With some simple (possibly expensive) slotting...2 Purple Sets w/ Procs (GC and GD) with a -Resist Proc (GC) and DMG Proc (GD), and likely just 1 DMG Proc in SD, if you obtain the chain of GC-SD-GC-GD, that's looking to be over 180 DPS without using Build Up.
Since you're WP, I'd suggest Masculation Proc, which would put you over 200 DPS. Add in Reactive and I believe you'd be around 230ish.
Now you may need Spiritual to obtain the chain depending on your build. So Masculation may be out of the question, but 180 DPS isn't bad at all. -

Merge all the travel powers into one power pool called "The Travel Power Pool"
Tier One consists of: Fly, Super Speed, Super Leap and Teleport.

Rules: Tier Two is unlocked by have one power from Tier One. Thats it. So you get a travel power at level 4 and then have access to Hover or Combat Jump or Afterburner etc etc.
The major advantage I see of doing this would be that you could add new modes of transport without having to create a new complete power pool. So it would be easier to add something like Beast Run into the mix.
You stull have to take a pool, but you dont have to take MULTIPLE pools, so you can take another one, that you might have always been able to fit in if they did this OR just fit in another power, if you didn't want the Preq.
They could even make it so you have to have 2 Powers before the new powers Tier 1 (Fly/SS/SJ/TP), Tier 2 (everything else), then Tier 3 (the new powers) and I really wouldn't mind at all. -

I blame my nervousness on my parents response when I first told them my main character liked girls: "You're going to lose fans pandering to the q---rs!" -_- I'm not proud of my family sometimes.
But then I read the one comment on the page, and then thought...ya know, I think it'd be awesome if APM turned out to be a boy in drag too.
But then, one of my favorite characters is based off that idea, so /it/ could be because of that.

No, they didn't get Scrappers crit, but then, Scrappers don't get Bruising or Gauntlet.
I think it was more a "No one would use MA but a few if we ported MA" change than any thing really dealing with Scrappers and crits.
It was a set that would of been over shadowed by Super Strength for many players, so MA needed something to give it an edge ovr o Tankers.
Now, that said, they could make it so you can enhance the defense debuff in CAK, so I can slot a -Resist in the attack.

INV's one click is Dull Pain, which even if made perma, should never actually be made to be kept on perma.

I can see where your friend (and others) can get confused by this. All I think that really needs to be shown to have it all make sense, is to have a flashback type of strip as to APM developing this crush, instead of out of no where, to really clear it up.
How did APM know who Woot was online? Was Woot saying so? Was it just the screen alias giving it away (could be, but then anyone could of been using it). -

^This is good to know! I have taken two test builds to Exalted server. In a short time I decided on Lightning for the PBAoE field. It turns out this will help more than I thought with the lack of AoE in KM.
Perma Soul Drain? How does Power Siphon mimic a perma'd Soul Drain? You kind of lost me there.
The that gives me hope is you said this is the type of scrapper you would/could easily choose for soling an AV/GM. That's pretty much what I'm trying to build (even though I'm big on teaming.)
Hrrm.... My build was going to include the ranged powers for now... for slotting and for 'fun'. I guess I'll reluctantly confess I don't mind the animations... I love flashier sets, hence my attraction to KM.
I guess next up I have to post a build of my new KM/Lightning and let the experts pick at it.
I do enjoy the look of it... it suits my desire to build a very 80's looking 'Avengers' type of toon up and I'm big on theme. KM suits the theme so if the set is probably sitting as low as maybe an 8-10 (on available set comparisons) I'll probably run with it. Still deciding...
Haven't checked on the numbers in awhile, so I could be wrong on this. I have a KM/WP Stalker at 50, and working on a KM/DA Scrapper now.
I Repulsing Torrent I find skippable. It either needs it's chance for KB increased to 100% so you know you're knocking everything back, or it's damage increased so it's worth using as a damage power. IMO anyways.
I personally love Focused Burst, as I just love having a ranged attack, plus I can combine it with Epic Power Pool Range Attack for TWO range attacks.
And not suffer redraw for it! \o/
Yes, sometimes you will hit corpses with Concentrated Strike, but less so than Total Focus. And since it's the only really long attack in KM, it's not so bad. In fact, I didn't have a problem with hitting corpses with EM untill it had TWO powers that did it.
One long power in a set isn't that bad.
Burst is a little longer than some PBAOE attacks in Melee sets, but not by much, and since you tend to use it in a crowd, you're going to tend to hit targets with it.
Focus Burst isn't much longer than Crane Kick, Cobra Strike or Crippling Axe Kick. So it's not like it's totally terrible, and I don't find myself hitting corpses much with Focused Burst anyways.
Havent had that problem with CS much either, but it's the difference between have 1 and 2 main 3 second attacks. You just have it happen more with multiple 3 second attacks (which EM has). -
Tech and Natural Origins can easily overlap to be one or the other.
Archery is really using a piece of equipment. So is a blade. So is a pistol. They're all forms of tech.
Using the power guantlets can just as easily be seen as natural origin. In fact, that's how Back Alley Brawler uses his Power gauntlets with his Natural Origin. -
I am not for a Null the Gull, supress knockback in my powers.
I am however for people having the ability to waste a slot to get rid of their KB in powers. Not turn it into a KD, but totally remove the effect of KU/KD/KB from the power.
But then, I'd wonder why they didn't just take a powerset without KB, since they now have to waste a slot to get rid of it. -
So, did Zwill stop the player from using TW? Delete their character? They keep the character but can't make any new ones? I'm so curious now!

It allows you to have the travel you want at the start of your characters journey. Which goes with how a lot of characters in comics are. Sure some develope them later, but a lot start out with one.
This also makes it more possible to grab the new travel pool powers. I've managed to grab them on a couple of characters, but it wasn't easy.
If it might take away from the bought travel powers, simply increase them a bit...Ninja Run/Beast Run can have close to SS's speed, but offers no +Stealth, but does offer better +Jump.
Jet Pack, give Fly itself -Fly protection, then Jet Pack can offer the same speed, but it lacks the protection.
The two Jump Packs. Eh, I never really saw them as travel powers, these seemed more like abilities that supplement SS or NR/BR. -

You might not be able to softcap many defenses with WP, but S/L is usually more than enough with the amount regeneration you're capable of with WP.
I think the fact that WP has quick recovery and the potential to have physical perfection from the epic power pools will make it pretty popular with TW since it sounds like TW might be rather endurance intensive.
Furthermore, since TW is said to have many AoE attacks it really does lend itself well to rise to the challenge.
I can easily see INV and WP being the popular choices. SR as well, if they learn to click the Mez Protection when needed, instead of everytime it's up. -
I've leveled a MA, Claws, StJ, and Katana/Regen to 50. And truthfully, none of them seem as survivalable as a lot of the other secondaries.
Regen is a fun set to play, but it does give one the feeling of being willing to die. Mind you, I haven't tried the S/L Defense route or the OMG UBER Recharge route on any of the Regens when it comes to IOs yet. But getting 22% to all positional defenses didn't seem to make much of a difference either.
Going the sword route helps quite a bit, with the ability to stack the +Defense to Melee. -
This sounds like it's mostly for Blasters and/or ranged characters.
Make a character with power gauntlets and that becomes their weapon, and they remain natural concept.
I'm guessing when you say natural, you mean human. And with that, what's really left? Martial Arts, Street Fighting works for hand to hand. Swords, Pistols, Archery, Assault Rifle, there's the weapons.
Ninjitsu, there's a good melee secondary for natural. -

I was thinking about making a TW/electric but from what im reading TW/electric has some slow animations and if lightning reflexes wouldn't work to make that faster then the set would be pretty slow and electric would be a far better fit for street justice due to the fast animations and fast hitting and endurance management unless TW eats up a ton of endurance and needs endurance help, like powersink.
Question is though, for the people playing on beta how much endurance does this power eat up, cause if its alot then Electric actually would be the better fit then, but if your animations are slow then actually the slower you move the less endurance your actually using.
So I was thinking of a character I can make and it would be a TW/Shield. With Shield's AOE power then follow it up with TW's AOE power, I figured that would be a pretty good chain. Any thoughts?
Now what I want to know is the idea of TW/Fire for a brute sounds like it might be better than SS/Fire since TW/fire has all the AOE's, but the redraw from burn might be a killer, anyone know from experience on this yet? -
None of them had a traditional or even just scary costume

The reason I say this is that KM requires you to cycle attacks as fast as you can possibly do to take full advantage of power siphon. On top of that KM has some seriously long animations (All, but the lowest attacks have 2+ second animations) and the damage from KM is dealt at the end of the animation rather than half way through it, like most sets. So, this can leave you hanging in the middle of animation waiting for the damage to go through to finish off a mob. In the mean time you're watching your health and realizing you need to hit reconstruction or dull pain or an inspiration now, but you're stuck in the 2.83 second animation time of concentrated strike. Oops, you're dead.
Definitely take a strong passive secondary.
The other long attacks are a PBAOE, a Blast, and a cone blast that most people skip.
And in a normal attack chain, you're likely to use the 3 starting attacks (quick animations), the Tier 9, and the PBAOE (which are all kinda slow across the board on melee ATs) -
Try coloring them all black with the no fade pulse.
