That would make HS's defense even more effective.
For example, going from 0% def to 10% def would allow you to survive 25% more damage. Going from 10% def to 20% def would allow you to survive 33% more damage than with 10% (or 66.67% more than having no defense at all). (Unslotted HS is 9.75%, or roughly 10%.)
Another example, going from 0% def to 15% def would allow you to survive ~42.857% more damage. Going from 15% def to 30% def would allow you to take 75% more damage than with 15% (or 150% more than with 0%). (Slotted, HS gives 15.21% def, or roughly 15%.)
Note: HS gives far less def vs s/l, the above is to the exotics (f/c/e/ne).
As your defense base increases, each additional point of def starts having a larger and larger impact on your survivability.
I'm not saying you have to change your build or anything, mind you. If you're having fun and it works for you, then you're fine. I'm just explaining why HS isn't worthless - especially for min/maxed builds. So I hope you don't take this as me attacking you or your build, it's not my intent.

No worries, I understand Def (somewhat) and my build has a decent degree of Def-styled mitigation, so I'm covered fairly well...

w/o factoring in the +Per, the Def bonus that HS offered was too small, IMO, to be effective in this particular build and was easily replaceable by purple shields, DA and Steadfast's +Def Unique.
And WP lends itself to better Resistance building the Defense building, also, IMO. -

rad is trash against a competent opponent. basically any other corr will kill a /rad corr... including a kin.

In order for a /kin to get the better numbers, he must still hit the target and it takes more time for him to build up to that point. Also; no mez resistance can complicate a smooth transition in that buildup.
As far as the /rad getting tooled; depends on the players I suppose. -
I would take advantage of being able to slot both Unique sets while you're still able (and assuming that they stack). The total slot cost is minor and you don't have to sacrifice your Enforcer's slots to do it.
+10% Def and +20% Resis is just to good to pass up; can you still slot your Enforcers for Def, sure... go right ahead.
The other thing to consider would by your choice of secondary. -
Personal preference: Having both with a lean towards more resistance (when resistance is easier to build); more defense (when defense is easier to build)
My SS/WP is a resistance/regen/HP build: It just takes less effort and sacrifice to build her this way... and it works.
Does this mean that she has no defense? No. She does get a little from CJ, IW and RttC. She also takes the GW Patron Pool and gets DO, Gloom and Darkest Night (which offers both).
Pumped up, she's looking at about 79% 'resis' from S/L; 62% from Psi and about 40% from everything else; before debuffs. Against ranged mobs, she gets about 28% 'def' (with DN; 34% +DO and about 40% against her designated single target when using gloom); again, before debuffs.
When things get hairy; Demonic Aura and/or a few purple shields cover the gaps.
Would I build my Dark/SR the same way? No. -
More of a perceptive change on Health and Stamina in general; people who are said to be in good health are being viewed as having more vitality... just as people who are viewed as having great conditioning are said to have more endurance (as opposed to just healing or recouperating more quickly).

How would you feel about having a bit shaved off of Health's +regen and/or Stamina's +recovery in exchange for having a +max health/+max endurance, respectively, added to these powers?
What would you consider a reasonable percentage exchange?

Slotting for +regen on a /Willpower brute is the worst you can do (actually slotting for it on a /Regen scrapper is the worst, but still). The +regen will not be noticable and will barely increase your survivability at all.

I'll also have to disagree on this... in the chance that your END bottoms out (from spamming, crashing, sappers, etc) the big, bad RttC bonus drops like a rock as it does when fight single targets (as opposed to mobs).
Having a non-endurance/status reliant backup plan doesn't hurt and it can be done without sacrificing much in the way of damage. -

I went this route as well (on a 50 SS/WP)
Darkest Night, Gloom, Dark Obliteration and RttC all provide to hit debuffs at about 32% vs single target (a little less against mobs).
My build is more resistance oriented w/MoB, SoW, High Pain Tolerance and Darkest Night for about a 79% resist to S/L, 60%+ for Psi and about 40% for everything else.
I also made sure I picked up Demonic Aura... at that point; most everything gets absorbed for a short while.
At minimal RttC bonus (+Health and Fast Healing); +775% Regen is possible utilizing 4double slottings of Pounding Slugfest and 4 double slottings of Numina and a double slot of Devastation on Gloom.
Max HP is almost at 145%; expanding Numina into 3 slottings; 2 slotting Efficiency Adapter and 3 slotting LotG in any Def powers that I do have
[Why +recharge? To spam your primary and patron attacks, Rage and Fury. I went the Force Feedback route in this and with the way I have them slotted I am at top speed about 50% of the time... I also grabbed Force of Nature to try and ensure that my DPS overrides EB/AV regen rates (and it gives a nice +Recovery to cover the uppage in END use due to speed increases) -

The post wasnt really for Mercs but for Thugs. As far as I am concerned for Mercs its a no brainers since they really arent losing anything , If you slot Achilles and ToLG in both soldiers and spec-ops you still have enough slots left over to get a 90% + to hit / damage.
In Thugs , you do not have enough slots on your enforcer to get 90%+ to hit /damage + Achilles + ToLG and 2x IO slotted+Def to get Maneuvers from 7.50% to 10.65%. It might not seem like much but in later levels I find the difference between 15% def and 21.30% defense is very noticeable.

You may be able to get around this somewhat by slotting one or more of your other pets with the Pet (regular and intensive(GW)) Uniques. -

You do end up with 12 opportunities to activate the proc between the two Enforcers after upgrades (if I'm not mistaken) -

Being able to search by Level under the Search Options tab (like you can for Rating, Length, Morality and Locale) would be a nice addition to the UI.

You could get by using Necro as a primary; it's three attacks have debuff components that can add to your defense; one of which is a self-heal.
This can work with /Dark, which also has two major ToHit debuff powers; Fearsome Stare, which will allow you to pick apart many (immobilized and not attacking) minion mobs one at a time (or focus on a boss while the rest of the mob does nothing) and Darkest Night; adding to your Fear's ToHit Debuff (around -32% moderately slotted). It also has a nice group heal with additional tohit debuff and -regen. Howling Twilight is a good rounder to your petless arsenal.
[Some will pick hairs on whether the use of your secondary's pet invalidates your build from being petless.]
If it does not, then Dark Servant provides a fair complement your your healing and debuffs.
If so, then /Traps is voided as a secondary choice; even though it does have great tools: Acid Mortar for Def and Res debuff of close-knit mobs; Seeker Drones and FFG for a defensive bump.
/Storms is another great secondary with powers like Snow Storm, Steamy Mist and Hurricane for mitigation and Freezing Rain for Damage buffing. -
Personally, I tend to go 2 recharges and 2 damage; depending on the primary

Try 95278 - Gathering the Four Winds; it is the toned down version but is getting ramped up as my SS/WP Brute gets better at it.

Why not use the standard character creator as an additional option to (or in place of) the current critter creator.
The critters powers (after powerset selection) would be chosen as if it were a level 50 respec without the slotting and enhancement placing phases.
This would force a custom critter to follow the same powers-to-level restrictions that players do.
There would be a power level cap for each critter rank: Minion, Lt and Boss; which can be altered by the current Standard, Hard, Extreme buttons... maybe 10, 26 and 50 respectively?
The difficulty setting would also modify base effects of the powers.
Ultimately, this would allow players a bit more flexibility and control when creating their critters. -

Fairchild is a character in the Image title, 'Gen13'. -
The 'Golden Age' announcement got me thinking about mini games in general.
Online CCGs did have quite a following at one time (not sure if they still do); placing one as a mini-game available at the Arena (or other means) could provide a nice distraction from grinding and could attract those who are into that kind of gaming.
Cards could be earned in the normal course of play (badging), doing gladiator matches in the arena, crafting, etc.
Being that there would be no major graphics/system requirement to run one of these (unless you're crossing it over with the standard gladiator matches); it should be an easy implement.
Just have to be sure that there are tons or cards available, good art and a good core system of play. -
While we're at it... how about unlocking 'pilgrimage'; being that 'pilgrim' is not allowed.
