As Game of Thrones and The Walking Dead, as television series, are rated TV-M, and the City of Heroes: Freedom boards are to be rated T for Teen...
I've already had a thread removed because I linked to an "appropriate for all audiences" trailer for the new prequel for The Thing, because that wasn't T for Teen. It was a trailer for an R-rated movie.
It's not the six degrees of separation game.
A trailer for all audiences means just that, for all audiences. And thusly, rated less than T.
But then, shows on TV rated for Teens and above, I'm sure they'll block some discussions on those too.
Also, you can really get away with lots of things in a T rating if done right. Kill 50 people? Look at old John Wayne wasterns.
Difficult subject matter? Can still be made Teen, as long as the graphic detail isn't there. But then, it isn't the players forums, it's NCSoft's and they just let the players message back and forth in it.

Why not find a happy middle ground: Professional, proof-read, delivered messages designed to increase social awareness without imposing on the players.

Of course, Stalkers Dual Blades combo's have been out of whack a lot longer, would be nice to see those made nice first.

The chance for the achilles's heel proc to activate twice is negligible (total average -res counting interface would be 25.95 instead of 26.00), so we will continue using 26 as our average -res. With those numbers, we get an average DPS of 299.

Well, running that chain will at least boost SC above Initial Strike in DPA, as it would have 1 combo point (sans the times CU misses, inwhich it will be level 3), but would allow for the slotting of a Purple Proc and the -Resist PvP IO, to help make up for that.
I'm also guessing RB = SB (Shin Breaker). -

StJ on Stalkers is harder and not quite as fun to use than on Scrappers. Until 26 you only have two attacks to use as builders (using AS mid-combat is nigh impossible) and Synapse's example of using Placate ONLY works if there are no other enemies attacking you. Otherwise you will simply waste a placate mid-combat when another enemy hits you.
While pre-Beta I thought that Stalkers would have it better having pure BU...my god was I wrong. On my scrapper I systematically abuse CR far, FAR more than I ever use BU, even on other Scrappers and any other AT. For the first time it is a regular and loved part of my attack chain, rather than remembering to fire it off on bosses and such.
That gets completely taken away on Stalkers. And I'm not entirely sure why. Especialyl since the loss of Rib cracker leaves them with only two combo builders until level 26 and Shin Breaker.
How to 'fix' the percieved problem, though? I have no clue. The 'problem' with Stalkers is their incredibly tight build space, due to the 'necessity' of BU, Placate and AS.

Doing a little more messing around with attack chains as I mess with my build trying to fit in all the concepty powers I want...no...NEED...to have...
Rib Cracker -> Heavy Blow -> Shin Breaker -> Spinning Strike (Sweeping Cross would be better DPS, but I love Spinning Strike so much more) -> Rib Cracker -> Heavy Blow -> Shin Breaker -> Crushing Uppercut -> Repeat
...seems to be when fully slotted over150 DPS (this does include the use of only TWO damage procs, one Purple and one ToD, and doesnt take into account the -Resist Proc in Shin Breaker).
Rib Cracker's -resist should also be in effect the whole time, with a 5 second duration, it should just catch keeping the -Resist on it's recast.
Replacing Spinning Strike with Sweeping Cross would allow another Purple Proc and another -Resist Proc.
This keeps CU to just needing to recharge in 10.956 seconds. Takes a bit of global recharge, but doable without the use of Hasten. -

Afterburner: By taking any travel power, I'm trading combat effectiveness for out of combat speed, and with afterburning I'm now trading two powers for it. True it can slot a LotG +recharge IO, and at least Air Sup and Hover are good powers, but I would have liked something with combat utility. That said, plenty of build take Combat Jumping just for the LotG and this might be a more useful option if you don't need combat jumping for softcap defense. I would like the power to have some combat utility though.
Spring Attack: I like this power, a lot. While true it's damage and recharge are not as good as shield charge or lightning rod, it's a pool power that anyone can take and is available at a fairly low level. It's not worth it for every build, but it is a nice extra attack, which si good because Leaping's other attack sucks. You gotta take combat jumping to take it, which is an okay power choice in most builds.
Long Range Teleport: I got the mission teleporter, base teleporter, pocket D teleporter, ouroborus, and even the wentworth teleporter, so I really don't need it, but for people who don't have all those this power would be great. Furthermore, recall friend and teleport foe are both good powers. I only wish there was a few more zones it could go to. I think not being able to go to hazard zones hurts the power.
Burnout: Hasten and Super Speed are great powers, so prereqs are not a problem. The power has it's uses for sure. Controllers and defenders oftentimes have very powerful long CD powers that can save a team if they can use them in quick succession, and many a tank and scrapper can double up on their steroid ult to be near invincible for sometimes up to 4 minutes straight. Most builds when heavily IO'd out won't need it, but it's a useful leveling power, and also useful for people who don't have IO access.
With it's heavy end per second cost and only being able to use it with Hover/Fly, I think this would of been okay, since you need to use two powers at once to get it's benefits.

Spring Attack, just like you said, it's good enough really. My problem with it, is I don't know if I care for the animation or not
I've yet to get a good look at it to see how it looks when they land. And if it looks terrible (I'm hopign for a one fisted pound to the ground as the character lands) I'm not to sure I want it.

Zone Teleport, I just think it should work for all zones (maybe with the exception of Oro) that the character has access too. This includes Hazard zones, and being able to teleport from blue side to redside (and to ones base/pocket d would be nice too).
Possibly treat it as the ultimate version of a tram/copter...pulls up a list of zones, and some cases two different spots in the zone.
Even with all the means of travel now, this power can still be useful, but I do wish it was a bit more "ALL THAT!"

Burnout, I know some people who are loving it on their characters with nukes. NUKE -> Pop a Blue Skittle -> Burnout -> NUKE AGAIN!
I think this is more of a player choice power. It has it's uses for some, others might be meh, and that's okay.
Also a nice way to overcome some massive +SLOWS on characters, and MAYBE that's what can be added to it to make it a bit more attactive...some massive +SLOW RESIST for 60 seconds. -

It's the same thing here. I think some of the Tier 5s could use a little tweaking (Burnout maybe has too much of a drawback, Spring Attack's recharge is a bit high), but they are mostly fun/nice powers worth fitting in if you can. Honestly, I would have been upset if these were powers like Stamina used to be, or Tough/Weave for most melee characters. The last thing I need are more powers to choose from that I REALLY need to have.

For other stats, they are exactly the same in recharge bonus, and similar end usage/recovery and health/regen bonuses. A has better status bonuses. B is a much better exemping build. Which would be the better route to take? -

Not sure why not though? AVs have higher chance to hit but at the cap they still miss most of the time. What is the % chance to get hit that makes it less attractive than another attack?
I mean somewhere there is a point where "on average after 10million attacks" AS will still be better than the other attack. If it's at 74 DPA and golden dragonfly is in the 50s I can't imagine AS is better at a 5% chance to be hit (cosftcap) and golden dragonfly is better at 7.5% chance to be hit.
But I;ve been wrong before (as recently as one post previously in this very thread in fact).
Now, on a team situation, with someone else taking aggro, this is a different story, but solo, I just found I did better not using AS at all. :/
Solo wise, I was just wasting END as everything got interrupted. MAYBE if only one of the powers could be interrupted, it would work out better, but Placate can be avoided if they attack fast enough and hit, and AS can be interrupted. This was my experience, maybe others had better luck that I did, but I tried this on many AVs and AS was wasted more often than not. :/ -

I've quite enjoyed my KM/DARK, which I have plans to softcap S/L Defense with. I think you'd be fine with Dark Melee/Dark Armor though, if you're willing to rely on a bit less AOE (and as a Scrapper, there's only a few sets that really shine in the AOE department imo).

I actually bought Beam Rifle, but the more I think about it the more galled I am that I'm being charged the same amount and getting less. If NCSoft wants to microtransaction a bunch of items like the XP temp powers, fair enough, but making us buy the powersets separately from our $15 seems like they are really changing the equation.
If you're using those Paragon Points to buy up everything in the market that WAS NEVER free to begin with, then that's really your own fault.
The company gives you free Paragon Points, the costumer who doesn't want to pay extra outside of their 15 dollars a month, can then, retain the same amount of free content they have always got.
Since you don't like to pay extra for content, that should mean things like costume packs never got bought, because that was paying extra.
It's no different now. Save your Paragon Points for the Power Sets, ignore the costume sets, extra enhancement trays, the enhancement unslotters, the character slots, the costume slots, the IOs...IGNORE ALL THAT! Why? Because it would of been stull you had to pay for before there was a Paragon Market.
If a VIP who was active since July, doesn't have the points to buy the BR and StJ, they only have themselves to blame for spending those PP on other things. -

The solution to the EU problem is an easy one!
Find an EU company, and have them work with Paragon Studios for a contest that allows, and possibly only allows, EU players to get involved in.
Facebook and MMORPG if not mistaken (I very well could be!) are based out of the US.
Sooo...get one of those big EU gaming websites to host a contest. -

This is what was said. Wolverine and Phoenix are simply words, words that have been in use long before people ever thought of a computer. So, I was asking if they can't be copyrighted/tradmarked, why block them? I could easily make up concepts for these names that have nothing to do with the Marvel versions of them. -

I thought StJ felt like they did work on alternate animations for MA, thought "Hey we're going F2P! Let's just make a new set with all the animations people wanted in Martial Arts, and just make them tough it out."

Spinning Strike? That'd be perfect for a Martial Arts animation! Most of it's animations would!

Nope, you have a Dual Pistols Corruptor.
Except that it isn't a Scrapper, it is a Corruptor, so those that have been wanting to play a pistol scrapper still can't play one.
It's a Corruptor, not a Scrapper.
The flaws are still there.
Besides that, you knew what the OP meant. I think anyone with a reading level above first grade knew what the OP meant.
