QFT. Our regular Mo team on defiant are a bunch of players who know each other and play well together. So long as the team is of a sensible makeup, and full of decent players...that deffo gives you a better footing than a min-maxxed team of soloers -

Ice/Cold, I enjoyed breaking over eager tanks in two. Best fight I ever had was leaping across the whole zone, fighting Dark_Blasphemy's Blaster. I lost in the end, sent him a /t telling him it was a great fight, we were both ---> <---
Under these new changes, I can no longer stack Freeze Ray and Soul Storm for my opener (as i'm unsure how stacking works, and it'll be 4s or under, instead of considerably more on squishies/detogg'ing those w/Mez protect), and my -recharge, -speed fall under a 'grief' gimmick of adding to the suppression changes. I'm sure i'd put the effort in to become good at the new system, but for what reason? TBH, i'm glad I got Disruptor when I did -
If your target is targeting you, then you're under the 2s travel suppression, which = no TP
Edit: Hush my mouth, seems TP, TP team, recall friend and TP foe are Unsuppressed...

Good point also, though the argument on the US re: the newer players is one of mentality. That being, the difference between someone losing and thinking 'Hmm, I lost. I'll examine how and improve my playstyle/build/call in some friends to help'

Catering to new PvPers is all well and good (especially with Dual Builds), but hacking off current PvPers (and I don't just mean the hardcore ones...I hardly ever PvP, have the 400 rep badge on my Corr, and these changes as they stand, are set to prevent me from entering a zone out of anything more than interest) isn't wise...
..having said that, It must be *so* hard to come to a happy medium. You are right standoff, in terms of needing both a balance and a reward. Sadly, the general feeling of the US is that they've chucked the baby out with the bathwater...Old imabalances are out, only to be replaced with new ones -

I agree with most of the US guys, Shock & PRAF. This won't encorage more people to PvP. To encourage more people to PvP, it's not the mechanics that need changing so much as giving people who mainly PvE, a REASON to enter those zones, outside of PvE rewards which they seem to presume is theirs by god given right (Shivs/Warburg Nukes/FArmzoring Pillboxes)
All this seems to be aiming at doing, is alienating the current PvP playerbase, by starting everyone at square one, with a system that seems to contradict itself (lots of suppression, taking away CoX's main PvP draw against the competition, Melee ATs being 1-shot-held etc...)

1. Your enemy usually is dead in the next 5-10 seconds, so does it really matter?

3. It's a Control set as well, it's like comparing Half-Life to Halo. Sure in Half-Life you only get a crowbar at the start but then you get guns. So then they're both comparable, aren't they? Same thing with with Controller sets.

The Crux of the problem IM, is that you're putting forward an idea for a set. Normally this would have to be well thought out. Your argument for having propel as a tier 1, despite the fact it *may* be a bit overpowered, is that the drawback on its closest rival 'doesn't matter'. I'm afraid for numbercrunching and set creating, it really does matter.
Also: A control set without HOLDS!! is total [censored] IM. Replacing them with some awful travel power (meaning they can skip the pools, something reserved for Khelds, and already makes them a little overpowered (though only in that sense).
Ever had Team TP used on you. Had it done recently? It's bloody annoying. It also bypasses tp prompt. Annoying and useless. Guess it's something to skip.
Don't compare cross sets. Half-life to Halo = dire argument for your point. So what if psy has a moderate dmg sleep, does that mean your control set should? Look across the other sets and compare yours, the lack of holds, and the useless travel power clones taking up power picks = massive flaw (imo, of course) -

A troller set, with no ST hold or AoE Hold? Instead you've got a travel power, and an annoying team travel power to replace them...
I've seen this idea done far better IM, this one has too many holes in it imo. The pet is also fantastically specific...perhaps something akin to Singularity ('Rip in time'/'Paradox'/'Anomalie') or some such?
