You've also got to remember that the Loyalist side isn't Loyal to Cole and his administration.
Loyalist Powers is Loyal to yourself.
Loyalist Responsibility is Loyal to the people of Preatoria.
At least that's the impression I get from the missions. -
The thing is Cole is right in a way.
Primal Earth won't let Preatoria be, they've already begun their invasion. You've got Malta and the hotheaded (if not outright terrorist) forces of Longbow, and Arachnos all meddling in Preatoria, all getting people killed.
Maybe he's right to try and kill off metahumans in Primal Earth, for the most part Primal Earth Metahumans (NPC ones) are kinda dicks. -

OT; I still can't figure out why the Devs don't simply use multiple targetting boxes for giant entities. In the same way that Lusca's main body can't be killed (irrc) before the tentacles go down, that can just as easily work for the Giant Robot. Two legs, two arms, torso and head. Destroy the arms and it loses main weapons, but starts firing missiles from it's torso and lasers from it's head. Destroy one leg it gets a 50% speed penalty and loses any stomp attack it had, destroy the other and it's immobile. Destroy the torso to stop the missile barrage and make the head vulnerable. Finish off for coup de grace.
Unless theres some major tech hurdles in the way there (there may well be) I see no reason that it couldn't work.
You can kill the head before the tentacles.
In fact if you kill the head, it casts [Tentacle Death] and all the tentacles die. -

I know people who still haven't respeced their mains out of inherent fitness because it requires, well, respecing.
Imagine doing what you suggested, where it's 100% mandatory, as the power pools (if I read your post correctly) wouldn't work at all without the respecing.
Even if you think the grandfathered in ones would still work, the gripes...they would be forever and ever...more so with some people having three builds now.
Personally I'd leave them in like old fitness has been. Just that from now own you can't select Super speed version1, but can select the new improved version. -

If you're coding something from scratch it's easier to incorporate the latest thinking / methodology on how to put the powers together rather than having to "crack open" with older powers to do so.
That would suggest remaking the power pools and disabling the old ones, give everyone a respec and then bingo? -

IF that were all then there would be no problems. Many a thread has stayed civil when that happens. But posters who make veiled threats of quitting and act as if it's a great betrayal for the devs to create content like this cause the fights to start.
Secondly, people should be allowed to post their dissatisfaction, they should also be allowed to express that they feel betrayed. Or as the trainer at my work place says, "If you don't make people aware of why you are unhappy, nothing will be done about it." -

The shard amounts need to be reduced, way reduced.
Why?
Because of the lack of random chance.
When Raider Rob and his team down the big dragon Balzac in Firey Mountain Dungeon Deep, there is a chance said dragon won't drop the 'Awesome shield of Orange Neediness!" instead it might drop the "Purple pants of already got." and even if it drops the shield Raider Rob might not get it, Raider Randy might outroll him or Raider Rebeca outbid him on guild points.
That's why in fantasy market leader game, time sinks much longer than raiding are acceptable to get equivelent gear solo. Because in the end you are guaranteed to get your gear, Raider Rob might get his in an hours raiding, or ten or a hundred or never.
But.
We don't have that situation in CoX, when you do your TF, WTF or Raid you get your upgrade, there is no fifty fifty or less chance of it dropping. You spank your villain you get your prize.
So why must the solo version be so much longer, when the team version is guaranteed an upgrade unlike in other raiding games? -

That's a misunderstanding.
The Well of Furies isn't one origin, it is all of them. It's the reason why a rich boy whose parents got murdered trains himself to be an expert archer and kicks crime in the face, rather than pissing the family fortune away in a self destructive grief cycle. It's why a person can be born as a mutant with the ability to control fire, and not just be born with a few extra toes. It's the reason why an inventor can make a power suit, and not just a toaster. Why a scientist can be gifted with control over gravity after a lab accident, and not just end up in a hospital bed waiting to die.
Which is the whole point of the Alpha slot unlock arc.
Rather than tapping directly into the source, and thus having the source be able to tap into you. You go the other way, you become incarnate by being extra badass at what you did to reach threat/security level fifty in the first place.
