Look okay to me; though I admit Human only isn't my forte.
One thing I've found about PBs over the years is that their durability can really be top notch without a huge amount of investment. I bring that up because it looks like you've gone outta your way in a few places to grab Regen and HP bonuses you won't really need. Any build that has perma Light Form can manage just fine with Reform Essence and Essence Boost. If you've got the slots and funds to spare those bonuses are nice extras but they're not what I'd consider necessary.
EDIT: Also keep in mind that if Hasten isn't perma you can't count on the +Recharge it provides all the time. That caused some weird idiosyncracies in my TriForm perma LF build.

Here's mine, it sacrifices a few things, but in the end you get about 32% defense to all positions and still have perma light form. It won't work out if you're not going to use incarnate abilities, though. But....Considering you've got purples in that build I think it's a safe bet you'll incarnate it out.

Dechs, I would forget about the e/n defense and focus on just s/l. For dark armor it's good to get both, but the pb does not have the energy weakness that da does. I think by going for the e/n you are streching the build a little too much.
Why are you doing human only? I thought you were a triform guy... Also are you limiting your budget on this, cause we can throw some more inc at it and get a few better bonuses.

I will certainly get incarnate powers, but I do not like to build with them in mind because they're not always available. I want all my builds to be fully functional at level 40, which is why you'll see all my sets are capped at level 40. Likewise with Shining Shield, I'll never need it at high level, but I will use it when I exemplar below Lightform.

Well, whatever you do, put achilles heel procs in the 3 main single target attacks. It's pretty important for having good ST dps on a human form peacebringer. You should also try fitting damage procs into gleaming bolt.
Given the content in Night Ward and Dark Astoria I would say your idea about boosting E/N defense is a good one, assuming you don't try converting to positional like me. Seems like over half the stuff there has no smashing/lethal modifier. For instance the drudges look like they should be doing the normal fire+smashing, but they're doing negative energy.

Kheldian family, can I get a witness?
I gotta say - frankly, when exemplared (which I typically only doing for teaming) Kheldians are out-and-out overpowered in teams. Either we have too much gun, are virtually impossible to kill, or some nightmarish combination of the two.
They're not "oh that's kinda neat" overpowered, they're ludicrously overdone.
EDIT: On topic, I don't think you'll have to worry about surviving anything, save for Endurance drain mobs that give us all a headache. I think the big fear for this character will be, ironically, too little AOE... although I don't live in a world with Solar Flare doing knockup rather than knockback, so it's really hard to say how much we'll gain by that change. My gut says a *lot*.

Seems you grabbed Pulsar. Some like it, but I personally don't: its activation time is so long for a mag 2 stun. My recommendation for utility power would be Conserve Energy. Endurance crashes from light form and hasten as well as your general end consumption can be a little much at times, so this really helps. Glowing Touch is nice, but Conserve Energy is far more useful, at least on my build.

Guide to the Katana~Ninja Blade/Electric [i23]
Yeah, I've been playing around a little without Scatter, and I do miss the extra AoE shot, but the animation time and the cone kills me. I think I could deal with either on its own. I don't use Dawn Strike near as much as I expected, I think partly because I'm running toggles. I took out Dawn Strike for Conserve Power and turned Pulsar back into Scatter, then said to hell with it and made that Detonation. I saved a ton of slots, which let me put the Kismet unique in here, which let me fill out the ST attacks and SF with even more procs. Rakeeb, this one leaves room for the new ATO Proc in Detonation.

Because it sure doesn't feel like it...
This is my attempt at a Peacebringer.
The blank slot in Solar Flare is for the KD IO when it comes out. I don't have Conserve Energy, but I don't think I'll miss it. Managed to perma lightform and fit 33% defense to S/L. I even end up with 20% psionic defense. Shining Shield stays so I can still exemplar.
