How? You do not have access to any of the Incarnate System as a premium player, including the Alpha Slot. That means you fail to meet the minimum requirements for both Apex and Tin Mage (Alpha Slot unlocked).

Apparently the developers do consider the Alpha Slot to be in the Incarnate System:

You are mistaken. In no way, shape, or form will premium players have access to the Incarnate System.

A crowd that has just watched a rather humdrum Ustream experiences far less life-affirmation than a crowd that believes it has just missed the most dramatic event in gaming history.
I'm actually a bit shocked that I only had to replace 3 words in that quote.

Will players that maintain a VIP account be able to purchase items that they have acces through being VIP but would loose if they go premimum? So lets say as a VIP I have access to all power sets and AT's, but if I drop to premimum I would loose some of these; will I be able to purchase access to these while still maintaining the VIP or would I have to let the account slip into premimum before I can buy them?
I ask because I also play another MMO that has the VIP/Premimum/Free2Play model, but VIP accounts cannot buy content granted by the VIP status, they have to let the account slip to premimum first. -

The things that level 9 VIP players get is on a totally other scale. It is not similar to the 'old' veteran rewards.
So far all we've seen of the Tier 9 VIP rewards are "nifty costume pieces" (Celestial Set I, Celestial Set II, Celestial Set III). I fail to see the difference between the Celestial Set and any other costume reward other than the "ooh shiny" effect. There are 4 path auras in the Paragon Rewards table (replacing/expanding other vet rewards): One in Tier 6, one in Tier 7, two in Tier 8. The GR enhancements are being added to Tier 7 as well.
The other tier 9 choices (Signature Summon, Windfall, XP Boosters, Unslotters, and Enhancement Boosters) are available to anyone that has unlocked Tier 9, or from the Paragon Market. Even those Tier 9 claims are only 1 per reward token. Personally I'll probably not spend the reward tokens on the consumables often though.

Shortly after Issue 19 went live (November 30th, 2010), Keyes trials were being tested... again with only the first two tiers of the Alpha Slot. Keyes is very close to what was being tested prior to Issue 20 release. Some of the animations and effects needed to be changed to make them more visible (something that I think still needs improvement on).
It wasn't until mid-January 2011 that pre-beta got tiers 3 & 4 of the Alpha slot, and the other Incarnate Slots. Incarnate trials need a LOT of testing due to special mechanics. -

If the badge requirements for a couple of the Underground Trial badges haven't changed since Issue 20 pre-beta, you aren't getting your wish. I don't know though as I'm not in this beta.
