  1. Hey, thanks for this thread David (Should someone make a hub thread for these all things art threads?) if it's alright, I think I'd like to basically resubmit something from Sexy Jay's thread that's pretty spot on to this topic:

I was hoping, if feasible and practical, if we could get CoT costume pieces like the hats some of the mages wear, the double wrap belts, and the shoulder guards. This heavily stems from trying to make a CoT themed character awhile ago (Basically, he was a knight from Oranbega before the demon pact thing, and got sent into the future) and found the organic shoulder pieces were... Quite different, as well as the lack of a metal version of the hat the Spectral Knights wear.

Also, the frequently requested sashes as seen on a majority of Carnival Girls, some Ghouls, and the Kheldian NPCs.

Finally, if possible, I would love to see much of what the Tsoo wear opened to PCs, namely their 'thin' reaper face detail (also seen on some CoT mages, namely the Lt.s), their version of the double wrapped belt (with and without the hip pads), most of what the Ancestral spirit wears, the sleeveless baggy top options, the Demon Masks seen on some of the Ink Men, and the 'eight Sided' Coolie seen on the sorcerers and others.

I... have a lot of Asian themed toons.

The announcement at NYCC was simply that the IDF enemy group will now be sporting a shiny new look in the Maria Jenkins and Tina McIntyre storyarcs.

More IDF news to come in future issues, though. Count on it.
Oh... Oops... I have some people to apologize to...
It is a bit of a shame though, I had hoped that we might finally get some things like the sash belt used by carnies, khelds, and ghouls, but we do what we can do. And I still look forward to the new stuff when it does come, and I hope that the IDF Shock Trooper will have proper missile banks on his shoulders rather than shoot them out of the air in front of his shoulders.

Arachnos and various other groups broke this pattern (especially Arachnos *shakes fist*).
Actually, buckshot type enemies, the old fifth column rocketeers (which were encountered as early as level 1) and countless bosses showed that AoE damage has been common at low levels since issue 0.
Vazhilok and CoT Life mages deal toxic damage as well.

On the note of SR, I've felt that it's okay as it is, but it really does show it's age and has been untouched other than by global defense reduction since launch compared to even stone armor, and that while Evasion can be semi-okay where it is (I wouldn't object to it being moved to level 20 on scrappers) the biggest problem is that compared to the other two toggles, Evasion does very little.

It finally gives you, after fighting things with AoEs for 34 levels, the ability to dodge them and nothing else beyond some defense debuff protection. Meanwhile, Focused fighting gives you confusion protection and focused senses gives you +perception (a substantial amount) and perception debuff resistance.
So my own proposal would be to add a secondary effect to Evasion, like maybe tohit debuff protection, end discount, end drain res, or something in addition to the defense debuff res.

On lesser buggers for me there's practiced brawler, which has a fear hole, is a click with a long recharge to it's duration, and does nothing else compared to other sets. However, I can say, in it's defense, that as it's been pointed out to me before: Sets are balanced against themselves, not other sets. That, and with quickness, PB only needs one SO slotted into it to perma, two if you want to stack.
But if something could be added, I'd say PB should either get it's fear hole patched, or gain Taunt and Placate protection to fit with the "Practiced Brawler" theme.

Finally, to help boost SR's performance a little, possibly give each of the passives a small (like, High Pain Tolerance level) of two damage types, per-each power. Though this last one is the least of concern, for me at least.

    It's campy, tacky, and dumb.
but when you look at him, you INSTANTLY know he's a super hero, and the kind who punches through walls.

Bah, that none of that's even the cool stuff.
Like his hobby of fighting crime with Sam and Max, or his stint working as a mercenary for RED team, oh, and let's not forget survive the Zombie Apocalypse with War Witch, Positron, and Noble Savage.
  8. actually, isn't the problem with States and Reichsman's unstoppable is that it actually DOES give them immunity to smashing and lethal damage types?

I'm starting to think this is BAB's way of having fun with this fairly rampant rumor.

I gotta apologize but is there hard empirical evidence to confirm or deny he's left/got canned.

Personally, I hope not since his animation work is A LOT better than the stuff I've seen whoever was responsible for DP and Kin-melee is concerned. (At least with Kin-melee's tier nine... it's just so... disappointing.)

    3. Siphon Power - Self-Buff version
    4. Smashing Blow
    5. Siphon Speed
    6. Energy Cloak
    7. Energy Drain
    8. Burst
    9. Concentrated Strike
A PBAoE AND a Heal and End recover on a blaster? Madness!

    Shotgun

    I'm all for this.
I mean, there's a shotgun customization for the Arachnos Soldier Rifle, it still can use bayonet (the only one of the guns that does NOT have any forward pointing spikes) and the wolf spider assault rifle doesn't even HAVE a shotgun power like the NPC hunstman do, its all assault rifle stuff.
  14. Actually, according to castle, it's not just the capes, the powers the mobs all use are also intensive on the systems, and I think part of the problem might be that this is an engine rooted case, another might just be: "how do you make a cape more simplistic?"

Though, I wouldn't be opposed to something that makes these things easier on systems, just asking how and mentioning that in the example give, there may be more to it than just the cape.

Punishment is being forced to stay alive, helpless and powerless as you watch him devour, destroy, and torment everything you know, love, and hold dear.

There are a million fates worse than death... And the Elder one can do them all to you.

  17. In another attempt to revive this thread I'd thought I'd bring up some ideas about alternate power selection concepts for Master Mind primaries.

Now as I've mentioned, not every power in a power set need have an alternative, though it would be something to strive for, and in the case of MMs, this could open up a huge can of worms so the ideas in this post will be kept simple.

Now the big thing I'd like to see for alternate power selections for MMs is to open up the three blasts powers each of the MM primaries to all the others.
This would mean you can have an assault rifle as a Thugs MM, whip your ninja into shape with the Demon summoning hellfire whip, or even fire hi-tech laser beams while your zombies om nom nom on folks.

But there is a second level of this, an alternate proposal for the level eighteen powers...

    Mercenaries
For Serum - Gun Drone: Same as the blaster devices secondary tier nine. I had recalled some time ago hearing that the commando used to have this power but it was eventually removed, so I thought maybe a worthy level 18 tier 7 power could be for YOU the MM to call in some support fire for your troops.
Effects: Build: Gun Drone (ranged), Moderate (lethal) damage, Recharge: Very Long,

    Ninjas
For Smoke Flash - Kage Bushin No Jutsu: (Insert Naruto haters groans... Myself among them honestly) Basically I see this as functioning like a shorter duration and much less durable phantom army from illusions. They would possess about half your HP and be able to unleash a torrential hurricane of katana, martial arts, and shuriken attacks with maybe a minor taunt effects on them to keep foes from focusing on you (the MM) or your pets)
Effects: Summon Shadow clones: Melee Minor Damage (Psionic/Special (Illusionary Damage Heal-Back), Recharge: Very Long
    Powers
    Shuriken
Poison Dart (Ranged, single target, psionic, taunt)
Thunder Kick (Ranged, single target, psionic, taunt)
Storm Kick (Melee, single target, psionic, taunt)
Crane Kick (Melee, single target, psionic, taunt)
Sting of the Wasp (Melee, single target, psionic, taunt)
Soaring Dragon (Melee, single target, psionic, taunt)
Golden Dragonfly (Melee, single target, psionic, taunt)

    Thugs
For Gang War - Undecided: (All things given, this is really really hard to figure out)

    Robotics
For Repair - Viral Upload: An enhanceable duration (30 seconds) but irresistible confusion power that can be used on all Minion to Boss rank robotic enemies. Even enemies such as tarantula, Nemesis bots, and Titans are affected by this power.
Effects: Foe: (Special) Confusion vs. Robots, Recharge: Very Long.

    Necromancy
For Soul Extraction - Soul Bind: Basically, its Dark Extraction from the Warshade's Umbral Blast set. So instead of getting more mileage out of your henchmen even if they're dead, you can get mileage out of your enemies!
Effects: Summon Bound Soul: Ranged Moderate Damage (Negative), Recharge: Very Long.
    Powers
    Dark Blast
    Gloom
    Night Fall

    Demon Summoning
For Hell On Earth - Call Succubus: So instead of having a chance to summon multiple pets, you get a chance to have... Multiple pets. And gain a new one for a time.
Another reason for this was because I had heard that in response to the lack of female henchmen, the devs had considered succubi as part of demon summoning, so I figured this would be an interesting way to maybe bring that back.
This succubus is a novice and ultimately has a limited means of fighting for herself, but her ability to bring people into your service is without peer. However, novice or not, you are wiser than others and know succubi are difficult to truly control for long periods, and thus, she is automatically dismissed after a time.
Effects: Summons Succubus, Recharge: Very Long
    Powers
    Confuse
    Mass Confusion
    Placate
    Drain Life

going by that logic though, you're saying that ninjas need to be removed, along with quite a few other powersets.
I'd simply prefer to see these sets buffs and brought a bit more up to standard of newer sets.
  20. So... We can all agree ninjas need a bit more something to help them out in terms of dismal defenses, right?
So... what now? Do we PM Castle or someone?
I mean I know power sets are supposed to be balanced against themselves and not eachother, and MM primaries are also supposed to be additionally balanced against the secondaries, but ninjas still seem to lack a lot of survivability in the same manner as mercs offense is dismal.
And from what I've seen, as each issue passes and new powersets are made, newer power sets generally 'feel' (and just as often actually are) better than most of the ones that have come before.
  21. a possible reason for this is that it MIGHT be seen as overpowered.

two out of three pet tiers of thugs and ninjas are the only MM pets that make use of defense without any resistance to back them up, most other MM pets carry sizable resistances with them at top levels.
Adding Sonic Resonance might, theoretically, allow for Resistance capped pets.

Then again, the previous statement also fails to account for the dismal buff and debuff modifier values used by MMs that seem to only be just a little above scrappers, tanks, and stalkers.

  23. So I'm thinking: since DP's out and such, would it be cool if we could buff Lady Jane in the "Meet with Lady Jane" mission of the blueside midnighter arc?

At the level she appears as an ally, the CoT have moved up from challenging to nasty with Spectral Daemons and Spectral Daemon Lords in their ranks, both of which occur with frequency. Oh, and Ruin mages some into the picture, and as you do the arc at higher levels, we face a "level fifty hellions" problem, only a bit worse.

    Possible proposed powers:

    Attacks-
    Pistols
    Dual wield
    Empty Clips
    Suppressive Fire
    Executioner's shot
    -Defenses
    High Pain Tolerance
    True Grit
    Tough
    Weave
    Maneuvers
    Practice Brawler
  24. The Character: "REVOLVER KNUCKLE: REVOLVER CANNON!" also "Back off, man! I'm a SCIENTIST!"

The Developer: "Man, I wish I was good as Jack... Now HE had vision."
