The new incarnate powers are really overwhelming to the old content. Alpha is pretty liveable, but interface,destiny, and judgement are all sledgehammers smashing the older stuff. I'd like to say scale them back but most of them don't look like they would scale well. If you kept the old system of adding slots and powers you keep a situation where higher levels are more effective and clearly more effective but their abilities are scaled not to completely trivialize the content.
There are difficulties with doing this. You have to create new powers for at the very least the epics, and most likely tier 10 and 11 powers in the existing power sets. This is undoubtedly a large amount of work. The question is, "Is it a good thing to preserve the individuality of the ATs and powersets ?". -

The problem with a general level bump is it'll take those clamoring for more levels a day or three at most to blow threw 10 levels that took the devs three months to create. And then we'll be back at square one.
Control the rate at which people can earn xp, use new xp for the new levels, put in a quest for each new level that needs to be completed.
Just about anything that would have kept the old exemplar and ability scaling system in place.
The new system managed to be the worst of all possible outcomes. It destroys what was the best content in the game. It so far has brought no new content of comparable quality. -

From a Trial Rewards point of view it makes a lot of sense. By making it so that a portion of the trial rewards (threads and components) are effectively useless once a person has all the stuff they want the devs provide a built in catch up mechanism for people who start running the trials later.
Eventually it will be possible to use Astral and Empyrean merits to buy "other things" at that point a player who doesn't have their incarnate slots filled will have the option of acquiring those things at the same rate as a player who has them filled without completely halting incarnate progression.
If you come late to the trials you have a very painful road to get caught up to them that is made even harder by everyone being focused on the latest and greatest. Adding more layers of incompatibility is just going to make it worse. -

The gist of what I had been attempting to post was this: I know precisely what you mean about the appeal of bringing a little bit of confident swagger to a TF. The earlier the better, but you want it to last to 50 as well obviously. Most of my 50s are scrappers and I delight in being able to either hang with the team and chew through spawns or sneak to the end and finish a troublesome boss room by myself as necessary. It becomes increasingly apparent to me, though, that it doesn't take a scrapper to be able to stealth objectives on TFs and trials.
Take my dark/sonic defender, for example. Permahasten and 35% ranged defense down to level 30. No mez protection at any level. Does that stop me from killing half of the shadow cysts, or finding the real security chief, or killing groups during the "find the scientists" phase of the TV trial by myself? It does not.
Surely that is an unfair example as it has huge debuffs and an expensive build. Well, I ran a Moonfire the other day with my pistol/energy blaster and it sort of looked to me like I was doing the same thing on that. Thanks to laziness while ioing, at 28 I've got a mere 15ish% ranged defense, but I make it a point to ideally carry 16 phenomenal lucks at any given time on my blasters. Between that and hail of bullets' defense boost, it went well enough for me. I used two phenoms and combined four, for a profit of two, died once thanks to my own silly behavior, and we finished in about 35 minutes. I had a couple speedy scrapper friends on the team and we simply split up whenever it was expedient to do so, without issue.
This is not to toot my own horn, as obviously a better player than I with a more solid build wouldn't have died at all, and sub-30 is very doable on Moonfire. My point is simply that having any kind of specific pronounced advantage, in this case aoe damage, means you can play on that in some way to achieve good results with soloing TF and trial objectives. Further, it is my view that the harder you have to "work" to get the same result in this game, the more fun you are likely to have been having. Can my blasters do everything that my scrappers can? Well, I'll just have to guess that they can't solo AVs because I've never tried, because it sounds painful without a bigger bag of tricks than blasters get. On the other hand, I don't care to solo AVs in the first place. After the first few I lost interest in the concept. So, in terms of game content that I actually want to do, blasters are just as good, though more challenging and thus more rewarding.
Bringing this feebly back around to the actual topic of the thread, this is why I don't think you need clarion on any 50(+x) blaster. The barnstorming playstyle continues to work at any level, in my experience.
Here is another way of looking at it
Clarion = 4 break frees every 2 minutes.
Barrier = 3/4 a luck every 2 minutes
Rebirth = Either extra hitpoints you cant use because you are already capped or something on the order of 20 hp/sec (this could be wrong I am not at home) point being only helps if you aren't going to get hit twice
Ageless = 22% bonus recharge and recovery no equivalent inspiration. -

Praytell what would raising the level cap do for the game that can't be achieved through adding more content for level 50s, or the incarnate system? What advantage is there to raising the level cap? I'll make it easy for you, it doesn't even have to be an advantage that warrants all the extra effort it would require, just one that makes it worth doing at all.
Well it would turn all the level 45-50 content into exemp down content that could still be reasonably scaled. -
Domination is fantastic as is. It would be great if it just filled your end bar or just gave you mez protection but it does both !!!! Holy Cow.
Edit: If you want something that could use a buff its the alignment power. The heroic version should do the exact same thing the villain version does. -
None of these with the exception of Clarion are that great unless you already have mitigation for them to build upon. But truth be told, core rebirth is just really poor.

I started on a really long winded response but while I was writing I realized it was way more complicated than it had to be.
Executive summary: Blasters can exploit opportunities, other ATs can make them happen.
Good example, I have a couple of very high end blaster builds that I have been taking through the moonfire tf this week. When exemped down for that they retained about 15% defense across the board and 170% recharge give or take. I had runs where I was able to rock and roll through them and others where it was a nightmare. The difference was how well the tank was doing. Whats more when I brought my really low end blasters in to get their notice the same held true. My skill in building or playing the toon did not make a difference.
When I took my scrappers or brutes through it was an entirely different story. How well I did seemed to be mostly determined by how well I felt I was playing my character and how well the character was built. It also didn't help that I could spend much less on the scrappers and get much better levels of general performance.

My guess is somewhere around the late 20s early 30s people start chucking their blasters because they just don't cut it. -
Archery is arguably the best AOE set and about middle of the pack on ST.
I liked it because it was possible to get reasonable performance from the combo with just SOs. It has the same problem that every blaster combination I can think of has, if you want to build in survivability it costs a mint and you don't get very much for what you spend
What exactly are you looking for in performance ?
Farming, its amongst the best and you can get performance with just SOs.
General content not using picked enemies. Needs a tank to hold aggro, or lots of inf spent on def and then will fail spectacularly.
AV soloing, you have drain psyche to up your effective damage but you have to spend like crazy to get that near permanent and then you need the av doing damage you can survive. -

Those don't age out.
The only people that will need to replace their enhances are people with SO only builds and that will cost them 20 million inf ? 30 million even if the devs triple the cost of the new level 60 sos. IOs can be left dropping at max level of 50 so that is a non issue. Hami Os are problematical, personally I think they should fix those and the enhances you get from the sewer trial and the eden trial so they don't age out. It would provide incentive for people to participate in those, instead of the giant idiotic disincentive the merit rewards for them are. -

There isn't a 1-10 pvp zone. There is the arena already and lets face it Zone pvp has been a complete failure. Unless the devs have made a promise of providing a zone there is hardly any reason to say we have to have it. -

Lacking mez protection goes from being basically an uncounterable disadvantage to being a huge opportunity cost -- which I guess is progress, but still. My Tanker is giggling like a madman at his consistent ~60 HP/sec, which is layered on top of crazy defenses and the strongest full-time mez protection in the game.
My melee are laughing as well. While my blasters are busy buying everything they can just to stay upright, my melee toons are buying damage enhancing abilities that leave the blasters in the dust. Destiny is about the only place where they have to buy survivability -
Get clarion, diamagnetic, spiritual t4 core, build for s/l defense you should be ok against everything but avs close in. Use rain of fire to apply the interface in 4 ticks everything in a spawn will be at -20 to hit
Or play a scrapper and pump up your damage to the point where it dwarfs a blasters -

Every other MMO is not City of Heroes. By design it is not. Raising the cap makes it a grind-fest to hit the next cap. Older content becomes obsolete and abandoned. In my personal experience folks can't wait to get to 50. Raise it to 60? It will be chewed through in a week--maybe a few days. It's an ***-load of work for something that will hardly matter in the long run. Their energy is best spent adding more worthwhile(and by this I mean fun) content.

Enhancements are transferable for the same reason a gun is transferable. It is not part of your character, and anyone can use a gun.
I look at the incarnate stuff kind of like training for something. If my friend learns martial arts and I sit around playing video games, I don't get to suddenly become a black belt when he decides he doesn't want to be a martial artist anymore. If I want to be a black belt, I need to earn it myself.

Just guessing here but the devs may have, just may have noticed that the community has become increasingly balkanized and one of the reasons they lose new players that stumble upon this game is that they can't make the hookup with a community in the game.
So don't expect the devs to help you out in using the tool that runs counter to their wishes. The other side of this coin is that the devs have done quite a bit to make certain that the fragmentation exists and not much to fix it. (The help me badges aren't a fix but are hilarious) -

I know my endurance is good for my play style, but i do run out and hover between 25-60% at all times during combat. My resistance is good when fighting yellows-oranges, but purples swat me down like a fly. I also have force of nature as well.

Clarion looks like your best bet, followed by Rebirth. Barrier is only going to be really significant for very short bursts. Ageless is 22.5 % recharge and some recovery if you need that you can get it from base buffs. Clarion gives you a permanent breakfree, Rebirth gives you a big self heal. -
