I would suspect it's a bug because the attuned mechanic is supposed to mean that you can equip it at it's minimum level (which seems to be 15, given that's the earliest anyone can do the event) and as you level up it scales with you, so if you equip it at 23 it has the stats of a 23 IO, til you hit 24 and it goes to 24.
I mean the idea is that they're not -supposed- to have any kind of fixed level and work for you whatever level you're at. -

yeah, just buy 400 points (5$) and you'll be able to unlock Masterminds on your account for 250, and leave you 150 left to purchase whatever (mostly single items)

To be more exact:
You get a reward token for every 15$ you spend in the store, cumulatively. That is, you can buy 5$ in points (which is all you'll need for a Mastermind unlock, they're currently 250 pts. 5$ gets you 400). and then later you buy 10$ in points, you'll receive a reward token. It keeps track.
You also get a bonus token for the very first time you spend -any- amount of money in the store, so if you dropped 15$ you'd get 2 tokens this one time. -
So no coffee talk at all this week? Well darn. I guess they meant 'the week after next' when talking about the pool party being 'next week's discussion'

When you change from VIP to Premium the game locks all your open character slots and then lets you pick which ones to unlock based on the amount of global slots you've got. if you click your mastermind, it should let you unlock the slot the character is in. That leaves you 3 slots to choose to put on any server for making new characters.
The trick though is that since you're premium, you'll have to unlock the Mastermind AT too. Premiums players don't have automatic access to Controllers, Masterminds, or the epic classes without purchasing them.
So if you go to the shop interface, just do a search for 'Mastermind' and it should pop up. You're actually in luck because this week there is a HUGE discount on all the locked ATs. -

It's not a F2P option? What do you mean? Freebies can enter use TUNNEL and enter Night Ward. They just can't do any of the story arcs in it except the 4 task pool contacts

The game has a paragraph about Praetoria when you select it at character creation. That's all you get. I'm not saying that after you played through the content you wouldn't be able to figure out the character you should be playing. -

As to whether that's what happens or not, we won't know til I24.
But that was part of the reason for the TUNNEL system being put in place, the Resistance and the Carnival of Light were evacuating people from Imperial (with Nova Praetoria being deserted when the Seer Network went offline).
Honestly I would -love- a future zone revamp to involve a Praetorian refugee settlement, like a neighborhood in Independence Port or Peregrine Island or something, fill it with some Praetorian mobs. -
No, it's not a super -hero- world. It's a super villain world.
The big jello monster has wrecked and claimed most of the world in the name of returning the world back to its pre-man state.
The sole savior of the planet cut a deal with the creature that the rest of humanity could be spared if he could keep them in line and docile, thus creating his iron fisted police state with the help of several criminally insane supers that had the tech, the knowhow and the combat expertise to set up his little empire for 'the good of humankind'.
And player characters of any make, model, and creed are supers of any origin that are snagged and 'recruited' into the mandatory special police force.
Lots of space there for creative concepts, none of which have to be specifically catered -to- praetoria. -

Out of the major players though, yeah, you kind of get the feeling a lot of the major systems running Praetoria (power, clockwork, etc) run simply because Anti-Matter is the only one that stops and takes the time out to keep it maintained.
Though even -before- Going Rogue, we have the Tina Macintyre arc where he tries to invade with his army of clockwork. -
Actually, he's both. Doing his arc in the 1-20 Praetoria, yeah, you do get the idea that he's more like a working stiff and at least not so outwardly, obviously evil like Neuron's complete apathy for anything regarding human rights, Mother Mayhem's outright insanity, or Marauder's Might Makes Right thug mentality.
But he is evil. And quite insane. His singular devotion to Dominatrix is pretty much -beyond- obsession.
I do kind of agree that the Anti-Matter that you face in the Keyes trial is probably him at his most broken and demented after losing pretty much everything else of value in his life.
But I don't think that should be regarded as he's a good guy that's just lost everything. He's still pretty evil in a "Any means to an end" way. He would not hesitate to kill in the name of Praetoria.
