Filling out the proliferation gaps in the APPs is definitely something the power guys want to do... it's finding time to do it that's the problem. This issue is especially labor intensive for the powers team.

Yes, I know it's a necro thread, but...
It's no longer a secret that Dark Miasma is one of the most powerful sets in the game. So, no one should be shocked that a Dark Defender can solo this mission with their eyes closed. -
I remember when being in gangs used to be cool.

My usual setup: On just about every toon, I get Hover and SuperSpeed. Hover gets a LotG+Recharge or whatever Defensive Procs to mule. SuperSpeed gets an IO+Stealth.
Then I augment them with Steam Jump and the Jump Pack (each sold separately).
This allows me to:
- Speed stealth any mission that's stealthable.
- Hover (with very little End cost, unlike Fly)
- Fly at Flyspeed cap (using the two jump packs to augment Hover's flyspeed -- each alone will do that, and alternating them makes it near perma)
- SuperJump at jump speed caps (using the the two jump packs to augment JumpSpeed)
- SuperSpeed (as a travel power, and if you want to use it during battle, you'll need to put some EndRedux in it or boost Endurance other ways with IOs).
The cost of the two permanent 'temp' powers to make taking just two travel powers and augmenting them to such utilitarian goodness is well worth it. You now have virtual Fly, Hover, SuperSpeed, SuperJump, and Invisibility with just two power choices. -

But the fantasticness of Dark's heal is balanced on its need to hit a foe and for teammates to be nearby. On my D3, I can hardly ever heal a Blaster in need because they keep running around so much they always run out of my AoE heal. I can't be the H34|3R for the Tanker up against Recluse on the MsLTF because I can't 'hit' Recluse to get a heal off. And there have been times I desperately needed Twilight Grasp's heal... and it failed to hit.
But when it does hit, Dark Heal is one of the best in the game for hitting oneself and a wide area of allies with huge numbers. For many high-end encounters, Dark can provide 'the healing bubble' all by its lonesome (and those who miss out can get hit with the best Rez in the game ).
Dark Miasma was already nerfed once when Fluffy was limited to one out at a time and it's Hold was reduced mag and duration nominally so as not to step on Controller's territory even though Dark Hold doesn't do damage like Controller's holds do. -
I'm still waiting here in Pocket D 7 for the past 4 days. What am I supposed to do? I'd really like to get some sleep or some food now.

The -DAM is equivalent to buffing oneself with extra Resistance.The pattern I've noticed here is that the more inclined a support set is to healing and/or buffing (newer sets like Time and Nature notwithstanding) the less powers it gets to use solo. That seems a little unfair considering that debuff-heavy support sets have most-if-not-all of their powers available for solo play.
Not letting buffers buff themselves would be equivalent to having the powers of a debuffer effective only for one's teammates but not for oneself. -

Or it may be under the PlayNC subdirectory. You can just search your hard drive for the name of the file, too.
You can copy it from computer to computer. You can edit it, too, to merge files. I recommend using Notepad++, a free Notepad-like text editor that handles database files better than Notepad.
