Say Stars, how about tying the con of the enemy being targeted into the damage boost? Tiny extra damage for minion, respectable extra for EB, massive boost for AVs and GMs.
A) It fits with the concept of holding back less on the bigger opponents who can take it.
B) It's a risk vs damage thing. Scrappers are more at risk than Tankers from most enemies, so they get higher damage in general. Tankers are more at risk from higher con foes then lower con foes, they could maybe get more damage against the former.
C) Just as ST damage is less obtrusive to Scrappers than a flat damage boost, less of a buff against most enemies would be even less so, IMO. You could then give Tankers a higher damage bonus then you could if it affected all cons of foes evenly.

The Tanker still decides who he opens up on, but how much he opens up on them could be con based, as befits the concept.

I would say the HULK doesn't give a rat's [censored] about who or what he's hitting when he gets pissed. And before you say he's a brute, no. No tanker in this UNIVERSE/GAME can take the amount of epic damage (read there IS NOT LIMIT to what he can take--I don't know of any brutes like that.) that the HULK can.
Ofcourse then we get into the absolute silliness of trying to use marvel or dc characters (or hell any [censored] universe other than coh) to define GAME BALANCE or talk about what tankers CAN DO IN THIS UNIVERSE/GAME.

Hasn't it already been confirmed like on day ONE of the GR announcement that GR would have Pistols and Demon Summoning?
And then again revealing that those powersets had to do with the signature characters in a trailer.
Just saying, that what's been announced (so far) as going to be in GR has been known for a while.

This was part of why I posted. I wasn't sure what to do in the event that the Rikti accomplished their mission (apart from moving to another zone). Most likely you could replace the objectives that the Rikti had to attack with new ones that the heroes can attack. If the heroes take the three objectives back, the zone clears and returns to normal.
The big question is what to do if the Rikti cruise around and capture every zone? What then? Do we just leave the city in captured mode until the zones are recaptured, one by one?
I've heard this argument about people not liking the raids, but I'm sorry, I can't give it any credence. It's part of the game, and only impacts people minimally and only occasionally. You can still do your story arcs and run missions in the zones (though hunts would go on hold, that's true), you just need to be wary of the Rikti.
If we listen to this argument, nothing will ever get added to the game. Personally, I don't think that's a good plan. There's always someone who won't like something.
It seems to me that the reason people are sick of them is because they're pretty dull and meaningless and because they cause tons of lag. As I said, this idea would spread people out, thereby reducing the lag, and it would make the invasions more interesting.

There needs to be a condition that stops all raid activity dead in it's tracks.
If there would implement this then I would say the raid instantly stops when ONE o ANY of the three objectives is "defended" by the heroes.
Remember not every server has the population of freedom or virtue at all times.
What happens if a zone like skyway or bricks gets attacked on a smaller server, while most folks are heroside? Is that zone locked out forever until a server reset.
Not a good idea. If they do this it should be trivial to reload the zone to normal. Also the mobs for hunts should also not vanish, if they move into this route.
Personally I'm sick to death of the rikti. The zombie invasions I think we need more of. -

I'm not a number cruncher, but I have a question on the Tank/Brute debate you guys have going here.
Wouldn't it be better to give the Tanker a version of fury that upped their damage resistance not damage dealing capabilities? Yeah, I know tankers are super hard to kill as is, but that is their job, they TAKE hits, a lot of hits, and in the process of this they get to hit back.
A Brutes job is to GIVE hits, a lot of hits, and in the process of this they get hit back. As such, the more swinging going on around a brute, the harder they hit as that is their job. Melee damage monkey, that because of the needs Red side, needs to be able to take a licking. But ultimately, a brute survives a fight by killing everything around it.
I'm a big fan of not nerfing one to restore balance, but bringing everything to parity. If say Brutes are out performing Scrappers and Tanks. Scrappers and tanks should get a bit of an increase while Brutes get a bit of a decrease. Yes this is a nerf, but a smaller one while also raising the under-performers.
I also though, don't see why a Tanker should be dealing more damage because there are more people on him hitting him. I understand fury was originally supposed to be a Tank thing, but I also agree with the thematic reasons they never gave it to tankers.
However, upping a tankers damage resist or whatever could keep the survivability edge for them beyond a brute being at 44.2% fury or whatever it is.

The better solution in my eyes would be to simply reduce the Brute +dam cap. So many people that defend Brute balance as it stands are fond of bringing up the fact that it's not all that common to reach it, so it wouldn't noticeably affect them but it would still bring their peak performance to a more equivalent level. The other option (and the one I prefer since I compare them to Scrappers more than Tankers) would be to reduce their damage scalar a tiny bit (to .70 at 50 which is a 10% reduction). This would address the equivalence to Scrapper damage assuming easy Fury capabilities while accounting for the innate survivability advantage (8% simply from higher hit points) just from having more hit points (and a greater hit point cap that can't be reached while solo so +hp buffs are always useful).
Scrappers: 1.125 * 1.1 * 5 = 6.1875
Brute: .75 * 8.5 = 6.375
Brute (750% damage cap): .75 * 7.5 = 5.625
Brute (.675 scalar): .675 *8.5 = 5.95

Not sure Brutes, Scrappers or Tankers need any kind of fix. They do not play the same so odds are there will always be players willing to play either of them. I doubt that most players are selecting a powerset to play based upon its max performance. The fun factor is certainly a big selling point and i doubt any of these three ATs will be in danger of extinction when Going Rogue will go live.
The numbers are there anyway, Tankers on paper are toughest most of the time, Scrappers have highest burst damage most of the time when starting a fight and Brutes kick [censored] over time but can't count on the luck factor that are Crits.
Oh and i enjoy playing all of these 3 ATs. To me they are all perfect just as they are.

Was on my fire/psi dom last night in an AE mission and got mapservered.
When I tried to log back in onto the character I go the following error:
Character Blazara Aura is still logging out. Please wait a bit and try again later.
This was at around 10:30PM Eastern time.
Tried again at 11:12 PM and still the same message.
Again at 1AM and still the same.
Again today at 4:30 AM and still the same.
Sent a PM to one of the moderators asking for help.
So my question is would the maintenance they do today (which from the NCSoft section says includes a server restart) fix this issue usually?
Or am I screwed?

Off topic, theres not too much that I worry about in game or IRL...if theres no bullets flying or vehicles blowing up around me, its a great day. I definitely dont worry about ppl that deliver online threats or rage out. Like any other form of online anonymity, you realize that they are idiots that probably would never even raise their voices in public, let alone toss out death theats (real killers/gangsters don't spend time playing video games all day).
Back on topic, I never understood the charm of TP+droning or for that matter, tapping on a tank to frighten fish. My mind just doesn't grasp the concept of irritating ppl just for the sake of irritating ppl. I know it's cliche...but to each their own.

One of the questions you asked above for example:
At what level do enhancements stop working? Or what level range must you be within for enhancements to be effective/not turn red?
That right there is a problem question. Why? Because with IOs the question is irrelevant.
Same with questions about specific powers. What if you choose to never take that a specific power?
That right there tells you that most of those questions are VERY subjective. There is no one right way to play the game. -

The fake story I posted up in the Issue 15 discussion forum "Dr. Aeon Arrested! Architect Entertainment Closed!" (which I now realize should have been posted elsewhere) was an attempt at a way the devs could throw a curve ball into the MA system once in a while.
This could be activated now and then, not to slow Power Leveling down (since you can already PL anywhere) but to make the MA system "feel" more like the classic style of heading to a hide-out to take down a goody goody or filthy mc nasty.
Please keep in mind that I propose this as an "event" that happens maybe every two to three months like the rikti invasion weekend we have running today. Also, I apologize if I repeat myself too much below. I have that attention... thing.
If AE was "temporarily" shut down pending the outcome of some investigation, little VR houses would certainly spring up (think Prohibition and secret drinking clubs) as a way for Supers to feed their holo-addiction.
So, what if an anonymous person (Countess Crey) took steps to set up one VR location accessible ONLY by using a circuit board style token or "key" which was ONLY made available via the consignment shops/black market at a cost of 1 Inf? These tokens (an endless supply) would stay on the market for forty-five minutes before being pulled. This should provide enough time for someone not in a Task/Strike Force to grab one off the market. I suppose a message could pop up similar to Rikti invasion messages for when Countess Crey submits a new batch of tokens).
After purchase, the token would exist until a new batch appeared on the market. At such time, the existing token would then disappear (explode, crumble, evaorate, melt... you get the point). At such time, you could get a new one!
The token would unlock a VR house beacon somewhere in the zone in which the token was purchased. Once you get into a VR house, you (and anyone else on a team having one player holding a token) could use that location for selecting arcs to play. However, once Countess Crey submits a replacement batch of tokens to the market, the current VR house would shut down and no new missions could be obtained from that location. If you logged out inside a mission from that house and logged in after the house has moved, your mission will have been removed from your cue.
The tokens would remain on the market for 45 minutes before being pulled, and this event would reoccur randomly every one to two hours. All tokens bought from the same event in a particular zone will lead everyone (holding a token or teamed with a player having one) to the same building in that zone. There will only ever be one VR house at a time per event per zone. Therefore, it would be a good idea for players to be in various zones so that someone can unlock the door to the VR house in those zones.
The catch is that the missions offered by these VR houses would be restricted to the level ranges of zones in which they exist. Moreover, your combat level would be automatically set to the team leader's level, which would in turn be affected by restricted by the zone's level range.
So, you could be a true combat level 5 player at a VR house in Peregrine Island or Grandville raised up to 50 yet you'd only have the powers available at level 5. Or you could be a true combat level 50 player in Kings Row or Port Oakes only having access to the powers you'd have if you were level 5 to level 9 as an example... like a preset task/strike force level range.
In a nutshell, I think this would bring more players to the Consignmenet shop/Black Market truck if for nothing other than buying a VR house token/key. This would add a twist to the MA system, and also encourage players to get to know all the zones because a VR house would spawn in random sections within a zone. If you wanted to hang out and beat up the locals in the area while you're there, various villains and do-gooders are always standing by; ready to serve you.
Again, I don't propose this to be a replacement for the current MA system. I see it as an "event" that happens once in a while like Zombie/Rikti invasions. Originally I thought it would be cool if it was triggered by completing some new Crey TF/SF, but I think it would disrupt people's using the AE building too much and would be an annoyance. I'd rather see this happen for a day or two every two months or so... just to stir things up a bit.
It's just an idea. I'm not asking to replace anything... just change it up temporarily every so often as kind of a lore driven... thingy. Please don't all go "David After Dentist" on me at once!

The problem is the whether the tech to allow AE mission entrances to be sprinkled throughout the zones exists. From the developer diary articles (if I'm remembering correctly) I don't think it does. I think it was one of the problems that they ended up having all MA missions spawn in one location in each zone--hence the AE building. -

It seems clear to me, so lets walk through this.
A color "theme" means setting the colors/anims of all your powers to the same thing with only a couple clicks, instead of selecting them individually power by power. Sort of like the Costume Sets we have in the costume creator already, where you can set your entire costume with only a couple clicks.

The folks complaining about this feature sound like babies with bibs.
I can't see any drawbacks to this feature.
if anything there'll be less reason for farmers to invite lowbies and can just go about their business without bothering anyone else.

Perhaps. They haven't announced new content yet but if there is any high level content, that combined with the mission difficulty slider would mean the rate of purples being produced will rise and we'll see purple prices fall somewhat.

Honestly, I think this was conceived for a few reasons...
1) It gets the farmers out of the AE building and the farm spam out of broadcast.
2) Good farmers no longer need to fill a full team to farm. Thus lowbies looking to get PLed will get left behind. Personally, I won't be inviting anyone to join me. So that's 7 people that are not getting leveled each time I start a farm.
3) Market control - I think the Devs look at the market in terms of purples, see the lack of supply and the rising prices and have put in place a feature that will help stabilize the inflation.

Every one of those points are valid. Alot of peeps had the misconception of "nerf this" and "nerf that" to get the farmers out of AE. that was the wrong attack on the right problem. the absolutely best possible solution to "get the farmers out" is to distract them away with a new shiney, not to "nerf it all to an ineffective oblivion"

Animations, not models or particle effects. Illusion needs alot of work to become a viable dominator primary. They'd have a [censored] of a time in the mid teens without enough control to lock anything down, and without enough attacks to build dom fast enough.
