Quick caveat on the "ANYONE could plainly see it on their Facebook page" thing:
I run a fan page on Facebook, and the released statistics show only about 10% of a page's fans (people who've "liked" that particular page) actually see posts made by that page.
Unless the page pays Facebook to "promote" their content, the fact is, not everyone who's "liked" the City of Heroes Facebook page is going to see every post made by that page. Even if it is paid, it's not 100% coverage, and even without a Facebook account you won't see every post on their Timeline, as those are selected by Facebook's "what's important" algorithm, which is almost entirely arbitrary.
So...while I see the point you're trying to make (I got my code with about 30 seconds of effort from Twitter, and am a fan of the whole idea), there are some technical limitations to consider. -

So...I've done 3 or 4 (I forget) of the CRAZY EPIC +4 ITFs over the last week or so, and we're 2 for 3 (or 3 for 4) on successful, non-sucky runthroughs.
Despite what The One True Blue says, I believe the +4 model makes for a) more challenge, 2) more fun, and 3) more excuses for Stupid Defender/Scrapper/Brute Tricks.
It may or may not have better drops, but I feel that may be an issue with a sub-AWESOME team not killing as quickly, thus affecting the perception of drop rates.
Basically, I'm asking if we want to make the +4 ITF a weekly event, say Tuesdays? Bring your baddest-*** badass to Cimerora, and if we have enough people maybe race two teams, with bragging rights or a PL session or something as a prize? I have 2 farmers now that could probably accomodate.
Can we make this a thing? -

I keed, I keed. Yes, we have a great community on Pinn (barring some jackaroles who've recently taken over our LFG channel, but we're working on that) who've been awesome to me since I started playing in '05. The more the merrier for running +4 ITFs! -

But yes, snark aside, the second build option is a viable alternative, especially for those folks who don't have a problem being a buffbot. In fact, if I remember correctly, this exact situation (the empath who refuses to attack) is one of the reasons they implemented the second build option in the first place. -
Just checked that my code worked...and it did!
Super stoked...the Kirby bubbles look great on my Ms. Marvel/Warbird/Binary tribute costumes, and I'm not even on my good computer at home.

So, just fiddling around with a Plant/Nature build, and toggled all of the healing powers (including Spirit Tree) slotted with 5 Doc Wounds...
575% regen!
Combined with Earth's Embrace, would it be worth totally ignoring the typical "build for ranged DEF" and go for a plant/nature/regen controller? Am I nuts? -

The next controller I'm making (I have a 50 Fire/Storm/Pyre and a 50 Dark/Dark/Soul) will be a Plant/Nature when Nature Affinity is live, but I've also been toying with the idea of an Ill/Time, as my experience with Dark Control has given me a glimpse of how awesome multiple pets can be as far as soloing.
I've never played a Mastermind, frankly, because I don't want to bother with macros and keybinds, and from what I've learned, to be brutally effective keybinds for switching pet stance and such are almost essential.
I'm just lazy and I like to kill things, so "set-and-forget" is the way to go for me. -
For a quick note:
When you "retweet" a tweet (by actually pressing the "Retweet" button), it notifies @CityofHeroes that their tweet has been retweeted.
When you copy/paste a tweet (or hit "reply"), and then type "RT:" (retweet), this doesn't technically show up as a retweet in the counter for that particular tweet. It's a reply, an entirely different number.
Whether or not they just clicked "293 retweets" and DM'd the code to everyone on that list, or took into account all the people who replied to the tweet as well, I don't know, but the instructions did specify retweeting.
Zwil, any insight on which method was used, so those less-Twitter-savvy can be sure to receive their code on the next go? -

No responsibilities...yes, it's unfortunate that not everyone has a 9-5 job and will be home, in front of a computer, when the maintenance is completed and the codes start going out. I understand that.
Again...it's a costume aura. Just a costume aura. Not an insta-50, or a new powerset, or new AT. A costume aura. Some people care more about their costumes than the actual gameplay, and that's great, because it drives designers to create more costume pieces, thus creating more creativity and happiness for the entire community. It's just...low on the scale of WE SHOULD ALL FREAK OUT BECAUSE I DON'T HAVE IT!

I love the idea. The point is not to give away costume codes.
The point is to get people following the City of Heroes account on Twitter. It's not the carrot, it's the stick.
I find it hilarious that people are THIS worked up about an aura. Really? It's not that serious. Twitter can't be monetized, as far as the CoH account goes (it's not a "Promoted post," they don't get money per page view) so that's not a motivation at all.
The motivation is, like they've said, building the community off of the forums; therein lies the problem. Want to know why so many people on these forums hate social media (other than mildly understandable issues with privacy)?
Because forum posters, since the Internet was created, value anonymity more than oxygen. Social media removes that, almost entirely (although Twitter is the least invasive of all). Slinging vitriol and derision at total strangers loses a lot of its deliciousness when those strangers know your name, and your face.
Sadly, I don't believe MMOs in general will ever have a strong presence on social media as it stands now because of the huge gap in sensibilities between gamers (generally speaking) and people who are comfortable with sharing their identities on the Internet.
I run a website with several authors and several hundred thousand daily page views, and social media marketing is a pain in the butt, I know. Especially Facebook. However, getting foamy at the mouth over a COSTUME PIECE really isn't worth slamming a marketing team who's clearly simply looking for ways to expand the community into new arenas. Maybe, just, I don't know, don't worry about it? If you hate social media so much, you should have moved on from this topic the moment you read "Twitter" in the title.
Pushes into social media are important for this game, because it is a SOCIAL game, whether people want to admit it or not. I've played 2 or our 3 main competitors, completely solo, and gave up after a month because it was so incredibly alienating to be by yourself in a game designed to be shared with others.
Marketing is tough. Marketing an MMO *not* by Giant Snow Storm is even tougher. Cut the guys a break, will ya? Or, do what I'm doing; the NCSoft Maintenance isn't even going to be finished before I get home from work anyway, so I'm not worried about it. Will I get the code? Probably not. Am I gonna cry about it? God, no. -
What I've done, mainly, is try and avoid buying procs and uniques I want as much as I can...through Hero Merits and converting.
I leveled two different characters up to 44/50, respectively, over the last two months, and saved all their converters until they got to where I could use whatever it was I wanted (especially the procs, as their levels don't matter so much).
Basically, anything with a proc/unique you want, buy something else in the set. Celerity is a good example because the regular run speed ones are hella cheap, AND there's a 1 in 3 chance you'll convert to the stealth IO, rather than 1 in 6. As for out-of-set, I'll usually only do that on rare recipe drops, but it's all YMMV. Totally depends on what IOs you're looking for.
I have found, though, that with the Perf Shifter procs only costing 1 hero merit, there's absolutely no reason to buy them on WW anymore. -
