I think being able to Nuke every other mob post-33 (counting slots) gives Blasters the edge in team damage output by quite a margin.......
I think its WAI at the moment to be honest.
The Risk Vs Reward thing can be looked at from many different viewpoints. You seem to be looking from the "Xp is the reward" where i think the Devs look at "Effectiveness" as the reward.
Hence for a Blaster AT, melee Range Blaps are more risky than ranged damage, hence deal more damage. So your "reward" for taking the "risk" is doing more damage.
Scrappers have LESS risk in melee because of their shields, so have reduced damage compared to Blasters.
IMO i think your two points are already in fine working order -

I rolled a Claws/DA last night too funnily enough, so to avoid starting another thread to ask a few questions i'll step into this one if you don't mind
I hear you saying go for Acro for the KB protection, and yeah thats fine, especially with PBAoE's etc.
But is it generally better thought of to go for Combat Jumping to stack with Cloak of Darkness defense wise, or could i go Jump Kick, to replace Brawl as a chain filler (although the animation is quite long, the KU effect is nice).
Or alternatively, I could go Hover for the KB resist, TP for travel. I've used this system on my Blaster before, and although effective, im worried that it wouldn't work for a Scrapper with only one Ranged attack until 32 (even though TP would fit in with the Concept/DA a lot better).
Does Cloak of Darkness just have the same defense bonus as say Stealth? Or is it higher?
If i don't take Cloak of Fear, and slot heavily for EndRed, is it possible to run Stamina-less?
I'd much rather have Stimulant/Aid Self/*other* than the fitness pool tbh.
I've run 3-4 toons past 30s without Stamina, but i think DA could be the set to break my tradition
Oh and is the General Consensus that Follow Up is slotted correctly here (heavily damage) or, slot for Recharge for the stack-able double damage buff?

Total Peak Defense of - 57.41%
Seemed to have no problems with slotting, even slotting all Passives and Defense earners with endred. Had slots to spare at the end.
Could be altered due to preference to have 52.16% Defense and a self heal, by dropping Stealth and Invis for Stimulant and Aid Self.
Still a marked improvement on Ice's base 21.4% defense (or 36.4% with PB) and use of other Ice Epic powers....

Well its DPS so recharge etc wouldve been taken into account.
IIRC a SS Tankers highest ST DPS attack is Jab. -
Surely a Dominator with */Nrg could build an SR-esque Dominator with upwards of 60% Defense for long periods of time.
Power Boost would double Defense, hence any Defense based EPIC shield, coupled with maybe Weave and Combat jumpin could give some nice numbers. I did some maths for Blasters before. I think the only difference is that Dominators Power Boost has a longer recharge doesnt it?
So a 60% Defense toon with holds, blaps and Domination any1? Sounds pretty strong to me. -

The Fire one might do more damage or some such.
Powers may do the same thing and have the same animation, but theyr mainly different.
Bonesmasher = Havoc Punch, but one is disorient, another is sleep, etc etc. -

That's the only time you WOULD notice.
When you next do a respec, the first bit will be the same (pick your powers in order they become available) but then when it comes to the slotting, you can slot ALL your inherent form powers from level 1
Thats why in that link i provided, the screenshot showed a person who was level 20 or so, and had about 15 slots added to his Dwarf powers.
IIRC you can't slot the ACTUAL power (ie for Endmod, DmgRes etc), only the inherents.
I think its a gr8 change personally and made a noticeable difference to my build. -

And i find i can survive just fine in Nova, bit of kiting, lovely KB, then SC once im done.With mires, it only takes bowt 3 shots to clear an entire mob of 16 anyway. Or a well placed Unchain

It used to be quite tight, but since I7 and the change to form slotting, it's relatively easy to slot a WS in a variety of ways. -
Cryo Freeze Ray is a mag 3 hold, fast animation (it has draw time, but the hold activates early), fast recharge and added accuracy.
Body Armour is lower Resistance compared to the other EPIC armours, but is a passive. Hence it costs no endurance, and also doesnt come off if you get mez'd.
Sleep Grenade is a Ranged AoE sleep. Quite powerful but you'll need your team to understand what's going on. I dont see your Blaster in your sig, so dont know what sets you are. Consider it if you're Energy or Ice. PRetty much forget it if you're AR or Fire.
LRM is a very nice power. Its a mini nuke with Snipe range. With Aim + Buildup it'll take down every minion in a +1 spawn and leave leuts left with just a tickle.
