Triumph = Pantsless Server
We are a very close knit server. Doing TFs/SFs are done very often.
Best part of the server is we have many regulars, which makes for easy teaming after you get known. Because we are a smaller server, we tend to be a little more forgiving of noobs and try to train them more that some of the larger servers. -

I used to use my Grav/Kin controller to pvp before the Great PvP nerf.
Was kinda fun because you had the great damage of propel that would double if you had the guy immobilized or held. Plus, you had Siphon Speed and Transference. Siphon speed to slow the, and transference to detoggle and maim.
Once their mez protection was off, it was easy pick'ns. But that has all changed now =( -

And it reveals to us that Devs no longer hate villains! They hate Heroes now. -
I like it too.
One thing I would want to mention is to Godpants. A million Inf an hour? Really. I would have to say something like ten million an hour is more like it. More if you farm. -
Pet peeve: When you say soft-capped. You should really specify what you want. I hear many times "I can soft-capped my elec scrapper" "I soft capped my dark armor tank". Both of these events have happened to me, and when I probed more they only mean to soft cap S/L.
Soft Capped = 45% or greater of either typed or location defense.
So, when you ask if some one can Soft Cap and have perma PA. Then I must assume you want to have soft capped defense to typed or location defense and perma PA. -
Note: You will get an extra 3 ish % defense to all with hide suppressed, so AoE will be soft capped and everything else will be rather high.
Might help you make a decision for different slots. If I was going to make an Elec/SR stalker, this is how I would build one.

Well then, I guess we can all have dream builds. Sorry that your Soft-capped Perma PA troller is not possible.
I frankly would like a capped resistance to all DA tank with mag 24 KB prot and Dark Regen down to 5 seconds.

I looked at your build. MOST purples I see are better off slotting everything but the thing it's a purple for... Yeah.. Hard for me to generalize.
IE... Coercive Persuasion: Confuse does little to increase the confuse. Better to slot everything but the Confuse one. >.> Hope that makes sense.
Also, the Miracle Proc in Hibernation will ONLY work 90 seconds after clicking Hibernate. Completely useless.
Would be good to slot some end reds in your toggles. Superior Invis takes a lot of end. In battle, you will be running 2.64 end/sec, recovering 3.39 end/sec. That gives you about .75 end/sec to use to attack with.
In other words, you are going to have endurance problems.

Also, PA has a higher threat than a tank that is taunting. Soooooo, why have Soft capped defense when you don't get attacked anyhow.

My guess is it has something to do with killing pets when you exemplar.
It tries to summon the pet as a level 50, then realizes you are 30 and so it kills the pet. Just like if you summon a pet, then exemplar, it kills the pets.

It's a Smorgasbord build.
Great for PvE, fair in PvP. In PvE, I use phase as a last resort if Recon, DP, MoG and Shadow Dweller are still recharging.
Phase in PvP is like this.... Any time I see a situation where I will die fast, (several heroes on targeting me, out of clickies) I will hit it and run. You might still get hit by some oncoming fire, but it will help you achieve hidden faster, and you will be stealth capped once hide is in place, negating any fire at you. -
Thought all the alternate animations looked dumb except for SS's Foot Stomp. (Only if you have the veteran Boxing Gloves.

the LotG and Numina's are going to be your most expensive. Crushing Impact and Doctored Wounds are really cheap.
You could slot Focused Smite and then the Mako's Quad if you don't have the cash for the Touch of Death. -

Slotting Recon for Resist, 6 slotting Reslience, Stamina, Hasten. Slotting Stun on your best attack Eagle's Claw. Using the Presence Pool.
Those all make me feel that this build is a complete joke. But, reading your follow up post, seems you were just mislead or confused. So, I will ask you what I ask most people who post Hodge Podge builds. "What are you building towards?"
This something I would do. Regen benefits most from +Recharge. So I first tried to get as much +recharge, then I went for +Melee Def.

So, does Spirt Shark Jaws Crit? How about Soul Storm.

So, Shark Jaws and Soul storm does not Crit like other DoTs do when you use it from hide?
I'm just confused why some Patron Powers will crit from hide, while others don't.
I know on my DM/Nin Midnight Grasp's DoT is part of the Crit.
