I think Zloth or Zombie-Man may have the Known Issues list over on Paragon Wiki or somewhere. I just can't find a post on it for some reason.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

It's a known issue that has been discussed repeatedly. There is no available fix, aside from not using chat at all.

Do we think this has crossed the threshold of dev notice?

Has the chat-buffer bug been addressed anywhere? I looked for a bit, but perhaps my search-fu is weak today.
It's absolutely driving me insane. About 1/3 of my chat entries end up like this actual copy/paste:
