I used city of data's numbers for all of my calculations. -
Brute. Tanks are for team players. Like defenders. I solo most of the time. When I do team with my brutes and the team lacks solid debuffs/buffs, I find my brutes hurting far more than I see tanks hurting on similar teams.
Of course, when the brute DOES have good buffers, he'll have tank mitigation and scrapper damage.
That being the case, I foresee the brute mitigation cap lowered sometime around Going Rogue's go live. Probably to 80%. Maybe scrappers will be raised to 80% at that time as well.
Then to even things out and to get folks like Johnny to quit their perpetual crying, tanks will get a slight damage buff.
EDIT: a correction was done. -
On tough, I'd drop one of the Impervium's and slot all three steadfasts. That'll give you another 22.5 HP at the loss of a bit of end.
I'd also steal a slot from lucky, slap it in health, and slot the regen tissue unique.
Other than that, if you've already determined that you have enough recharge slotted for that chain to be smooth, go for it. -
90% was the other run with maxed IO build values. This run was at 75% fury and basic IOs.
And staying capped on fury is not generally workable until your build has enough endurance to handle it or you continue to pop blues to keep yourself moving.
However, I do build all my melee characters, scrappers and brutes, for non-stop carnage. Downtime kills my enjoyment completely. -

I don't think brutes should have been given access to darkest night for that reason. Mind you, it certainly helped my EM/FA out, and for that I'm happy, but I also know exactly what it's going to do for my FM/SD brute as well. And my SM/WP.

I think it made a lot of sense for Brutes to get Darkest Night. Personally, rather than seeing the devs get rid of it, I'd rather they gave some of what it does to all of the Scrapper, Brute, Tanker, and Stalker APPs.

I'm all for equality, but being equally overpowered makes little sense to me. WP tanks are already ridiculous. Giving them access to a tohit and damage debuff just seems dumb.
But hey, whatever. It'll stack nicely on SR's scaling dam-res. -

Eviscerate:
Max targets hit 5
15% chance to crit
124.5 lethal damage
90degree 7' cone
Spin:
Max targets hit 10
Normal crit chances
98.85 lethal damage
360 degree 8' circle
Shockwave:
Max targets hit 10
Normal crit chances
65.69 damage
90degree 30' cone
The odds are that you're going to get 10 enemies with spin and shockwave far more often than you're going to get 5 with eviscerate.
After giving eviscerate/spin a try on test, I came to the conclusion that the loss of shockwave's mitigation was far more detrimental to me than the gain of having another non-KB small aoe.
So now I use shockwave to bunch enemies up and damage large chunks of spawns while doing so and when they are gathered nearby I slip into my FI, Slash, Spin, repeat chain until the spawn in question is dead.
My honest vote: dump eviscerate and take spin and shockwave. -

Degrading rewards are no different than capping them. Either way, players utilizing the MA for the majority of their playtime get screwed.
Therefore, unacceptable. -
I fear pyre mastery for the following reasons:
1: A little fire manipulation would fit Bill's concept, just as dark does.
2: Followup, spin, fireball is WAY to juicy for me to pass up.
3: Melt armor + Achilles' Heel chance for DR debuff sounds nice
4: I'll have to respec again, and I'm 1 vet respec away from being all out of respecs. -

I know your heart's probably in the right place, but when putting forth any idea on any topic, we have to ask ourselves "who does this screw over?"
Sometimes the answer is surprising. -

Both of my missions are still active. I do not advertise them. If I could, they would be published and hidden. Risk does not equal reward if the missions I build give me nothing for the challenge I'm creating. Your solution is not a solution at all.
As my missions are still active, they must fall into the territory of "acceptable parameters." Since this is the case, I should be rewarded normally for running them. Take away the rewards and the challenge loses meaning.

WoW is steaming POS of a game that I played for a week trying to find some redeeming qualities in it. I obviously found none. If this game turns into that, I won't be around for it.
I was in I-14 beta. I let my account lapse while it was still on the test server. I came back only because of the freebie week and decided that, yes, the MA offered enough to keep me around. I'm having fun again.
Take away the fun, and gone again I'll be. I have no doubt that I'll be back for Going Rogue for a month, but wouldn't the devs prefer to get 12 months of sub money from me rather than 2 a year? -
Bill Z Bubba was created back in Sep of 04. It was Jan or Feb of 05 when he hit 50. Around 4 months. There was a LOT of soloing during that period.

The point of the mission architect is to allow me the ability to create the content that the devs don't put into the game.
Missions that actually challenge the characters that the current build system allows for. Missions with 12 different types of bosses from 12 different factions and nothing else.
Missions with 25 ambushes of nothing but huge spawns of multi-faction LTs.
YOU may wish to see it as nothing but a story telling tool, and that's your right. It's also my right to use to to create content that my main characters won't be bored to tears with.
Or are you in the camp that thinks I should remove all my enhancements if I need a challenge? -

Ticket cap isn't really 1500. If you complete the mission, the count resets. I get 2000-2500 per run of one of my missions.
So I get to run 4 MA missions and then I'm locked out of rewards for a day?
What an abjectly ridiculous idea. "Hi, Bill, you've played for 1 hour and 45 minutes. Since you have no desire to run regular content, and you've already hit your allotted MA rewards limit, you might as well log off."

45% defense - 20% tohit = 25% yes. But a +2 minion also has an accuracy buff of 1.2
1.2*25 = 30 chance to hit
The +2 LT also gets the LT acc bonus of 1.15
1.15*1.2*25 = 34.5% chance to hit.
