Just an FYI. Purple sets and PvP sets exemplar all the way down to level 10, even if they are level 50 IOs.

Which, really, how is Resilient ever better than cardiac? At least with cardiac you get a HUGE amount of end reduction. Resilient, all it gives is res. No other Alpha only gives you one good bonus, but a primary draw, and a secondary (dam, end mod | Acc, defense | Recharge, heal | Hold, range | Heal, end red)

Resilient gives me 4.5% more resistance over all, which is nice (almost S/L cap). But that is all it gives. To Hit and Immob, whoo friggin hoo.

I always slot level 30 IOs. I exemplar a lot. My survive-ability will have no drop until after level 30, (Maneuvers and CJ give me that little extra defense). Thus level 30 IOs. Just because I do not have access to, say Tactics, I will still get the IO bonuses. So your point about tactics is moot. I grabbed tactics for the defense from Gaussian's, as well as the +to hit for I-Trials as well as the fear and confuse resistance. Losing cardiac will drop my resist about 10% and I will need to eat blues and use Power Sink more often, not much of a drop imo. Every power pick was chosen intentionally and at the right level for exemplaring.
The only reason Energize has 50s is because I care too much for those 10-15% lost from using 30s, and 5% recharge isn't going to be really needed at lower levels. The LotG def and def/end got me .5% more defense than the 30s. Doesn't really matter but I like the even 45% for ranged defense. I also felt that little +HP and +regen wouldn't matter when exing.
I would rather drop some AoE defense than Ranged Defense.
If I slot Kin Combats they are Typed defense, Touch of Death is positional. Would take 8 slots to get the same positional defense as 6 Touch of Death. Not sure if you realize what you are saying.
I will think about using Spiritual. That should not drop my survive ability too much.

Spiritual doesn't cut it, just drops a few seconds off, but not enough to justify losing almost 10% resistance. -

Temporal Selection is a targeted buff, ergo, cannot hit yourself with it.

OK. Well, we have two power sets Secondary and Primary.
Primary set -> Support.
Placing Time Crawl on Enemies will debuff them even more when you use your other Time Manip powers. It is not imperative, but a good power.
I personally don't like Time's Juncture cause it drops when mezzed.
Temporal Selection is just like Time Crawl except for the team.
Time Stop is a good source of -Regen.
Secondary -> Assault
Electron Haze is not that great, and the knockback is dumb :/
Cosmic Burst is great! Don't not get this power.
Your nuke and snipe are ultra skippable
Pool Powers
Leadership is always a good thing.
You will want powers recharging fast, so Hasten is helpful.
Power Boost + Farsight = WIN!
Also don't wait till 49 to pick Chrono Shift, its a great buff. -
I have an Electric Armor/Martial Arts Tanker. I currently have a build that gives me 85% Smashing/Lethal Resistance, 90% Energy Resistance, 47.5% Melee Defense, 45% Ranged Defense, and 46.6% AoE defense. Hasten is 19 seconds from perma and Energize is 6 seconds from perma. 57.5% Global Recharge.
I want to first, see if anyone can match these numbers, and next if anyone can get Hasten and Energize perma. (Also would be cool to have Aid Self in the build too). Also I am using Soul Mastery's Darkest Night for even more mitigation.
I don't want to post the build I have quite yet. Wanna get yall's creative juices flowing. -

You are going to have to slot differently. Also, confuse will lower xp and inf gain. If you ONLY care about tickets, I guess its ok.
If I was going to do an Ice Kin Troller on the cheap, I think I would do this. (If i had some disposable merits or something, I would replace the two Smashing Haymaker sets with Kin combats, and only 3 slot Frostbite with EO, and pop some procs in it.

Just about every incarnate mob has forms of -Defense. Sooooo yeah.
The Gausian Set really isn't helping you too much, you could switch out those slots to put in Transference for Efficacy Addaptersx6. Other than that, looks ok. Not sure your goal will work out though. (why are you useing 3 BotZ in Speed boost?) -
Here is a relatively cheap build. Start by setting low bids for the Numina sets except for the proc. Looks like they are ranging around 5-15 mil, so bid 10 mil or so. Next, start doing TFs and Ouroboros Tasks to accumulate Merits. Start doing Tips and converting Merits into A-Merits. Then you can use those A-Merits to get your Procs Like the Luck of the Gambler and Numina Procs. Also, as you are doing I-Trials, you can use your Astral Merits to buy IOs. This will slow down your incarnating, but it will make you tougher over all, just use threads and reward table choices to Incarnate. I bet, if you drag this out for about a month, it should only cost you 500mil to 1 bil at most.

First. Use Mids
Next, Stealth is a No No on an escort. The ones that can see through stealth are combat NPCs and will fight every mob you run into. And the ones that won't fight, can't see through stealth. Lose-Lose
Teleport foe is not good. It just isn't. Perf Shifter proc will proc on the target. So don't do that. Glue Arrow just really is not that great. I would drop it or proc it. Flash Arrow is also just not that great but its better than an MM attack. Ice Arrow is the same way, it is cool, but is not really that great over all. Grab it if you want 4 basilisk gazes. EMP Arrow is a very good debuff, on the target and on you :/ I have never used it, however looking at it's numbers, its impossible to perma, so the -regen is kinda moot imo. I don't like that it stops your recovery to do it.
TA's Champs are Poison Gas Arrow, Acid Arrow, Disruption Arrow, and Oil Arrow. Slot em and love them.
As a build goal, I would focus on S/L soft cap (easy to attain, keeps you alive)-> then +recharge (keeps debuffs coming).
Also MM's thrive on Leadership. -
AH does not stack, but if it procs again when the first one is up, it refreshes. And yes, they stack.

I wish to turn it off, or be able to use the keyboard to activate powers. As it is, I still have to use my binds to switch the tray, so I have one tray on top that I use 1-4 for (nova only) and then a fourth tray on top that just mirrors what I do. Kinda dumb.

First off, this is not a good build. Several powers are unslotted, you have mix matched bonus flying all over the place, and you have no real congruence.
Secondly, while anything can farm, Ice Control does not do it well. I suggest going a different route.
Thirdly, farming is not really that fun for a long period of time. Most people enjoy it for a few bursts, but generally it is not fun. (Take it from me, occasionally I get into a farm frenzy and it is really fun for a few weeks, then I get burnt out.) Just Sayin'
What kind of budget are you looking for, and what are you farming. I see that you do stone custom enemies. I would suggest a custom enemy setting of Battle Maiden mobs. Just weed out the mace users since they like to stun.
Your goal is 45% Smashin/Lethal defense. Without Kin Combats, it will be tough. They are not that hard to get if you use A-Merits or Emp Merits.
Also, I notice your only AoE slotted for damage is fissure... that is going to make life slow pickin's. -
Another question. Is fly just for travel? or do you leave it on in missions?

What the above makes up for in great defense, it lacks in Knockback Protection. Knockback is seldom life-threatening, but it does annoy the crap out of me in those times when I find myself playing Tank for the team or, more commonly when trying to hold an AV's aggro. So if you are willing to lose a little defense (still softcapped to PVE for S/L, and at 43% for Melee) you can try this slightly modified build instead. It may be overkill on KB protection for most PVE content but in the iTrials I found myself getting knocked back more than was acceptable.
Anywho, without looking at any of the posted builds, let's see what I can come up with. How about this build.

I see you fell into the myth that purple IOs always make your toon stronger.
Are you fixed on having fly? I am pretty sure I can get you soft capped S/L, E/N, F/C defense and perma DP if you go with Super speed instead. -
I would suggest Cardiac.
When are you going to be forced to fight +4s? When you are on a team? Chances are there will be Tactics around. You are going to have a 75-90% to hit chance against +4s by the way.
I rarely feel I need accuracy when attacks are properly slotted except when fighting Cimerorians. I think its a little silly worrying about acc when you can chew a yellow every once in a while, if something is buffed. Between the two builds, you will have two separate issues. Mine, you might have acc problems, his you might have endurance problems.
