chat shows and even mid-day showings of porno films were interrupted. The screens glowed red as the symbol of Arachnos formed just for a second.
But it was not the oddly named Lord Recluse, the sultry in a necrophiliac way Ghost Widow or even Arbiter Sands with his pimping shades. No the figure that appeared would only be known to those who studied the heroes and villains of the second world war, the one the only Baron Eternity
Good afternoon Paragon City, something rather troublesome is about to occur.
Despite my wishes to further enhance the plan Operation Hammond has begun.
Now the generous and benevolent, financier of this project has seen fit to give you this warning to so that you can evacuate the civilians from let me see...
The armoured figure reached off screen and picked up a clip board, the flickering of the glow coming from his eyes suggested he wasn't happy with what he read.
You have half an hour to evacuate civilians from Steel Canyon, any one left will be assumed to be a combatant.
That said the screens resumed their normal broadcasting.
Almost immediately after a strange vibrating hum could be heard in Steel Canyon to those with enhanced hearing, strange fluctuating energy spikes could be picked up by the technological and scientificly gifted and well something strange in the local magic was making wizards wands stand on end.
All over the area swirly blue portals appeared and vanished, unstable but gaining stability as the convened near the hospital. -
Chapter Fourteen. Resolution
It has been a while dear readers.
For myself that is, no doubt you, with baited breath and trembling fingers have rushed on from the last chapter to this one. Quite the eager beavers aren't you?
That I am still writing this and that you are even reading it is all down to one man, Walter, I am some what ashamed to admit it but after that harrowing event over the seas, I became a louse, a drunk and worse still a failure.
It was Walter who reminded me, it is not the nature of men such as we to cower defeated before life, to curl up fetal and mewl at the unfairness of the universe. No, men such as we chain suns for batteries and batter the very rules of reality with the bloody knuckles of scientific inquiry and then as it lies bleeding and wailing before us we make it dance to our tune.
They say you can't change the past, they are of course so very wrong.
They say that death see the fall of every sparrow, perhaps he does, but that does not mean a mind inventive enough can steal the prize from his bony grasp.
So I did, no longer have I killed an innocent, nay in fact she seems quite well, she's decided that I am now here new farther and like a dutiful daughter she shares my dislike of Varrick, she is quite bright for her age to see through his façade.
I must say if there was to be a form of fruit within my eyes she would be it, despite the hardship of her life she burns with the same fire as Walter or indeed myself, I should start teaching her how to rule after all one day she will inherit the Earth.
The Dusk Spiders continue as always, recruits join, they fight, they die and are replaced, some few survive, never it seems the pleasant or mentally sound ones, the natural cunningness of the insane perhaps, useful but so very irritating. I swear if that cretin offers me another sandwich, I will strangle him with his own eyelids.
The crocodile it seems has sampled some of his sandwiches, I am assuming that is where it developed its ability to breathe fire from.
Frankly some people should not be allowed in a lab, or indeed it seems a kitchen.
Speaking of kitchens I wonder why Arbiter Deus seemed so keen on acquiring the transgender bomb?
Frankly it was a laughable piece of tomfoolery I came up with while completely out of head on the Rogue Islands finest spirits, it was an amusing night however and I'm sure it allowed several of the soldiers to get in touch with their feminine sides.
Touching with their grubby little hands no doubt.
I have some thing big planned, something in the none ray and none explosive method of conquest, something to have the world dancing like puppets in my grasp.

Now where was I oh yes, let us just leave it at the name Hammond for now.

The 'god emperor' is based on an idea I've been kicking around based on how hard they fight to keep their secret identities in comics and how easy we give up ours at GG/PD.
Idea would of required months of work for a payoff that would of probably got no takers, so it's been moth balled for a bit. -

I feel the blade bite deep, I feel the departure of my last friend, the shattered edge of my sword parts flesh. The god emperor lies dead, the slamming of doors and the roar of approaching guards, draws my attention away from my act. I could give up, let them take me, after all with the emperor dead I no longer had a purpose.
I cover my head with my arms as the window approaches, I've never been one to give up. Glass shatters, it cuts my skin, proof that I'm still alive. He'd managed it so easy, approached us where we gathered, introduced him self as a new hero, listened for years to us talking about our loved ones and the life out side mask and capes. I wonder did he always intend to betray us? Or did something spur him to it. He gained power so easily and we were helpless to stop him, we'd betrayed our own families to him with idle conversation as he wormed his way into our trust.
It was the aliens that he dealt with first, the Quantum collider, you can still taste the difference it's in the food we eat, the very water that makes up our bodies, something on the tip of your tongue that's just different. He blamed it on Arachnos and the evidence was very convincing, global war followed, so many died that it was easy for him to seize power, we'd already told him our weaknesses. People fought for him to protect their loved ones, against him for justice or rage, schemers were out schemed and eventually no one could openly stand against him.
It took me fifty years to find away...
I've been falling for seven seconds before I hit the floor, I roll to absorb some of the impact, but it's more than enough to shock me from my remembrance, a tearing feeling tells me my shoulders dislocated, I rise and start to run, ignore the pain, I learned from the best, tough old cat.
He finished what Recluse had started, a machine to absorb powers, he used it to shut off everyone else's. The only metahuman still around, a god among men.
I ignore the screaming from my shoulder as I reach out for the manhole cover, there will be time for that later, I smell burning flesh and see my fingers whither, they've found me.
Robots, I've hated them as long as I can remember, soulless, lifeless with out remorse or pity what better enforcers for a modern god?
I'm shaky as I get to my feet, too long without my powers, too long and too old. Still momma didn't raise a quitter, I charge them, it seems to be the story of my life, charging head first into trouble.
My first blow strikes true, it's my only blow the other machines open fire and I fall, without powers gun beats sword... everytime.
My pounding heart starts to falter I can feel myself bleeding out, the world fades to a murmur it sounds like voices.... so familiar.
I can feel warmth all around me, my warmth, it's comforting, everything fades away, it's okay it feels like.....

The achillies heel proc for -20% resistance when slotted into the enforcers, can it be applied twice once per enforcer or do they count as one entity for the purposes of one per player debuffs?
Just thinking with a lucky proc rate you could get -80% resistance if so, still -60% is good too. -
