Edit: Oops. I had originally asked if the Vanguard Pack included the costume change emote. And I see by Black Pebble's post it does. So, I'll just link to what it is for those who don't know. It is unlocked at a Vanguard invention table in the RWZ for 100 V-Merits.

Last year testing the Winter Event with Lord Winter's Realm, there was a problem with the zone events going at the same time as an opening to LWR. They did something to stop the conflict, but I think was to simply prevent both happening at the same time.
So, this year, they may have just shut down those zone events during the Winter Event, or, the code to prevent a conflict is bugged and stopping those zone event completely.
I'd wait for the Winter Event to be over and see if they come back. If they don't, /bug it. -

As mentioned above (and self-admittedly), he posts about his dislike of 'forced' teaming. A lot. Really a lot. With each post being long. Really long.
The tedium of those continual walls of text is *jokingly* translated into being a bad teammate, which he isn't.
He isn't a bad teammate. That's the joke. But people are willing to jokingly accept that fake premise out of their reaction to his bickering about it.

That's why Studio 55 in ImpCity can be completely empty at times, especially if you're the first one there after a server reset. Or why Acantha (Halloween costume salvage contact) is sometimes there and sometimes not.
The purpose of this 'chance to spawn' code is to give the cities an air of organic unpredictability so you don't see the same static NPCs in the same place all the time.
The problem is that when this 'chance to spawn' code is applied to critters that are supposed to be there all the time. It should be considered a bug and /bugged when you see it.
Anyway, if you need to spawn a missing static NPC to interact with them/it, then just run out of spawning distance and back in (usually out of visual drawing distance) or rezone. You may have to do this several times to cause the spawn to happen. -

For those who edit the quickmenu and popmenus, the Authbit is VanguardPack.
Which is interesting, because it doesn't seem limited to actual alignment. IOW, any toon of any alignment can perform any of the four loyalty emotes.
