The idea is good but it's pretty rough around the edges. You should probably review it for typos since there were some in various places. I apologize for not being able to compile a full list.
Unless we (hopefully) get the winter maps soon, you might not want to use Croatoa for both of your first two missions. Outdoor maps are good in theory but spawn points can be problematic and things can seem a bit repetitive. Also, due tothe map and number of elves, you might want to change them from escorts to captives.
You shouldn't officially use the Grinch in the third mission due to copyright reasons. There's a number of ways you could tweak the name and appearance to make the homage obvious without a direct rip. Blue caves are controversial. I'm the odd man out since I think that it was the most icy/wintry thing about your arc and you should keep a blue cave. However, the specific cave you chose is apparently a very disliked map so I would suggest picking a different one--specifically one that is much smaller since your arc seems exceptionally long as a whole. While we did pause for discussion, it took over two hours to complete. Plus, make sure that the objective only requires beating the boss rather than the whole group due to the map structure.
Mission 4 seemed a little unneeded. The rest of the missions seem to have a clear progression in stopping Krumpus: Rescue elves, free reindeer, recover presents, and save Santa. Humbug seemed like he was just "some guy". It feels like you could either eliminte the mission altogether or merge it with mission 3 so that the greedy Humbug is the one who stole the presents and that the ghosts of Christmas tried to get there ahead of you to make him change his ways.
While Krumpus's dialog was in reference to the song you had going in the popups, it didn't seem clear. Plus, it seemed out of character. You'd assume an evil Christmas hating guy would be talking about "How dare you foil my plans" or even singing an evil version of the song instead of just going "Ding".
Plus, a little more dialog overall will help. The elves that thanked you in the first mission added more life to it. Adding a few option objective like enemies who are gloating will be nice. Plus, you actually might need to add a few new mobs to your enemy group. The Snow Beast's debuffs could stack pretty fast if you aggroed them. The ability to recolor standard enemies will help with this. However, it would be best to level lock the arc so you can concentrate on a set group of enemies. -
I think there needs to be something between Cosmic Defender and Crime Fighter. I say this due to the X-Men since you need a group who's goals seem firmly halfway between the two extremes yet can easily step up or down to accomodate various threats.

Also, rotate in a few new Newspaper missions where the player gets to fight heroes for the listed victim/item as opposed to other villains. Legacy Chain, Wyvern, and the Paragon City Heroes are all woefully underused. Add in a "page turn" option to the Newspaper so you can rotate out the selection of available missions.
Also, badges should be more than just an obsession. Make it so that if you get a badge for kidnapping X number or victims, you unlock a contact with a short arc that allows you to go on some form of grand kidnapping spree. -
Free server transfers sound like the perfect way to join the MA team...

Same. Might try to trick...erm, convince people to join the MA team but not moving any of my Victory toons. That said, I do have one stranded on Virtue that I might move to Triumph since their sole purpose of creation was seeing how a couple powers on Forcefield work.

While a few more explicit missions of both ruthless evil and merc/antihero acts are needed, I think subtlety helps. For instance, St Martial has at least two confirmed escort services which fits in with the casino theme of the island but isn't overdone to the point of being trashy. -
I think it just depends on the villain. You can psycho mass murderers like Carnage, businessmen like Lex Luthor, or even honorable thieves like Carmen Sandiego. The trick is finding the right way to offer content for all types of villainy.

It's interesting that you're getting so many. I purposely tried to set up a banner event on Victory last month and no matter how many people turned in salvage, it would not trigger. I wonder if population and possibly some other things are affecting it.

Despite being a rather biased Stalker fan, the problem with interrupts in AS is that while a snipe needs to maintain line of sight at both the beginning and the end, AS only requires a line of sight and to-hit check at the beginning. On the flipside, this would be frightenly useful in PvP.

I'll add another wrinkle to the concept: Implement Halloween door spawn code so that you have to click either a door or one of the patrol route telephones to start it. Intriguingly, this sounds like a concept that would work as a zone event that would be okay in lowbie zones as long as you downgrade the EBs if there's an actual lowbie as the team leader.
Personally, I like the Steel Canyon fires. My only problems are people (not enough come help) and the lack of unlockable fire fighter costume pieces. -
Also, from reading about Hami-Os I'm of the understanding that a multitype enhancement can be slotted if it can't normally use all of its parts and it'll simply ignore the interrupt/hold or other incompatible effect.
I'll gladly stand behind this concept since it would help both Assassin Strike and snipe IOs. -
It sounds good. However, I'd advocate adding AE functionality to the current Mission Computer as opposed to making it buyable separate. Possibly even make it connected to the current AE accolade which sadly does not work inside bases.

Should they step into the zone for the pve item? Yes, they can if they want to. Do they have to fight you, no they don't. Nor do they have to stand and fight.
I've noticed that PvEers have a habit of coming off as...hostile...any time someone makes a well meaning question or comment about PvP. Seems like a self fulfilling prophecy of sorts. Moderately good natured players have a bad experience so they avoid PvP. Fewer "nice" people are playing in zones so it cyclicly gets worse. Then again, I've had very few bad experiences in zones so I don't know if it's a server proplem or not.
Something else that bugs me is that while I'm looking at it from an outsider/secondhand perspective, it seems like "PvP" is GM shorthand for "I don't have to do my job". I don't like that thought process since I've encountered helpful GMs but if someone follows you out of the PvP zone and continually harasses you then that IS offensible griefing and some sort of measure of reprimand is required. -

I really like the mission revamp overall and feel it is something I'd gladly run on several characters rather than just my first character and those I specifically want to give a cape. -
Is this just Hamidon itself or can any of the mitos do this? Trying to think of a good way to test since I can easily set things up in the Mission Architect and may amend the suggestion due to this. Also, it seems like the Northern Lights from the test of the Winter Event may also have this ability though I have no way to test them in a controlled setting.

The glow is now a semi transparent effect. However, the visual effect will fail if the shifted mob is immune to the immobilize effect. This doubly compounds the second problem since the enemy will be attacking and moving around despite not being able to hurt you.
