  1. Okay so this is just a quick look, I didn't see if I could run a good attack chain and other stuff. I just move things around in your build and made some changes.

First to cap DDR you will need to 3 slot AD like you said but you will also need Grant Cover. So I took GC because of that I couldn't fit in OwtS.

The slots in rest would be for Stamina, It will be the same slotting you have now. Health will also be slotted with Regenerative Tissue + regen.
See if there is anything you don't like or some stuff you would like to change and I will see what I can do.

I never knew how to tell if they can be hit or not and I been playing for 3+ years. So I wouldn't say it is that easy to tell.
  10. No, my Kinetic Melee/Shield Defense Scrappers AoE defense is only at 44.8%
  11. I would like to nominate Werner for Epic Forumites, He is a great build build, he knows his number, and as done some crazy stuff.

City_Life is easily in The Seven Infamous Forumites. His thread were epic, most were deleted, and was banned on more than one of his accounts.
  13. I don't see a problem with having this option as long as it doesn't take too much of the Devs time.

Do I really measure up to the SEALs who came before me? (Not a real-world example regarding the SEALs, by the way -- I just made that up to get the point across.)
Okay but they didn't "let you in" you still earned it, they made you do 400 push-up. They made the choice to lower the minimum requirement for some reason, maybe 500 was bad for the body, maybe 500 does nothing more for you then 400. Whatever the reason is they made it, and it is not only you they lower the minimum for. Everyone will now only need to do 400 push-ups to be a SEAL. If the higher ups like the admirals say 400 is good enough then 400 is all you need to do. As long as your instructor say you pass every thing to be a SEAL then you are a Navy SEAL without a doubt.
  14. Both go great with Dark Melee. I like DM/SR better because Dark Melee gives SR something it doesn't have a self heal. The -to hit goes good with SR too.

  16. Yes. It will have 11% recharge that is ignores ED, that is if you go with the uncommon one. Then the other will 22% will be added to the ED part of Hasten. So you will be adding a total of at least 13% recharge to hasten. Which will make it perma.

It doesn't bother me at all though, a dead NPC is what I like no matter who does it.
They are not slower compared to others. Lets compared with Broad Sword

    Code:
Kinetic Melee Cast Time Broad Sword	Cast Time
    Quick Strike .83s < Hack 1.33s
    Body Blow 1.07s < Slash 1.33s
    Smashing Blow 1.2s < Parry 1.33s
    Repulsing Torrent 2s = Slice 2s
    Burst 2.67s =	Whirling Sword 2.67s
    Focused Burst 2s >	Disembowel 1.8s
    Concentrated Strike 2.83s >	Head Splitter 2.33s
With 3 faster and 2 equal I wouldn't say Kinetic Melee is slower

Now lets look at Fiery Melee

    Code:
Kinetic Melee Cast Time Fiery Melee Cast Time
    Quick Strike .83s	<	Scorch 1s
    Body Blow 1.07s	<	Fire Sword 1.33s
    Smashing Blow 1.2s	<	Cremate 1.5s
Repulsing Torrent 2s	<	Breath of Fire 2.67s
    Burst 2.67s	=	Fire Sword Circle	2.67s
    Focused Burst 2s	>	Incinerate 1.67s
Concentrated Strike 2.83s	>	Greater Fire Sword 2.33s
This time Kinetic Melee as 4 faster and 2 with longer cast times. Now if you use Focused Burst and Concentrated Strike only, then I can say yes it as slower animations.

That's why all of my Fiery Aura take Combat Jumping so I have immob protection all the time

Even after slotting I wouldn't give them a slot in the powers tray, though.
If you are going to slot it, slot it as a mule like these examples. I have a couple of Scrapper with boxing slotted with the purple Stun for the recharge. That was a last resort because I need the recharge. I would look somewhere else first, because I don't even put boxing in my tray.

While that is okay. The Performance Shifter proc, Performance Shifter End Mod, and just a level 50 End Mod IO is the most efficient slotting. With this Slotting you will start to get in to ED while with your slotting it will only be at 68%.

  21. Here is a good thread all about DM/SD Scrapper. There are tons of builds in that thread. Take a look in it and see what you like and even post in it too.
  22. Well from what I know you need 3 HO's(2 Member and Enzym) in AD. and you need AD to be 2x. with AD 2x and Grant Cover you should be at the cap or close to it.

  24. Some things real quick, because I don't know what you want to do with this build.

Phalanx fighting gives 3% defense when solo, so you should take that as your level 49 power.

Charged Brawl is the better DPS attack than Havoc Punch so I would take Charged Brawl over Havoc Punch.

Never 6 Slot purples, it is a waste. The last set bonus is no good and it just a waste because of ED.
