I don't have a specific question really, just hoping that ppl more experienced w/ the AT could offer some input about whether the build seems workable or if it appears to have issues.
OK. Well, we have two power sets 
Secondary and Primary.
Primary set -> Support.
Placing Time Crawl on Enemies will debuff them even more when you use your other Time Manip powers. It is not imperative, but a good power.
I personally don't like Time's Juncture cause it drops when mezzed.
Temporal Selection is just like Time Crawl except for the team.
Time Stop is a good source of -Regen.
Secondary -> Assault
Electron Haze is not that great, and the knockback is dumb :/
Cosmic Burst is great! Don't not get this power.
Your nuke and snipe are ultra skippable
Pool Powers
Leadership is always a good thing.
You will want powers recharging fast, so Hasten is helpful.
Power Boost + Farsight = WIN! 
Also don't wait till 49 to pick Chrono Shift, its a great buff.

Thanks for the info. Now i'm struggling to figure out how I would change things. After looking at Soul Mastery I find myself wanting all of it other than Soul Storm.
Can't tell how i'm gonna find a better place for Chrono Shift or how i'll squeeze in Cosmic Burst even if I dump Electron Haze.
Is Temporal Selection ally only or can it be used as a self buff?
I'm on the fence about Time's Juncture. Main reason I was planning to grab it was to help w/ the various Prae ambushes.

This is my level up build, current build on my level 36 Time/Rad. To survive the 50+ content, fitting in fighting or leadership would be a goal.
Time Juncture, Temporal Selection, Distortion Field, Farsight, Slowed Response, and Chronoshift are indispensable. I would say Hasten in as well. This is a build you want a lot of TIME (
) to get your big buffs up as soon as possible.
I believe hover is essential due to the contours, geometry, and inclines to keep in line of sight.
I took teleport for combat, to jump and get the debuffs going on the foes, not just slide in.

HelinCarnate:OMG it is so terrible. I have the option to take 3 more powers but no additional slots. Boo F'ing hoo.
Taking hover is an idea but I have some memories from a few years back of getting smacked down by Air Superiority by every other low lvl boss I encountered. Made it a bit worthless then. Idk, I debate if it would be worth it just to free up 2 more power picks.
Decided to try adding hover and cutting some pools. Not sure if i'm gonna go w/ this though.
