I'm pretty sure that softcapped SR without elude in PvE plus ED capped Elude will get you close to the soft cap in PvP.
So 45 + (45*1.56) = 115.2% defense in PvE = ~45% in PvP. Or something silly like that.
Worth it? Don't know. -

PSDR gets the axe and replaced with static DR passives. This would lower base defense values.
Lower each toggle value and add heightened regen and/or hp buff to quickness and call it something else. -

Which, totally on a non sequitor, is why I suspect we will never see Super Reflexes for Tankers, at least not in its existing form. If we do, it will probably be with reduced Defense, so Tankers can sit at the soft cap without exceeding it, and much greater values on the scaling resistance. A hodgepodge of powers like healing or a debuff/taunt aura might be possible, too.
Easy to soft cap early? Yes. REAL early. But that's all it has going for it.
I'd play it if tank damage didn't suck so badly. And I teamed more. -

Actually, a lot of work has gone into the analysis on this, and there are no Scrapper builds that can obtain the DPS levels needed to overcome a Giant Monster's regen levels. -
I fail to see how DRMs and MIs tear through my softcapped SR as easily as they do if their attacks had a positional component.
On the other hand.... as they are +4 bosses when I'm fighting them, they would never have less than a 9.1% chance to hit me. 10.1% chance with spectral wounds.
Still... that's not sitting in my perception zone properly at all. The only defense debuff I'm seeing is coming from carnies is the Mask of Vitiation and Harlequin Fencers, but they both have to hit to get it to land and SR's 95% defense debuff is going to laugh that off.
I'll run one again tonight and check the combat logs. -

do have a bug to add relating to APPs, even if this one is fixed. Last I heard Nightfall's damage was terrible because it was using the Scrapper's range damage mod (0.5) instead of our melee damage mod (1.125). Intuitively this makes sense, but all other APP blasts I'm aware of use the Scrapper melee mod. (I'm now down to the bottom of your first post and see the General APP section. This should probably go there.) -
Actually... every power in both Controller and Dominator Mind Control lack a positional component.
It gets very ugly when facing carnie and arachnos bosses. -
Sam... there's this thing called peripheral vision.
It's not just the butt. There's also the waist to butt ratio involved.
The female form, even animated, is sexy. It's enjoyable to watch.
Does it distract me when I'm in the midst of scrapperlock? Course not. Do I watch it when running from mission to mission? There's a reason most of my female characters don't have capes. -
energy/storm cor or storm/energy defender (i've got the cor) dishes out a LOT of knockback madness.

The scrapper takes considerably more "work" to get soft-capped. The scrapper will still have considerably lower hitpoints. The tank's damage resistance will still be higher. The scrapper's survivability will not be comparable to the tank's even when both are softcapped.
Will the scrapper's vastly superior damage output outweigh the tanks superior mitigation? It will depend on how you play. Plan to solo all the time? Go with the scrapper. Wish to take care of a team while dishing out good aoe damage? Go tank. -
I've never seen combat spam for the Healing set uniques.

2 questions:
Where are they slotted?
When you first stuck them in, had you just zoned somewhere before checking them? They apparently doublestack for a bit after zoning.
If you zone and then check them, does your regen bounce back to 27ish?
My claws/sr only has 27HP/sec and he's fully IOed to the 9s. What other regen granting powers do you have? -
Because then it would be ninjitsu. Easier to just port nin over.
