I agree that the current respec system is incredibly cumbersome. That aside, I'm a bit surprised to hear the more experienced forum-ites not using Mids' Hero/Villain Designer and specifically the Repec Helper. It makes respecs a breeze.
Window > In Game Respec Helper > History Short or History Long
For those that don't know about it, Mids' will pop-up a window that shows the level that powers and slots are taken (History Short), and if additionally desired even the specific enhancements used (History Long). Also, there is no need to Alt-Tab because the respec helper window stays on top. -

Bad_Influence, I definitely understand your frustration. Although, I find that in cases where the player seems to be oblivious to others in team chat, sending a /tell usually has much better results. Unless of course they are too new to know how to reply. -

Quotes just... quote things. They override the command shell's normal way of breaking up a line into separate tokens (words). Adding quotes that don't change the tokens, doesn't change the command. If, however, BayBlast meant, "If the original set of quotes are extended around anything else then it won't work", that would be correct. For example:
"E:\City of Heroes\CityOfHeroes.exe -project" coh -maxinactivefps 5 -maxfps 25
would try to run a file called "CityOfHeroes.exe -project", which is nonsense. However,
"E:\City of Heroes\CityOfHeroes.exe" "-project" "coh" "-maxinactivefps" "5" "-maxfps" "25"
should work just fine. There are lots of extra quotes, but they are all useless (unless I am forgetting something about Windows interpreting dash-prefixed options automatically, but I believe that is up to the application).

My original post said supposed to. Also, I never said Leech was wrong. My post was a clarification of the existing mechanic. Apparently reading comprehension isn't your strong suit.
I'll present this in a different manner then. Treat the rooting mechanic like an if-then statement. If the animation goes off, then the player is rooted until the animation completes. This is an accurate statement.
The statement, If you activate an attack, then you will be rooted, is false if there is even just one exception. -

The game still makes every attack root your character. Being able to manipulate things on your end, or "get lucky", doesn't change that fact. Finding a way to skip the rooting animations doesn't mean he was wrong; it's just a workaround for the rooting mechanic that exists for all attack powers.

My original statement is still accurate, regardless of how you're trying to spin it. A character is supposed to be rooted during animations, but that doesn't always happen. Also there doesn't need to be manipulation 'on your end' for this to happen. It can happen just from server hiccups.
Yes the game mechanic usually functions normally. However, that doesn't invalidate my statement. -

Actually no. Attacks are supposed to root, but if the animation somehow gets skipped, then the player does not get immobilized. -

My favorite use of Force Bubble? Head to Mercy Island, get near one of the slanted-roof buildings and turn it on. So long as you've got level 1 enemies right next to you they get launched MASSIVE distances off the 'ramp'.

However, you may want to reconsider that belief. FB has a 50' radius and can pretty easily aggro multiple groups. It also tends to be generally hated by tankers & brutes that are trying to herd, with an exception being if the enemies can get pushed into a corner. I tend to use it very sparingly at best. Leaving it running all the time and refusing to shut it off is an easy way to get kicked from a team. -

On the rare occasion that I have to verify files it takes maybe 60 seconds, so I really doubt you have to wait 20 minutes. Even if it somehow takes 20 minutes(or even 10 minutes) then there is something seriously wrong with your computer. -

Since CoH runs fine in it's own Safe Mode, that seems to point to the graphics card. Let's try to narrow down possibilities in that area. Clean your current graphics drivers using Driver Sweeper, link in my sig.
1. Use the official uninstaller(s) of the driver(s) you want to uninstall
2. Reboot PC in Safe Mode
3. Run Driver Sweeper and select what to clean
4. Reboot
5. Disable any anti-malware software
6. Install most current drivers

From the Main Menu choose, "Do a system scan and save a logfile". After the scan finishes, the report will automatically popup in notepad, waiting to be saved. Press Control+A to select all, then Control+C to copy all and paste that info to your next post. -

At first I was wondering if this part was a problem, *Due to AMD CPU limitation, DDR2 1066 is supported by AM3/AM2+ CPU for one DIMM per channel only, but your RAM is 800 MHz.
Before you go messing with the CPU settings, verify that your RAM timing and voltage are correct. Be sure it is 2.1v per the OCZ page.
If the timings are all correct, then maybe the issue is from the Serial Presence Detect feature of your OCZ RAM. From what I can see, your ASUS MB doesn't support that feature.
If all other leads given thus far don't pan out, it wouldn't hurt to look in the OCZ forum or maybe even ask their tech support about it. -
If it could be drawn on like a whiteboard then it wouldn't be long before phalli started popping up, as well as other artistic 'expression'.
The text version could probably get just as colorful I imagine. Though if we ever get to add lavatories to bases, then that would fit the men's room perfectly. -

Personally I'd check your memory manufacturer's website for default timing and voltage settings. I was having similar issues and came to find out that my memory was getting 0.2 volts than it was rated for. As a result, my BIOS was reading my DDR2 1066 as DDR2 667.
The other problem with AMD dual core proc's is that with the Cool and Quiet settings enabled, they typically slow down when they decide their full processing power isn't needed. Disabling this will make your CPU fan run full blast, but 3,000 rpms shouldn't be too loud. I'd also check out their Dual Core Optimizer download.

Finding it when 'lost' really isn't that hard though. Just start moving the pointer to a particular corner. Unless multiple desktops are enabled, it can't move off of the screen. -
It's a known issue that has been discussed repeatedly. There is no available fix, aside from not using chat at all.

Not a bug, not an exploit. It is WAD (working as designed) though it may not necessarily be WAI (working as intended). Although changing the engine to make this not happen might increase server load to an unfeasible degree.
Basically, there is approximately a 1-1.5 second 'grace-period' to still be able to hit any targets that initially were valid targets. This is how that Blaster's nuke that is activated within that grace period can still hit all the targets that were already knocked away by that Warshade's Gravitic Emanation.
This is no more an exploit than a -def enhancement effecting +def. It's the way the current engine works, and the Devs would prefer that fewer people know about it rather than more. -
