I think the main problem here is what kind of documentation of the problem would be enough for TW to act on, and does there have to be a certain number of complaining customers before they will take action with other said company. Getting the answers to those kinds of questions is why I was hoping Soul Train would chime in. -
Then it's looking like a problem with the hops beyond Time Warner.. which rather sucks.
If you can show where the hiccup in your traffic to CoH is occuring, you might be able to get Time Warner to inquire with whoever owns that part of the backbone.
Hopefully Soul Train will chime in. You might want to send a request for ST to comment here? -

Saying the you have "some NSIS error" is not very helpful. Post the exact error message. Also, post your CohHelper and HijackThis reports (links in my signature). -

At one point I had similar issues with font display. After a lot of testing, my issue turned out to be related to both my in-game font display size of 11 and my window scaling to 90%. When I reset those to their starting values, the font corruption corrected. At some point later I was able to go back to my previous values with no further corruption.
Your issue may not be related to mine, but it can't hurt to tweak those setting and see what happens. -
I hadn't been playing CoX as much in the past month, but I had been on enough with my fire/ff controller to love the new pet zoning feature.. even if it is still a little buggy.
So tonight I log onto my ice/storm controller for the first time in at least 2 months to go trick or treating. A little bit into battles I start getting the feeling that Jack isn't doing much damage. I start letting him take all the aggro to watch and this is what I see.

... at that point I finished off the target. I was so annoyed that I then just logged off.
I finally logged back on just hoping that it was a fluke. I knew I had seen him use other attacks so I wanted to test him again to get a better feel for what was happening. This is what the pattern seems to be.
When engaging enemies for the first time he will open with Ice Bolt, Freezing Touch and Greater Ice Sword for the first 'round' normally. However when he gets melee, and sort of forgets all his other powers and tends to only use Ice Sword.
While testing, in one particular battle I watched him use only Ice Sword, EIGHT times in a row. He wouldn't even use Ice Bolt when the enemy was running away from him. After running around like an idiot, he finally did use Ice Bolt and then Greater Ice Sword when he closed to melee for the last time.
I have no idea if this has been going on since i16 first went live or not. I wouldn't notice a difference on my fire controller because Imps only have one attack. Regardless the idea of having this bug back royally p*sses me off, especially since Pet Recharge Inheritance was supposed to be the reason for wonky pet attacks.

There must be something bugged about your character? I have seen no change to any of my characters that use out of LOS powers to pull. Even on my earth controller, quicksand still aggroes mobs, and stoney aggroes to their contact on quicksand the same as before i16. Yes, my very first attack is with quicksand too.
