Wow. It's like every 8 months you update that character to a next level of awesome.
You should put together a retrospective of all the updates in that character. It would be neat to see. -
Insert Zombie Man's usually posted solution:
1. Take the same arc that can be given out by several contacts and limit it to just one contact so that shared mission completion can happen.
2. Take all the one-off missions that are not part of an arc and move them to a perpetual mission giver.
3. Look at the arc and cut out all streetsweeping and fedex missions. Move the doors to only two possible zones: the zone in which the contact is and the nearest hazard zone.

WRT to Radeon cards: The last three digits tells you how 'advanced' the card is; as in how many bells and whistles and features and speed and power it has. So, a x800 is going to be way better than a x300. An x300 is just enough for watching YouTube videos, while x600 is considered the lowest for high-end gaming and a x900 is considered top of the line.
The x (first digit) tells you the generation. So a 6700 is three generations behind a 9700. A generation is usually about a year. This should make the 9700 a better product than the 6700, but sometimes advances from year to year aren't that significant. For Radeon, the 9000 is the current generation.
The 6770 is an older card, thus, probably why you're looking at it since it's probably dirt cheap. With that card, you can probably get some of the low end features of Ultra Mode running (depending on the heftiness of your CPU and RAM).
The GeForce/NVidia numbering convention used to be similar, but they went past the 9000 generation/series number and instead of going to 10000, they rebranded their 9000 generation as GTX/GTS 100 Series. Thus, the 260/280s you're looking at are the generation after their 9000 generation. The 200 series is from the years 2008-2009. The 300 series is 2009-2010. The 400 from 2010. And the 500 series is brand new.
With the new 3 digit branding, the second number (6 or 8, e.g.) represents how advanced and powerful and feature-filled the card is. For bare minimum in running CoH, the 6 suffices. You can get most of Ultra Mode working with 8.

As to "everything else coming to a crawl", well, that's what happens when new systems keep getting added. You have the same number of people who have to support more and more areas. And the playerbase keeps clamoring for updates in those systems they're interested in and begrudge developer time spent elsewhere.
As far as "content" as in "missions with a story line", of course there will be more. There still are several full time mission writers on both teams. Once the text of an Incarnate Trial is written, what do you think all the content writers are going to do? They'll be writing more missions like Cooling and Ross and Sutter and Kal (and that mysterious new zone Golden Girl keeps talking about). Hero 1, Protean, and Dr. Aeon are still fulltime on staff, and all they're good for (as in they are not coders or artists) is writing new content, so expect it. -

If a group of people are incapable of self-governance and that lack of self-governance is causing harm, then a dictatorship capable of governance without causing a greater harm is the right thing in that case until self-governance can be (re-)established. -

Pick up a temp flight power from either the first Mayhem/Safeguard mission or from the Flight Pack vendor in the ShadowShard/Grandville.
The temp flight power is already near the flight cap and the GvE pack will push it to the flight cap for 30 seconds.
Otherwise, get Beast or Ninja Run from one of the other packs and use GvE pack to get over those things that Beast/Ninja Run are too short for. -

The links I provide give a more scientific survey of various theories and a more exhaustive accounting of whether those clouds truly do have more ice in them or are more conducive to tornadoes.
Pro-tip: Most clouds *do* have ice crystals in them, and yet, aren't green.
Pro-tip#2: Tornadoes may be linked to green clouds not because green clouds lead to tornadoes but tornadoes form in the same environment as green clouds. Therefore, it may not be that green clouds *cause* tornadoes, but some other even causes green clouds and tornadoes, thus a correlation, but not hard cause-and-effect. -

You purchase the item from a vendor and you get something that is delivered via the gleemail interface called a Certificate, and it looks just like a gleemail but is labeled "Certificate". The item is attached, and you can claim it on as many characters as you wish. The Certificate doesn't expire, unlike other mails. You can delete the Certificate on any character after you claim it and not before, but the certificate will still show up for other characters, even characters you create after you have made the purchase.
The auras you purchase via Incarnate Merits are available to be applied to a character even if you haven't unlocked general auras on that character yet, much like the auras from Booster Packs, even if you are level 1.
There are also items called Vouchers that work in a similar way, but they can be used only once by any one character on your account. Vouchers use the same interface, but once they are claimed on one character, they are no longer available to any other character. One example is that for 10 Astral Merits you can buy a Voucher that will let you unlock capes or auras early on any one character. Log into the character to claim the voucher. (Current prices are Beta, as a reminder.)
(Just to be sure, I went on our internal server and tested all of this to be sure before posting since I knew I wouldn't hear the end of it if I was inaccurate!!)
Though, I, too, wonder why you just don't make them an automatic account unlock? Just like the pieces from the booster packs?
Because, if you have to claim them from gleemail, then they won't be available at the character creator for new alts. This means, you'll have to create the alt. Get into the game. Claim the certificate. Then visit a tailor at level 1.

Sorry, but your info with which you scooped me is incorrect.
WRT Veteran rewards, the trade-in 'badge' is *separate* from the actual Veteran badge. And that 'trade-in badge', just like Flames of Prometheus, is indeed traded in for the power (although, in some cases, like base rewards, the trade-in badges doesn't disappear so that you can keep filling up on the reward).
The SF awards another and completely separate badge, Promethean, which is present before and after the trade-in, and indeed has nothing to do with the trade-in.
So...
