The achillies heel proc for -20% resistance when slotted into the enforcers, can it be applied twice once per enforcer or do they count as one entity for the purposes of one per player debuffs?
Just thinking with a lucky proc rate you could get -80% resistance if so, still -60% is good too.

I think this proc counts as only one allowed per single afflicted enemy target.
Just slap it in the Enforcers, they'll spray it around just nicely. Throw in a Lady Grey proc and you'll have very sexy Enforcers indeed.
