OK in this thread I'm going to try to review the "bad" Veteran Rewards that seem to have been made cos the devs didn't have any ideas. I will attempt to make a better idea to replace em. Lets begin.
6 Months: Greek Alphabet
What can I say this is horrible, I have never see any1 use it before and frankly how many people create Greek themed characters.
Idea: Logos. Put logos for NCSoft, City of Heroes, City of Villians, other NCSoft games, etc etc. This would be a lot cooler.
27 Months: Anime-style tech armor
To be frank compare it to real Anime-style tech armor and you get nothing like it. It is just too boring and not unique enough.
Idea: Buttoned Shirts. Allow each button on the shirt to be cuztomizable to everyones taste. Also allow different types of buttoned shirts.
39 Months: Boxing Set
Useless. I can't see a use for a boxing set and at 39 months there should be more adventureous rewards.
Idea: Astronaut set. Imagine it as a real astronaut costume, without the NASA logos and everything. I know I'd use it.
45 Months: NOTHING
Well they should've put something in instead of nothing. Now that we have the opportunity let's suggest something else.
Idea: Mystic Outfit. Similar to CoT costume. All the Magic originers would be happy. 
54 Months: Another power not previously selected
It was obvious that the devs were out of ideas. That throws the whole idea of 'PERMAMENT' labelled on the earlier ones.
Idea: Hand of Power - Superior DMG, Chance for Hold, Meele Attack
Does exactly what says above. Some may say its overpowered but to stay 4 yrs and a half you really deserve this.

I agree on the Greek letters one, but I think something better to replace it would be nice.
I dont know how many people use that armour, so I cant really judge that.
I *do* know that some people use the boxing kit, and its something unique. Should stay.
DEFINITELY add something at 45 months, I mean dear oh lord...
I think the second power may have some uses, but again something more unique would be nice I think.

The "Tech Sleek", or "anime" armour is quite nice. They just need to not call it "anime" armour...

So is this TBH. I'd rather have something more comic book like to be honest. Perhaps selectable travel power animations for magic carpets and rocket packs etc.

Not bad I guess; but no vet reward will have anything remotely like superior damage though. That's NOT what vet rewards are about.

Hey, the boxing boots are awesome...
i would honestly prefer that the vet rewards to just be respecs and costume tokens etc, no costume parts or powers or skills at all.
Hey, I love the Tech Sleek Armour, it makes Number Nine's Combat Armour look bread smexy! And I know people who like some of the Boxing parts!
Plus we get shirts and stuff anyway in i13, so no thanks. Something for the 45 months reward would be nice, as I get that soon!
Some of my characters would like to have both the Ghost Slaying Axe and Sands of Mu, so I don't mind the 54 Month one.
Definately no to the 6 month one though. As FFM said, it'd be rather jarring. Fourth wall breaking, much?

You know what would be great? For each individual toon to be allowed to select the reward they want for each vet reward badge.
Say you wanted to get the 15 Month reward but you don't want the wings, you want the Signature group logos that come with the 30 month reward. Why can't we implement this? I personally find some of the cooler rewards further down the list. Why do I have to suffer the dregs of the shoulder cape and wings when I'd rather have anime armour and arachnos helmets?
I actually really like the Greek Letters and the Armour - most of my toons use them in some way
No the rewards aren't perfect... I like your 54 month reward but if you're gonna make it a powerful thing then make it the 60th month - 54 months is not a landmark
My biggest objection is how some vet rewards are rehashed - so clearly something needs doing.
I'm not keen on the shirts idea especially with the I13 options coming and I actually quite like the boxing outfits from what I've seen.
for the most part I think the vet rewards are pretty solid. After all, they are basically free. My biggest criticism is that the landmark months, 12, 24, 36 etc aren't the best rewards they could be.

I disagree with 12 and 36. I think theyre great. 24 yes it could be better but I think Emergency Base Teleporter could be very useful.

It's interruptable with a massive effect time. It's hardly "emergency" now is it?
It's useful if you're not in a hurry, but there's nothing emergency about it

It's qucker than running all the way out of The Hive or anywhere you are isn't it?
Eg your in Perez Park and on your team the mish is in the Hollows use the base teleporter and use your TPers to get into the Hollows. in my book thats very useful

Wait...what? That kinda, sorta, totally defeats the point of the Veteran Awards. Costumes and respecs can be got by anyone who has no life and complete dedication to influence farming. Whereas the powers and costume parts are things money cant buy.
Yes to changes though, certainly on some things (Im looking at YOU, 45 months ¬¬ )

Edited to add: you don't need to wait 2 years for the Ouro portal, you can use it to get your whole team where they need to go and the recharge is like 3 minutes not an hour

The problem with your post is that you make assumptions about what are good and bad Vet Rewards. Frankly, I should imagine a fair number of people like the greek letters, and while I'm not that fond of the boxing kit, I know someone who is.
I, personally, think the non-combat pets mostly suck. I've seen no one use them. I have one toon I plan to use them on, out of a lot of alts. I don't see you suggesting those for replacement.
It's all opinion, and your replacements are all (in my opinion) badly thought out, or just not very good. Sorry.

@Scarlet Shocker, in the Dev's defence on your point about O-port Vs Base-port, the base-port Vet power was released long before the O-port. It's been rendered only less-useful, in my humble opinion. That, and O-port doesn't take you everywhere, only mostly-where (I know it's not a real word, but it works).
I'd like to see some cossie piece as reward for 45 months. Just a respec is a pretty lame, specially since at 45 months you already have 3 vet spec, this adding a 4th.
Boxing set is a little weak, but the boxing boots are ace!
Tech sleek is the best looking tech armor imo. While not "anime" armor, it does not look bad.
Base teleporter and Assemble the Team could do with shorter recharge on them. 30 mins is imo much too long. Base tele is more powerful than ouroborus portal... if you have a sg with all the zone teleports in it. But 30 mins is pretty excessive imo, down to 15 mins at least please. Same with assemble the team really. It's pretty situational as it is, the 30 mins recharge is too long.

I didn't suggest them to be replaced because it's all down to opnion, as you say.
Cant say I'm loving your suggested replacements tho i will agree that the anime armour is a naff and should be replaced with a more anime styled armour and the current anime armour should be added as a standard costume
