I haven't used Hiber/Phase in a long time, but wouldn't using phase negate the use of hiber? Or is the nophase thing gone/changed?

I still run my old Spines/SR on Freedom. I would not wish that upon anyone. Its painful.

Red or Blueside?
Do you want to be really competitive or just play with a toon you like?
Blue side you have Blasters, 4 of which do well, Psi, Sonic, Fire, and Arch.
You also have Controllers, I don't know whats good at the moment.
Scrappers, stick with /Regen. BS or Fire is nice.
Redside is Doms, Mind/Fire is always a popular one.
Corrs, you have elec/therm and a few others.
Stalkers, Elec/WP is popular at the moment.
Choose what you like. -

My fort obviously. My Spines/SR had a little bit of time in the limelight. My Sonic/ Defender was my favorite though.

Ive seen a lot of use of Surveillance in RV, you recommend keeping with that or just rely on Poisonous?

A lot of it was suppression. Unsuppressed movement ruled the Arena, it made it dynamic and fun for those who participated. The lack of that slows down the pace of movement, therefore reducing effectiveness of buffers. Buffers was another hit, adding 4% to people resistances is a joke, why bother? Healing decay meant getting people who a spike was harder than ever, the nerfs involving DR are not fun, though you seem to deem it as necessary just for "balance".

I think most slot for healing in RttC rather than the tohit debuff.
If you do go that route, I would frankenslot for Heal (most important) and end redux.
