Gee, why stop there? Why not just say, you can't say anything about the game so ever including bugs until you've gotten every power combination to level 50.

What heroes really need is choices, we always have. Saying someone who can take a lot of damage can't weild a broadsword is as silly as someone saying someone who is heavy damage can't use fire based powers.
So let's cut this silly power diversification and make issue 7 something we'd all jump at.
Melee is melee is melee...Scrappers can use all the tanker secondaries as well as the Blaster Secondaries only with scrapper based damage. The reverse is also true, Blasters with Martial Arts, or Tankers with Dark Melee. The only difference is their caps.
Let Tankers/Scrappers share defense sets, so you might have a stone scrapper or a super-reflex tanker, gives us more variety to make characters, and gives us something. These sets are done, ready to go. Maybe there can be 1 or 2 occasional power changes, but really nothing much needs to change.
Defenders get all sorts of blasts, including ones from the blaster/kheldian sets. Just their damage is lower.
This is at least something. Let heroes share each other powers for the same effect. Further forcing people to pick ATs to pick one power is kinda dumb. I'm not asking for giving a broadsword to a defender (though that could be cool), I'm asking for powers such as Katana to be available right next to Fire Manipulation/Melee for people who can get them.
Adding something for heroes that already exists, that they should normally be able to do. It gives us content for at least several months without adding much. I definately would be interested in a Fire/Dark Scrapper, or maybe an Ice/Dark Scrapper ^-^. I can imagine others would feel the same.
Add in personal apartments, add in villian/opposite sex costume options for heroes, let us pay more as a hero to access bases without buying CoV and call it an issue. A smaller issue, but still plenty of things for us to play with, especially if you throw in the current PDP available with a few repeating missions.
I find it hard to believe that there has been no time to do such things for heroes, even though they're available.
If you only add material to villians, people leave being heroes, no one else new joins. Without anything to attract people to heroes, heroes may be walking in the valley of death, with no hope for the future. That's my opinion, I understand not everyone shares it. -
I just have to laugh here, really nothing you can do but laugh.
I knew heroes weren't getting anything significant this issue, why should we? All the developers are off playing villians. Heh
We're now weakened enough to not cause much trouble in PvP zones and I think the developers like eating heroes.
You know that huge ton of nerfs villians were going to get this issue? I don't hear rumor of it now. The powersets, the missions, waiting for personal apartments. As I said, I'm not disappointed, as I knew it was coming.
All those people out there I tip my hat to you. I hope you keep your hope alive always thinking the next issue will make City of Heroes a fraction of what it once was. Keep watching while villians are made into Gods, while heroes lay broken and bruised.
We see where the loyality of the developers lay. Two staffs each creating content for 1 game, hah, don't make me laugh. They don't even have enough art design people to make new content regularly. So I imagine both staffs only have enough time, energy to work on one of the two. Seems that Villians are easier.
I wish all of you best of luck, to have what fun you can. I will sit and laugh at all those who told me the next issue. I will laugh as the developers laugh at heroes trying to keep up hope. I can only do what I have been doing. Laugh away my days.

Got a few I'd like to mention;
Illusionist...evil badge (required for Archmage). One of the toughest/most time consuming badges there are in the entire game.
Requires approximately 200 to 400 summoned illusionists (as well as dark servants, phantasms, and regular illusionists for a smaller amount). Given that almost no one has protection to psi damage that the Master Illusionists use, as well as the weakening of status protection of everyone. Can we make it a bit easier to recieve? Make summoned spawns count towards it more? Or make the Archmage Accolade more powerful?
Sewer Trial - Seeing as the experience has been weakened as well as all of our abilities, can we get the sewer trial made not quite so difficult? Or increase the rewards? There's not many people who want to do the trial for the badges with it being so hard nowadays.
Is there an ETA on fixing on Rocketman/Spider Smasher and Hercules Titan gladiator badges? Not a specific date, but as an example, before issue 7, issue 7, after issue 7? -
I'm not normally standing up for the developers. Mostly due to the fact that I see some stuff needs to be changed/fixed, and it seems to have gotten ignored due to 'balance'.
This post isn't about that though. As stated elsewhere, I really have to applaud their work at making things a bit better, particularly AVs, and a few other things. I may stop being quite so bitter because of it.
Good start to the year, lots to be done still. ^-^ For example, I'm still waiting for my personal apartment. I know issue 7 is coming, and due to the things that have been added recently I'm more than willing to see how things develop, without being too mean.
As stated, keep up the good work developers. -

As opposed to PvP elements that involve toggle dropping? I understand what you're getting at, but haven't heroes had to deal with many 'cheap' elements for a long time?
Now that this has popped up for villians and only in one villian group, it's considered unfair. As pointed out; Nemesis, Malta, Preatorians, Carnival of Souls, and Rularuu have moves that could be considered cheap/unfair and can 1 shot people.
They all fall into the range you're mentioning. What heroes were told were, be in a group, or deal with it. Does that mean we're holding up two seperate standards? If this is changed for villians, and so many stay the same for heroes, I think that's unfair. -
You have never fought psychic clockwork as an invulnerability tank have you? Would that classify as cheap or just a group to avoid. I wonder.

Our base hasn't even been made fully functional yet but we get into it and use it for role play and to play with the editor, and we've let the rent go for a long time. Last night we couldn't get into it at all until someone finally paid.
Am I remembering wrong? Are you required to pay rent just to use the base even if you aren't using it for raids?

I'm afraid you're remembering somewhat wrong. There is a grace period after your first missed payment during which you base is powered down. But if you continue to ignore rent, eventually all access to your base is lost. Once you pay your rent, access is restored.

Since that's the case, can we have it changed from what ever (I think once a week) to once a month? Some people at least on guardian have gone missing, so it takes time to get them back online to pay the rent so everyone else can get inside. -
consider to be their main character? What I mean by this is what Primary/Secondary do they play that best suits them. We're not talking about offical in game characters such as Positron, Statesman, or Sister Psyche.
I mean actual mains, characters that the developers are the most proud of and that they enjoy the most. Maybe if we know we can start to understand the game a bit better.
Do they prefer Defenders over Scrappers? Which powersets are popular among the developers as favorites? How long till we change the name from Kinetics to Caffine for Cuppa to have a real primary?
Inquiring minds want to know. -
So heroes are supposed to just fight to the death when it's 3 villians versus 1 hero? Or while they're also juggling fighting a boss? It seems some villians want you to get debt fighting them. Otherwise I wouldn't have been attacked so many times in warburg from behind.
What about those without holds? The scrapper sets are almost completely devoid of things to stop runners. If this wasn't the case we wouldn't be so happy about hitting epic level powers.
I think the main problem with stalkers is this. It's not just about defeating a hero. It's about defeating a hero who's fighting on two fronts. A hero who's fighting a mob? Nope, the stalkers won't target the mob until it's clear and then challenge the hero to a duel. They'll target the hero and use the mobs aggro to help bring them down for debt.
I've seen heroes and villians use this tactic. It's a problem the developers haven't addressed. I mentioned it beforehand but it really is the case, heroes are fighting on two fronts.
They won't add a script that says "If a hero is fighting a npc, and someone attacks the hero, the mob gets mad and attacks the person attacking the hero along with the hero." I know that's a bit complicated, but it shows the flaw of having any npc villians in pvp zones. They're exploited.
Now you could say don't go into the zones, but when people are looking for content, that's not really an option. Stalkers maximize this threat since often you can't see them until it's too late. Even as a dark armor scrapper (with Cloak of Darkness), I have a hard time seeing them occasionally.
The stalker decides to attack me while I'm fighting a boss, for my SG to get prestiage, and currently they're praised for such tactics. We don't have gms in the zone moderating and dealing with such issues. I can't really expect it though. Bear in mind though that heroes still have to fight wars on two fronts, while most villians have been given powers to exploit heroes from the beginning.
You don't see controllers with pets at level 1, but masterminds are allowed to end up with a few by level 6, and can keep summoning them from the safety of a personal force field.
You don't see blasters with a chance to one shot something (at least not with any safety), corrupters have the chance to take down scrappers pretty quickly.
Brutes probably should have been how scrappers developed, or at least partially. Strong defense and offense. Nope, scrappers got their abilities cut to fit into a team, brutes were designed for teams from the start.
And stalkers. Stalkers exploit one shot kills from the beginning. They were made to deal most of their damage from hiding. The hide function is fine, but having a click placate is the worst hero disadvantage ever. They couldn't make it so that the fading stalker gets an boost to defense as they disappear over time right? Nope, that would be fair. Instead a stalker can placate, disappear, strike from the shadows again, and again, and again, in neverending chains. While the heroes have no chance of targetting a fading stalker. Do I think they're overpowered? Heck yes. If the developers gave an advantage to scrappers where they could attack, not get attacked, and then attack again, everyone would be up in arms. They have been, anyone seen regeneration lately?
I don't expect them to get changed. I expect them to be overpowered until a developer gets tired of fighting them in PvP. Until then, until I face otherwise, Stalkers are overpowered and cheap. -
As a dark armor scrapper, personally I'd love to see Stalkers Nerfed. They ended up having the combat prowess that dark armor scrappers were supposed to have.
Maybe it's because I'm nerfed, but when I can't catch up to them (flying) and they see through my Cloak of Darkness, I often wonder had dark armor been released later if it would have become like stalkers. Anyway, given the dishonor of the stalkers I've encountered so far... (being attacked from behind while attacking a boss) I'm all in favor of Stalkers getting the axe. -
Here's an idea. What about selling salvage for prestiage for superbases? Collecting a Circle of Thorns Potion gives you like 250 prestiage.
This helps smaller groups make the costs of base building, where large superbases can be making enough with enough members to put salvage aside.
We are expected to sell excess enhancements for influence, why not sell salavage for prestiage. -

What level was the testing at? Level 1 or level 50? I think it matters. What villian was it? As someone mentioned, what enhancements were used, which origin? Will you be doing testing on running minions?
My own testing recently has proven that running enemies have increased resistance or that my accuracy decreases against running minions. Furthermore this affects only villians as me running doesn't increase my resistance or enemy accuracy. Very long streaks of missing repeatedly on a running minion, even with green equal level enhancements.
Keep up the testing and other information we need to make a determination. We're missing some important bits. -

Yes, it's pretty annoying.
Why are villains always powerful? Because if Superman spent all day picking on random street thugs with baseball bats, no one would give him the time of day. Comic books are littered with villain groups that are paramilitary that can take and dish out damage, such as Hydra or AIM.

Nope, was asking a serious question. A few superpowered villians, sure, half, ok. But it's all. We have no normal human villians, weak to everything. We have mega powers right out the gate. So I'm asking someone who works with npcs, why. -

I believe I can answer this.
In a comic book, which is cooler to read about: A hero that smashes villains all the day long, without difficulty, or a hero that struggles against all odds against villains that pit their absolute best against one hero? Is it better to watch a hero stumble, and come back with one final strike to victory, or is it better to have the hero bat at the villains like flies?
Is it better to play as a struggling hero that has a high chance of failure, or a hero that beats the crap out of everything?

Bosses, lts, monsters, even archvillians I can understand as I said. My problem is with minions being so tough and resistant to everything and high health. -
Here's one I'd really like to know the answers to, and I wonder if you might know it. Why were so many of the villians in the game made to be so supernatural?
Is there a storyline why heroes are fighting with so many villians with special powers?
Let me give you an example;
You want a villian to take on a superhero, great, you arm them with high tech weaponry like malta to take them down. Yet even though malta are human, they're unbelievably difficult to damage (especially with smashing/lethal damage). Low level villians aren't villians with a few special powers, but powers to rival our own. Is this city of heroes but the villians are more special?
I'm just asking is there a particular reason why from level 1 to level 50, the enemies are always stronger? Especially when there's no storyline to describe why they are.
If you could tell me who I talk to about this, I'd appriecate it. Otherwise, the only other thing I have to say is;

Part two of this continuing story;
Sitting in the world of Ralvanis staring at the campfire, Vamplord sits pondering the state of things. The night was cool and omnious. The moon of this world refused to show her face. The mists were heavy, turning this place into a world of phantoms and ghosts.
"The strongest demons are not the spiders, but our own self-doubts." Said the demonic village chief sitting down next to Vamplord.
"Yeah, I know. The spiders however make us doubt. How do you know if what you're doing is the right thing to do?"
"You have done what you have done to protect others correct? You do what you do regardless of what happens to you right?"
"I don't know anymore. Part of me just wants to burn the whole thing in a horrible pyre of black flame." Vamplord spoke sighing.
"Alexio...you know your brother cared for mankind. You have told me much of your history. People may have been cruel to you and your family, but never forget the love your brother had for them."
"And what good does it do?" Vamplord said throwing another log on the fire. "Vampires and Men, all cowards in their ways. They will not fight real injustice, they will not give their lives for purity."
"Most men do not have the strength to sacrifice themselves for the greater good. Is that not why you have asked the remaining eight to surrender themselves? I know you are prepared in your mind, but can you deny others hope by taking away their heroes?"

"I'm not sure. If Statesman pushes my hand with the hostages, I don't know what I'll do...my hands are already stained with the blood of hundreds. So what's a few more?"
"If you feel that, you are already lost to the abyss." Said the elder standing up starting to fade into the mist.
"Then I am lost, and all that happens is out of my hands. Just make sure you do as you promised." Vamplord stated as he clutched his hand, extinguishing the fire through magic.
"Magic has brought us into a world with others who do not understand it...soon they will learn how different we really are." Said Vamplord, passing into the mists himself. -
I've tried it out, still don't see any percentages. Had a empty spot in Death Shroud (deleted a damage in it) and dragged over a endurance reduction. No numbers, no math, just the same ol same ol. So much for clearly being able to tell what a power's effectiveness is now due to the enhancements in it.
What was that statesman said? Let's keep it simple? Ha! -

Ok, first off I heard you only see the percentages of how effective enhancements are when you try to slot them, rather than how effective enhancement types are while in the attack.
The problem is; withOUT a respec it means that the only way we can figure out effectiveness is to delete enhancements that are already in the powers. This is costly, especially on test, when we don't know if we need to.
