the end proc is better number wise...but remember it could just not go off in that 1 minute time. :/
On average it's better, but it has it's drawbacks.
That said, I have yet to find a build that shouldnt slot QR or Stamina with at least 2 IOs worth of EndMod and a Proc. -

That said, VEATS do sorta fit that bill, but claws or mace isn't for everyone, so a new AT that can select form the current def/corr choices, and existing melee powersets sounds like a lot of fun, to me.
And, I think it would be possible to get the numbers right so as it wouldn't be OP or UP.
But you could make a Dark Miasma Defender and use Air Superioty, Boxing, Kick, an Epic Melee attack and go for it! Grab provoke tho -

Temporal Junction's -tohit acts like DDR for all that +Defense.

Temporal Mending is also useful to just you. You used Chrono Shift, it's recharging, you're taking hits through the defense for whatever reason...SELF HEAL! -

I think Statesman and Recluses relationship can be summed up as being much like Professor X's and Magneto's. Though, Magneto goes good a bit more often.
Though...hmmm...Recluse goes good due to Statesman dying. Statesman then returns from the dead. They team up together for awhile. Then Recluse goes back to being a villain. -

Cant recall if Brutes or Tankers get S/L Defense in the set bonuses. But the same would apply to them as well. -

A crab with fortification and serum can be very tough even with debuffed defense. The build I'm looking at has 40-50% resists, 2000 life, rebirth for regen, AND softcap R/A (hover build), plus pets to take aggro.
The reason shields is hurt significantly by the DDR change is because its other attributes are low; a shielder with 0% defense after debuffs will die. Other characters either get enough defense to protect against debuffs despite the lack of DDR or have much better resists, MaxHP, and/or regeneration.
Mind you, if you dont want the shielder anymore, make a new main.
But it just seems silly to put in the Destiny power on the Crab, when you can do the same for the Sheilder.

Scrappers aren't like Brutes when it comes to ranged attacks in the epics. With Scrappers you get no Gloom. :/
My suggestion however is Street Justice. Build Up isn't the 100% like the others, but it does give that 3 Combo Points!
Also, while you're looking at WP, I might suggest trying out SD which is better on Scrappers than the Brutes you're used to.
Sounds like you have the ability to get IOs quickly enough, so END concerns should be taken care of early on (level 20 Miracle, lvl 21 Performance Shifter Proc) -

And given the change in value for membranes/enzymes, would have have waited to remove them? Sure, I have a lot of assets, but I didn't want to pay the billion influence opportunity cost. Anyone that had these HOs in their powers and didn't sell them off lost 200 million per HO. After I had removed the 5 or so HOs in the build (2 enzymes in deflection, 3 membranes in AD, maybe another enzyme or two thrown into odd powers), and played around for a bit it was clear that my playstyle and/or build would have to change quite a bit to enjoy the character, and instead I decided to liquidate so I could enjoy my next "main". Probably gonna be crab spider, and I already got all the purples, PvP IOs, etc., I need!
My DB/WP noticed it all the time. SD has better DDR, and still has other things to rely on to overcome it.
Slot for additional HP! It comes with a passive power just for that! Slot up those resistances!
I've seen to many SD users kick lots of butt without those membranes to think SD just become a terrible set

From the standpoint of game mechanics, narrative cohesion and internal logic, I dont think it makes sense for player characters to fill this void. I mean, we already have to suspend our disbelief when a pedestrian remarks, Theres Captain Hero Guy. I heard he foiled a Tsoo plot to take over all the citys gangs, and we heard the same thing about Brave Valiant Lady the day before. And the Scarlet Stud Muffin on the day before that.
In my opinion, canon and in-game lore should provide background and a stable framework for the world in which our characters operate. Yes, our heroes become increasingly prominent and respected in this world, but how many true paragons of virtue can one city sustain? Its their very uniqueness that makes them stand out. If youve got thousands of Statesmen running around, then what was once the lofty ideal just becomes commonplace.
So if you accept this argument, were still left with the question of who will assume the role of preeminent hero in the wake of Statesmans demise. Logically, theyll either have to elevate an existing character or create a new one.
I havent the foggiest idea if or how the devs will attempt this. Someone mentioned earlier the possibility of Ms. Liberty stepping into her grandfathers shoes and this has a certain appeal. Personally, Im rooting for Flower Knight. I dont believe that shes used that much in terms of game lore and shes certainly had a lot of free time since they changed the tutorial. Id love to see a storyline where she surprises everyone and ascends to the next level. Let Flower Knight bloom!
But I agree. If it's the player characters who become Statesman's replacement, then it's just not as impressive when it's so many heroes.
Do players want their characters to be the new Statesman? I'm sure a lot do. From a story perspective however, it's just not impressive when all characters are.
Though on the bright side, while I'm sure many want their characters to be said character, I'm glad to stick to my X-23/Spider-Girl hybrid of a character, who isn't a hero one would put into that place, but is a hero none the less.
Of course, I also RP, so the idea of everyone saying "I'm the new Statesman" seems as bad to me as everyone saying "Yeah, I'm the one who discovered what happened to Hero One"

They're in the business to make money, and while the enhancements are nice might not make them money (I have no idea if they've been making money on the pay for them IOs), and by making them available in game it keeps people from saying "pay to win" while the costumes have no actual value when it comes to game mechanics and therefore can be made to be bought in the Paragon Store.

Every set bonus is useful, and it lets you get both recharge and S/L defense from the same power, even in an AoE. It doesn't even have Obliteration's severe endredux problem. The crit bonus is gravy on top of all that.

It is well known that actors can cause the popularity of characters they play to plummet because of their Out of Character personal actions (See Paul Reubens). It's worse in this case since there is no clear line as to what is OOC since Emmert used the name "Statesman" when he made unpopular statements. Then he made more, and still more unpopular statements while wearing the name.
Imagine if Danniel Radcliff-"Harry Potter" had said bad things about the Queen of England. Now imagine if he did it WHILE dressed as Harry Potter. Now imagine he did this once a week for over a year with the blessings of Rowling. Do you think people would intermix the negative feelings with Harry Potter and that Harry Potter would be hated by many?
Thats the CoH equivalent of what happened, and at this point a certain percentage of players are happy to see Harry Potter the Queen Hater die.
If I didn't seperate the person from their roles, Id miss out on some good movies, when you realize that some of those actors who's movies you love to watch, in real life, are in some way messed up in your view.
Saddly, for a lot of the players and forum goers, they can't or don't want to seperate the creator from the creation.
Is this everyone? No. But enough have freely admitted to it. Or rather, they know they're not truely one and the same, but hate Statesman the creation anyways, because it was Jack's creation.
To take a popular comicbook writer/artist who seems to be universally hated now a days. It would be as if people couldn't seperate Deadpool from Rob Liefield. Hate Deadpool because he was created by Rob, not because you either just wouldn't like the character or would like the character if he was created by someone else. -

These are all things built into the story to ensure that certain events happen. Deus ex machina is 'ghost in the machine' in French. An unseen party that enables events to happen a particular way.
All of this story, which deliberately precludes the player characters from influencing the story in any meaningful way (see: The death of Miss Liberty, Statesman, the escape of Malaise) all happen in a manner controlled by external forces to the story. By that I mean we are unable to influence the outcome of Wade attacking Statesman for no other reason that we are not allowed to.
That is deus ex machina.

You go in and fail the mission. So you keep repeating it untill it doesn't fail?
Heroes go in to stop it, while villains go in to let it happen. Which side wins in the story?
You say "My hero saved Statesman!" while another player says "No! My villain stopped the hero from saving Statesman!"
Untill they can have phase tech work on every little thing in the game, I'd expect more of the stories in the game to go along that route. -

I've refrained from criticizing the arc primarily because I think that they probably did the best they could given the tools they had to work with, the apparent dislike of the dev staff for the character of Statesman, and the requirements that the arc be a certain length. There were a lot of custom locations in that arc and I figure that if some of them end up in the architect that some small good will have come out of the thing.
None of that changes the fact: When I got to the end of the previous arc, the first thing I asked myself was the question that the mission contact asked - Why kill Miss Liberty? Even if he wanted her blood for the ritual, it wasn't necessary to kill her. What was the point. That most obvious answer was that he wanted to force a personal confrontation with Statesman.
If I can figure that out within thirty seconds then I credit Statesman with the brains and experience to figure it out and take appropriate measures ahead of time.
He didn't take those measures. You can rationalize it however you like, but in the end the reason he failed to take them is that the script required that he fail to take them. The requirement to suspend disbelief in such a situation is an implication that something is wrong with the script; otherwise it would be inherently believable.
"Suspending disbelief" is not some wonderful attribute when it really means "deliberately ignoring the weakness in the script". Suspending disbelief is supposed to be about ignoring the things that DON'T matter to the script. "I know that carpets don't fly in the real world but for this fantasy I'll just go with it".
When the script requires its characters to behave in ways that don't make sense, then pointing that out is not some flag that the person doing the pointing has a defective imagination.
Would he care?
His daughter was killed, he figures out the reason, the killer wants a personal confrontation with him, so he goes along with it to give him just that.
This works even if your character figures it out as well.
Your Character (YC): Statesman! It's a trap! He wants you to fight him one on one!
Statesman (S): I know.
YC: I'm coming with you.
S: No...you're not. *instantly takes flight at unmatchable speeds*
or
S: This is my fight. *instantly takes flight at unmatchable speeds*
YC: You heroic fool.
or
YC: You damn fool.
or
YC: You fool.
or
YC: Idiot.
Statesman isn't some gangbanger who grabs his gang to help settle a score against one person. He's an old school, one on one type. He's the classic hero. This doesn't look to be a world threat, this looks to be a lone villain with an agenda for personal power.
He's the type raised in the early 20th century where this type of thing is dealt with one on one. Not today's belief were one gets slighted, so grab your friends to make this an unfair fight.
He was a father who just had his daughter killed. This made it personal. Win or lose, he was going to settle the score one on one. Because that's his upbringing.
Sadly, DW was counting on this. It was part of his plan. And for the player, this part worked. I'm sure someone's saying "Well my character could of done this or that to be there" And yup, maybe they could of done this or that, maaaaybe they did, and this or that failed anyways.
While not as powerful, I'd expect the same thing from a hero such as Captain America (if he had a child), and he's considered a tactical genius. It's the difference in mentalities of yesterday and today (btw...not saying there werent views such as grab your friends back then, and not views of going it alone today...but I think you get the point).
I'm also sure Statesman figured he'd win as well. Saddly, that day, that just wasn't the case.
Mind you, I didn't want Statesman to die myself. And really, I don't see Statesman dying as making the game center around my character. I don't think the stories can be written that way and work for the general playerbase. I think the stories have to be written to done a certain way to have them be involved and yet still not stop the story from going what way they plan, because to do otherwise, just isnt in the cards currently with CoH.
It's basically up to the player to figure out how much more their character was involved while the story played out.
For a solo player, I think this will be easier, for a mass community RPer, a little more difficult as then everyone did the same thing.
