The Umbral and Luminous Mastery suggestions also are worth considering. Perhaps, because of the time of the year in which I posted them, they were overlooked.

Congratulations in advance on reaching level 50.
Are you planning on just one build for all phases of the game???
Regarding your problems allow me to offer quick solutions...
1. If you feel that Triform precludes effective use of toggles, and I tend to agree, then ignore Orbiting Death and Inky aspect. Don't even bother getting them. Banish them from your build and don't look back...I haven't.
2. Decide upon what you really want to do. Focus! Get a plan together and go with it. Sure, you can "frankenslot" and get some nice enhancement values but a really nice build is going to look beyond just enhancement values. Think about IO bonuses and utility. Do you enjoy playing on teams, soloing or do you do a bit of both?
You could skip Nova and be Biform but, if you do, you'll be losing alot of AOE damage potential (at any level of the game mind you) in the process. Perhaps you'd find it beneficial to focus upon Nova for AOEs (leave the Nova ST attacks with few, if any, additional slots) and focus upon your human form ST attacks (which would be nice for stronger single targets).
If Orbiting Death means alot to you, sure, you can keep it, but as I've said many times before, whenever you choose for something you choose against something else. Make the right choice. And in a matter such as this, I'm even comfortable with saying, "Make the right choice for you."
Perhaps, as Stone mentioned, you should post your build so that we can better help you.
Oh, and one more thing, in addition to reading Dech's Shade guide read Stone's build guide. Both are part of the Kheldian canon. -

Oh, and my defense goal was to be softcapped to S/L and Psi when using Venge (or...even a medium inspiration for me for that matter ).

There are numerous factors to consider when comparing to "other damage-oriented toons on a single-target level..." But, generally speaking, I'd say that Peacebringers deal less damage than most, however, they are generally able to get the job done so don't worry... -

Contextually speaking, know that I have no intention of changing or adapting to this gross imposition which has been placed upon Kheldiankind.
What will be ironic (situational irony) is when the Devs learn that this so called improvement that they have enacted, for the purpose of encouraging people to play, backfires.
I am in favor of the compromise. But until it is enacted, until we are given control, the proper thing for the developers to do is to eliminate the offending tray.
I, nay, we, have vetoed their proposal.

That being said, know that I had already considered, and rejected each of your proposed solutions.
It is said, "You can't teach an old dog new tricks." I say, it's altogether impossible to teach an old sea dog new tricks. I have no intention of adapting or changing. We should not have to.
Whether due to ignorance, or idiocy, or some combination thereof an egregious effrontery has been perpetrated against our noble species. To a lesser extent it has been perpetrated against all who navigate these beautiful waters.
I care not why it was done.
I simply demand that it be undone.

This "feature" has moved beyond being merely useless, annoying and distracting.
I have found it to be detrimental as well.
You see, for years I have been able to use the mouse to click inspirations while in the process of shifting. Now, whenever I shift, my inspiration tray gets moved. Because of this, I have, on a couple of occassions, wasted inspirations and have even died.
All of this I find gravely offensive.
I am in favor of a compromise. A compromise, wherein Kheldians have control. In fact, it appears that all are in favor of such. However, until that compromise is reached, I say that we, who have grown accustomed to playing our Kheldians in certain ways for years should not be the ones who have to adapt.
Therefore, I demand that this encroachment be removed immediately.
And I call upon all of like mind to do the same.
My fellow citizens, until a compromise is reached either you are for or against this new "feature."
I am firmly against it.

"The extra tray is of no use to me." -It is of no use to me because for years I have been able to switch to Nova and Dwarf form with the touch of a button (i.e. a keybind). The tray in the bottom right corner of my screen gets replaced with either tray 2 or 9 which contain my Nova and Dwarf form powers respectively.
"I find it annoying..." -
that whenever I enter into Nova or Dwarf form an unnumbered tray is forced upon me. This tray duplicates the powers that I am planning to use, powers that, upon changing, have already appeared in my bottom right tray. It is unnecessary, it takes up space and I find its appearance and disappearance distracting.

Clearly you do not because, in your own words, "Some of us are really damn glad that our trays are no longer a cluttered, crowded mess, thank you very much, and would be very hacked off if this useful feature got taken away just because it's not useful to everyone." To borrow your format and vernacular, I am "hacked off" because this useless feature is getting thrust upon me because some find it useful.
While it seems that all who have chimed in, including you, agree with the, "We want to be able to control this feature sentiment," at the end of the day either the Devs will allow us to control it or they will not.
But if they do not allow us to control it, then I say that this "feature" should be removed.
You are more than welcome to say that it should remain.

The extra tray is of no use to me. I find it very annoying and believe it should be removed immediately.
At the very least, we should have the option of turning this new "feature" off.
