Slotting Accuracy will help you hit. Nothing will help you teleport an enemy that cannot be teleported though. This means most Bosses, EBs and AVs/Heroes will simply be immune to it.
Teleport Foe is mostly useful for clearing out the enemies around a Boss so that you can fight the Boss alone.
I usually like slot Teleport Foe with 1 Acc and 1 Range. That usually does the job.

Inf is easy enough to come by and we can get discount tickets through day jobs so I'm not concerned about saving Inf on costume changes (and I doubt that the company wants to reduce costume costs any more). Your suggestion would be nice but I'd like an improvement to the existing system to use the OS better. I'm rather irritated that the system doesn't already allow us to use additional folders and consider that a fairly bad design flaw.

Yeah, well not everyone uses Tailors for their Day Job and not everyone is on a level 50 character with infinite amounts of influence all the time.
I just don't like the idea of having to pay to change into an outfit that I already paid for and created once, no matter how much of a bank roll I have.
I agree the ability to divide your Save Costume files into folders would be nice, but that is a completely different idea.

Those still aren't specific enough though. Without the blurb below it would still lead newbies to think they could get a dev answer there.
If you really want it to be more specific it would be better to call it "Ask a Veteran". That would definitely get the point across that you are asking other players, not devs.
I still say leave it as is. There is no problem here that needs to be solved.

I say we encourage people to actually read more instead of less. Leave the name as it is. If newbies miss the bit about it being Players answering Player questions they will be reminded promptly.

Has that been changed recently?
I know I have tried running Mayhem after Mayhem to get Willy before and though I was in range the Broker had no intro for me.
I also remember seeing in the wiki that only Bocor would introduce you to Radio. As a result I made getting Bocor as a contact my first priority whenever I moved on to Port Oakes.
I know there are still some contacts that are like this though. Crash Cage for example can only be introduced by Vince Dubrowski, Lt. Chalmers can only be introduced by Captain Petrovich and Operative Vargas can only be introduced by Lorenz Ansaldo.

Nope, the Broker will not introduce Willy and will not introduce Themari if you are over 14. However, if you have outleveled Themari's arcs you can still get the introduction. Just go back to him after you pop a couple more levels and he'll have the intro ready for you. If you missed Themari entirely, you'll have to wait for Ouro level to do Willy's stuff.

I'm quite confident this isn't the case. I have done Willy's missions with every villain I've played, and I've only done Themari's missions once. I didn't like his missions, and so I leave him since I hit level 15 easily enough without doing his stuff anyway.

I believe I said that. As long as you have been introduced to Themari he will introduce you to Willy at level 16 or 17.
If you do Themari's arcs though, you can get him unlocked before level 15, so that he is immediately available when your level 10-15 contacts stop giving you missions.
The main point is, Willy is not introduced by the Brokers.

Whether you succeed or fail, the Broker will introduce you to a new contact. If you fail, you simply do not get the temp power from robbing the bank.
And running solo on Villainous difficulty level, there are very few legitimate reasons why one would fail a Mayhem. (Heck, I usually have a good 25 to 30 minutes remaining on the timer by the time I complete it.)

Seriously though, if you use a direct path between missions and don't stop between every one to sell or visit your base or buy insps you shouldn't be the last one to the door. I have a bunch of characters with no travel powers at all except the temp flight pack. They are frequently the first ones to the mission because they move immediately and directly to the next mission along the shortest path.

Seriously. I have concept characters with no travel powers that use Swift/Sprint and they often arrive before everyone else. Knowing your way around helps too.
Also, Fly can be buffed to a really decent speed with enhancements.

Learning to pull and use cover are important.
Learning to punchvoke can be important for low level tanking. This is basically jumping or running from enemy to enemy during combat and smacking them to keep their attention focused on you.
Learning to use Teleport is probably the most demanding skill you can learn in this game. It takes quite some practice to get used to it, but when you really get it down you can make that puchvoking look pretty sweet. Teleport is also the fastest travel power in the game when used properly with the right build, so learning to use it has it's advantages.

Some GMs are easier than others.
It takes quite a bit more effort to take down Lusca than it does Adamastor and yet they are worth the same amount of merits. Players will always choose the easiest method to get what they want.

You don't have to complete their arcs, you just have to have outlevelled the contact. Themari will still give missions at 15, but Dmitri Krylov (Golden Roller) and Shelly Percy (Marshall Brass) both will give you the contact immediately at level 15 without having to do anything for them.
You can also hit 14 and do Ashley McKnight's first mission (go talk to Tarikoss) to get a new contact in Cap without doing any mayhem there; the same with Darren Wade at level 20 in Sharkhead.

I've done the low level villainside a lot and from my experience just outleveling Mr. Bocor is not enough for him to introduce you to Radio. You have to have filled his progress bar. If the bar is not filled he won't introduce you to Radio, even if you're level 11. In order to fill his progress bar you have to have done at least part of the arc.
Same goes for Themari. If you don't fill his progress bar he won't introduce you to Willy and filling his progress bar requires doing both of Themari's arcs.
The Ashley and Darren thing is right. That's a very quick and slick way to get an intro. But again, these contacts won't introduce you to contacts that are not introduced by the Brokers. That means no Willy Wheeler, no Operative Wellman and no Crash Cage among others.

Yes, when this option is selected (found in the /hide menu) you do not receive invite pop-ups.
No need for a change.
The people who want tells first are actually open to teaming. If they weren't they would use this option. If they want a tell first they will usually put that in their Team message. It's up to the team leaders to actually read these messages though.
A way to force it on them isn't necessary. They usually get the drift after they are berated a couple of times.
Edit: Oh and btw, I think you meant "accepting", not "excepting".

In Cap Au Diable there is a contact named Peter Themari. If you can finish both of his arcs before you pop 15 he will introduce you to Willy Wheeler. If you don't finish both of his arcs you may have to wait a few more levels before he will introduce you to him. Willy Wheeler is not introduced by Brokers.
Remember there are also hidden contacts throughout the villain zones. These require completing certain tasks in order to unlock them. Veluna Lunata in Port Oakes is opened by defeating 10 Spectral Pirates around Fort Hades. So, if you run out of contacts there are additional options. You just need to find them.

As long as you're not purposely misleading people into believing you're something you're not (yes, that counts for all the guys out there that say they are computer programmers or experts in the MMO field when they aren't too), it is completely acceptable.
And as I said above, it's not about the gender of the character. It's about the background of the character, where they are from, how they got their powers, how they interact with the game world and the other characters within it. That's what I role play. The gender doesn't even enter into it. Like I said, I don't do that stupid flirting stuff because I am not actually pretending to be a girl. I am role playing a female character. There is a difference.
And we live on Earth. What planet do you live on?

First off, TonyV, Robin Williams was not in Tootsie. You're thinking of Mrs. Doubtfire. Dustin Hoffman was in Tootsie.
Now, Admiral. I must remind you again you never actually confirmed that these players you're speaking of weren't female. You just assumed that because they didn't want to use Ventrillo that that must be the reason. That is not conclusive evidence.
Also, just because you role play a female character doesn't automatically mean you're flirting with male characters and making sexual remarks to get other players excited.
I role play several female characters and the role I take is about the character and their background, not their gender. I don't do ERP and if someone asks me or starts flirting with me I will tell them straight out that I am a guy. I think of it like watching a movie, reading a book or playing a console game. The character is a vehicle through which to tell a story. It's not about sexuality at all.
Do you also avoid reading books with a female protagonist? Do you avoid movies about female action heroes? Do you avoid console games that don't offer a male character option? What a sad little life you must have if you do.
Intentionally misleading someone to believe you are female in RL is a lie. RPing the female role of an action character in a game is not.
Assuming all RPers are worthless players is also wrong. I'd bet anything I could play through missions solo on a Defender that you have difficulty with on teams as a Scrapper. And I do it all with style worthy of a blockbuster action movie.
