Resolved this one myself.
Support had me download their Game Advisor and generate a report, sent it off to them then started mulling through it myself, my system was unable to ping/trace two IPs they had listed on port 2106.
Had a little further scroll through and noticed the report had included my HOSTS file, in there I'd added a few lines of adblocking redirects and amongst those I had several sites and subsites of Google Analytics (as I don't like being datamined by them) and lo and behold removing those addresses and flushing the DNS cache made the store start working again. I added them back in and repeated and it became the same grey screen... removed again and everything was working hunky-dory.
Bottom line is that NCSoft are using Google Analytics for market research on their store visitors, if you block Google Analytics you can't access the Paragon Market. Case solved. -
Sure thing.
My best guess is that something went awry with the latest patch (for me at least), and since it'll happily display the other store sections such as account/purchasing points/support I'd lean towards ruling out a video issue and more towards me having some kind of network problem loading the store's main page. Support have basically given me the equivalent of "have you tried turning it off then back on again?".
For reference this is a brand new PC, about two weeks old, with the ATI drivers updated to 11.9 since 11.8 caused issues with loading zones getting stuck and having to end the CoH process.

Logged in as usual, figured I'd look at grabbing Beam Rifle finally, clicked the store button and was greeted with a blank grey area where everything should be. This is repeated across all characters and does not go away after completely closing and restarting the client (I've done that around five separate times today, still grey after logging back in).
Support are being frustrating asking the usual Mickey Mouse questions before replying to my email (which in turn is a reply to theirs, sent to the exact same address I'm replying from) and saying they're not accepting the ticket update as it came from an address not registered to my account (basically they can't tell that gmail/googlemail are interchangeable).
So does anyone have any ideas? I've even tried checking the client integrity through the launcher suspecting maybe something had gone wrong with an update, no dice.

EA's stupidly good for softcapping defense early and getting Hasten perma with extreme ease. You'll need heavy end management in the form of globals and maybe Cadiac in your Alpha slot but I'm only in as far as 34 and so far can just romp through each group with ridiculous ease. Energy Drain at 35 will solve a lot of the end issues further.

Tell you what would work for a travel power though - swinging. The offshoot of Paragon that ended up going to work on CO for Cryptic added it in for launch and was a fairly basic concept of double-jump and hold to swing with it pivoting the character around the "anchor" point and gaining momentum depending on where in the swing you released. The physics capability are already there (look at the shop signs you can knock by jumping against and cause to do a full 360 degree rotation around their pivot point) so animations are all that are really required there.
Not really sure what this topic is doing in the Builds sub-forum when it's a suggestion though, TBH. -
Just to add to this... I'm using a brand spanking new machine and running CoH from a solid-state drive with 8GB of RAM and was having the same issue with it getting stuck on loading screens. The store had preinstalled Catalyst 11.8 and I was pretty irate about it given the spec above should mean no loading issues.
Upgrading to 11.9 does seem to have resolved the issue, haven't crashed in several extended play sessions since. -

...the true benefit of playing DP/ on a Corruptor is /Traps. You can softcap defense, giving you all the survivability you need to get right in to the spawns and open up with your guns, you have actual Status Protection (from FF Generator) to most stuff barring KB which you can slot for and a number of very nice debuffs and buffs including a regen aura and holds. Give it a spin and see how you like it. -
Here's an alternative take, in that case. It uses purple sets to boost your damage, accuracy, recovery and recharge rates. As a result it has significantly higher global recharge and near perma-hasten; as a trade off I've changed out Melt Armor for a ranged attack (would go for Fire Ball but that requires dropping another power) and I adjusted the slotting you'd put in to some of the auto powers (no need to four slot those) along with Unstoppable (that fourth slot was giving you 2.5% debt protection and was a waste).
When using Unstoppable/Vegeance you softcap Def/Res (with the exception of Psionic but you're only 0.2% off on Def softcapping there), still a lot that can be done with this build though so by all means continue to tweak:

You don't mention what you're aiming for with the build; is it meant to be low cost? Are you up for using the Going Rogue system to unlock villain patron pools? Was there any reason you'd gone for level 30 -KB in Resist Physical Damage when Unyielding gives you that as part of the toggle and those 30 enhancements won't exemplar down that far? Are you open to taking Purple sets? Any reason for taking a taunt?
I'll leave pointers for resistance capping to the Invul experts but I can see a few areas for improvement without having to lose unstoppable, here's a few ideas to play around with:
I'd strongly consider swapping Havoc Punch for Charged Brawl given what I hear about the DPA of each.
You could (inf permitting) replace that -KB enhancement with the Glad Armour +3% def global alongside Steadfast's, which would boost your overall defense. You've only got two pools selected so far so dropping Lightning Clap and Confront would allow you to pick up Maneuvers and Assault for a little extra defense and damage.
It may also pay to look at sets such as Reactive Armor and Titanium Coating for the possibility of bumping your defense numbers up. It's likely you can softcap defense with a few changes to your attack slotting combined with that and some extra powers. I'm not going to mess with your slotting there but the Soul Mastery pool from villain epics will give you Shadow Meld further bolstering defense and if you can live without Super Speed there's no reason with a little rearranging of levels you picked powers at that you couldn't take Vengeance as well. It's situational but Shadow Meld may not be needed alongside that as you'll hit the softcap either way, so perhaps consider another pool such as Leviathan Mastery for a nice panic button power. If you're not keen on villain epics then Blaze Mastery might be the way to go - it'll give you a ranged hold and then either Fire Blast for extra AoE damage or Melt Armor for an AoE -Res/-Def which in turn would make everything around you easier to kill effectively increasing your damage again.
Again, I'm sure there's a more economical way to cap out your resistances and defense which may let you drop Unstoppable entirely and free up even more options but I'll leave that to the guys with a bit more /Invulnerability experience. See if any of these inspire you or give a base to work from.

If you click "Powers" in your tray and then the Incarnate tab it'll open a window with Equip/Create/Convert. That actually shows you a plain speak tech tree of what each tier of Incarnate enhancement gives you with mouseover help text giving full details. In order to craft each tier you usually have to have crafted the one below it, more being required the higher you get.
Each of those enhancements will list salvage required, and you can get that from doing TFs/iTFs or from "converting" those Incarnate shards you get as random salvage drops when defeating enemies (the way I've been doing it casually). Four of them combine in the convert tab to create whatever common salvage you need and you'll need three of those to craft the first tier Alpha enhancement, which you then slot on the equip tab.
If you work your way up the tiers the bonuses continually get better then diverge giving you two options (more damage vs. less endurance cost, then splitting again in to end + resistance vs. end + control or damage + damage reduction etc.) for each; the top-most tiers also boost your level to effectively 51. Will leave the other guides to cover the rest for you but that's a casual players practical guide to starting off at any rate. -

There are some tricky legal issues involved and NcSoft was actually involved in some lawsuits over it. Bottomline in order to control costumes the Devs have made things so the only way you can edit/view costumes is by being logged into the game. Short of screenshots anything "offline" will probably never happen at this point.
I think we eventually got from the EU side of NCSoft that the problem was they have sketchy legal ground on people being able to create characters for offline use. Specifically it boiled down to part of the legal settlement they'd had with a certain comic company including their policing player characters to avoid copyright infringement, the ability for players to take moderation out of the picture is what got their backs up, so the download was only ever available on the Korean site.
It is actually floating about still along with the language fix and costume patch if your Google-fu is strong, I won't go and outright post where or how but there's enough information here for people to do a little digging on their own, should they wish to find it.
What would be really nice is if those screenshot and pose functions made it back in to the game now that we have the ability to save out costume files. I'd still love to see an offline/no account needed character creator as it's a great way to promote the game; but I doubt it's high on the priority list and there would have to be that whole online checking part to bypass legal issues. -

Black, you may want to consider dropping Fitness for some defensive pools and temporarily going villain to get Ghost Widow as a patron.
As a /Regen you'll find that adding that extra layer of defense makes a huge difference and if you've got CJ, Maneuvers/Weave and Shadow Meld (with MoG & possibly Vengeance as a backup) you'll be just under softcapped defense with four slots (I used LoTG) in each. Personally I'd take Fighting over Leadership as you add Tough in to the mix for that extra damage resistance but Vengeance is a great situational buff too. If you build for perma-hasten and reduce Shadow Meld's recharge down further it'll make the world of difference.

Nope, still dead here everytime I visit from the plaync/ncsoft links or otherwise. Server not found: secure.gtm.ncsoft.com. It's now Sunday 25th and I severely doubt anything is going to be done about it till Monday local time, which would make it Tuesday here. Annoying.

Saturday 24th here for me, I guess that still places it at Friday for the US though. The store is still down and giving the same server not found error message Dr_HR mentions. I've been trying periodically as I'd like to grab the mutation super booster.

Here's another slant that adds in Bane cloaking and placate for stealth strikes.
Has 33.8% global positional defense, 132.5% global recharge (before Hasten which puts it at 202.5%) along with perma-hasten and perma-pets. You also have two build-up procs firing in Tactical Training: Leadership and Call Reinforcements every so often. No attacks gimped, no placeholder powers. Ain't cheap but it's an evil, evil build.
You could quite happily switch Stamina from Efficacy Adaptor to Performance Shifter (including the proc for additional end recovery) losing 5% global recharge and drop a few slots to place elsewhere like Health (although none of the other powers really need any extra). Even doing that both Hasten and Call Reinforcements would still be perma.
