I found that the links from the CityofHeroes home page pass the wrong certificate for where they are linking you to and Firefox prevents the connection from being made.

The links take you to secure.plaync.com but the certificate passed is for secure.ncsoft.com.

Going to www.plaync.com takes you to (in my case) us.ncsoft.com and the account management link is to secure.ncsoft.com. That works for me.

Now I'm not sure about players who try that link and can't get through.

That worked for me as well. I had to log in and add my Comic Con costume unlock.

Firefox stopped me going to account management as well.

Just before I went there I had received an Email supposedly from NCSoft saying something about me being part of a "controversial transaction" and that I should log into my account right away or I would be suspended. The Email didn't mention what game or even list my user ID so it was clearly fake.

I went to the NCsoft site through the normal way (not stupid enough to click the handily provided link) but I got the Firefox block telling me someone could be impersonating the site.

If it is a site hijacking it's a nasty combo

us.ncsoft.com accessible as normal (as it has been the entire time this issue has been ongoing) but clicking the "Store" link (https://secure.ncsoft.com/cgi-bin/Store.pl?language=en) immediately times out without even trying to load and displays the error message:

Server not found:

Firefox can't find the server at secure.ncsoft.com.
Trying to trace route gives me the error "Unable to resolve target system name secure.ncsoft.com", again without even trying. It's the kind of thing you'd expect to see if the site had been added to your HOSTS file and set to 127.0.0.1 to block it; only I've double checked and it hasn't been. So the store & account management is still inaccessible for me.

I did notice a small discrepancy a few days ago. One of the links linked to secure.plaync.com, but then it redirected to secure.ncsoft.com. Because it was attempting a secure connection, the browser didn't like the fact that it was being re-directed. It allowed me to do it after warning me, and since I recognized both URLs as valid NCSoft domains, I allowed it to connect.

UPDATE: This particular discrepancy still exists. The link in question is the "Log In" link in the upper right corner of http://help.ncsoft.com.

This issue has not been happening to me, but I have several friends that are trying to get back into the game before GR starts up (and can't) so I hope it gets fixed soon.
