Great idea for a guide, Hyper!
I'm not currently buying/building a new computer, but when I am, I will hunt down this guide. -

If these issues were something I needed to take into account at character creation, I probably would have made different choices. To ask me to deal with these unintended consequences now, 6+ years later, is not something I want. -

The amount of rebalancing of powersets that would need to be done to allow for open power selection would drive most existing players away, I think.
Also - it's an opinion that the game is boring without teaming. Plenty of players do not find soloing boring. And whether you (catbert) find the game boring when soloing, it does not change the fact that every current AT & powerset combination can solo, so making some gimp thing that absolutely must team in order to make any progress whatsoever won't work. -
I'm not really allowed to express what I think about this suggestion due to basic rules of courtesy and keeping it "clean".
Given that OP did not even understand how the new Defiance mechanic works....
As a Blaster player, I would oppose the reinstitution of old defiance with every ounce of persuasive ability I possess. But fortunately for me, the Devs did some datamining and determined old defiance sucked.

Also - to get teams either side - have you joined your server's global channel where teams are formed? You can find the names out if you check the server forums below. -
It's probably just because of my RL job (financial) - but every time I read through this thread, I can't help but wonder why one of OP's new ATs is a person who handles the estate of a dead person (Exec-utor). Sorry, I guess it's one of those quirky English language things.
Anywho, I'm agreeing with Memphis Bill about these - strange limitations on these things would make them pretty unplayable. Not just "challenging", but really unplayable. -
Days like today - stuck at home because my car and the street are covered in a sheet of ice - I have difficulty in even thinking about global warming.

Alternatively, if for some reason damage is needed, I have a half dozen blasters I could switch to instead, possibly even a scrapper in there somewhere.
Tina & Winter are lowbies, so I would prefer one of them, especially since I am building Tina as a Team-oriented character. -
And I can also report that my sister is playing right now as I type. On Justice, if it matters.

You may want to ask this in the Controller forum under ATs & Powers. That's where the real 'troller gurus hang out, chrunchin' their Mids and such.

That being said, as long as I was reimbursed with the equivalent "currency" that would allow me to start over and build again - sure, I'm not that attached to them and it would give me the new challenge of building again. I have pictures of what I have now for the memories.
I am in the situation of having small 2 person SGs (just my sister and I) as actve players, also using alts from my husband's account to pad - plus lots of assistance from my fellow base builders during the infamous prestige grant back in 2007(?). That's what gave me the funds to build my current bases - I would not be able to start over without getting that back. I would be very sad in that case, and I would likely not rebuild if I have to start from "zero" in whatever point system might be used for a new base builder tool.
edit to add - I have zero interest in base raids or anything that would create a need for large "raiding" SGs or prestige bots. Just give me enough stuff to play with, and I'm fine with making new bases. -
No, there is not.
I have seen threads here where someone switched sides but then could not get new contacts/story arcs because they left open arcs back on the other side. AFAIK, they had to go back to finish them out (switching back). -

My only characters who qualify are both blasters - Energy/Elec (Maurya) or Fire/Ice (Brighid), if it make a difference. -
I've heard of others who had a similar problem because they downloaded the wrong version of the game.
There is a "NA" version and an "EU" version.
I am not a techy person, but perhaps if you posted in the Tech Forums above, you might get a better answer. This section of the forums usually answers questions like "where do I find <X> faction?" -

Head over to the Brute forums under Archetypes & Powers. There are folks there who love to discuss numbers and such for playing a Brute for maximum SMASH! -

My first character is Maurya, my En/Elec/Elec Blaster, recently respecced to I19 inherent fitness, unlocked the Incarnate slot, and my main crafter who is the sugar momma of her SG. I've never quit playing her, might be pulling her out this weekend for an STF.
My other 4 are:
Fire/Fire Tanker, stalled in the upper 20s, but looking forward to running with inherent fitness with her, since I can now fit in a few other powers to fill a hole here or there;
Katana/Regen Scrapper, almost 50, played in bursts of a few weeks here or there, but still loads of fun;
Stone/Axe Tanker - deleted. I never could get into Stone Armor.
Dark/Rad/Dark Defender, my second 50, who hit 50 over 2 years after Maurya. She was unfortunately a WL Baby, so I had to learn a whole lot more about how to play a defender before I could level her above the level she hit that first winter event.
Out of 60 or so alts, I still play lots of "classic" sets, including some relatively new alts like my baby Elec/Elec blaster and Kin/Elec Defender.
And there are some of the new "sexy" powersets I've never rolled into a new alt.
