A now not-to-be-done website that allowed you to track your character's progress and power offline.
The system they were going to use had too many problems with creating a ton of lag on the system though, and the project was abandoned or at least put on the very back burner. That button does nothing at the moment. -

Edit: And that -3% tohit comes with +100% speed and +15% recharge, too.

If you logged in a level 50 Hero, and can't make a HEAT, and you logged in a level 50 Villain, but can't make a VEAT, then contact support.

A Scrapper/Defender duo is hard to beat. Although, a Scrapper/Blaster combo might work out well, too.

Log into your level 50s (at least one on each side), then try again.

That said, why didn't you incorporate any of the critiques of this idea into the repost? There were people who had valid concerns in your other thread, but you didn't transfer any of that over. -

Okay, the idea itself isn't that needed. IF it was put in, then I think that your idea would be necessary. However, that doesn't mean that I agree with the initial idea, and if I can argue against that, then your idea isn't really needed either. That's the only reason I wasn't commenting on it before. -

Nonsense. No one was forcing anyone to use the info kiosks. There was no inconvenience imposed on people.
As for level-restricted zones, if what you say is true, then presumably there would not have been any new ones after CoV came along and was 'missing' them. Can you say 'Cimerora'?

Nowhere in his post did he say that the kiosks were an inconvenience. Also nowhere did he say anything about level-locked zones, just hazard zones. -

True, but I do not understand why stalkers are so unpopular? With the recent changes to stalkers I find them very enjoyable to play with.

I still think that that is far too little reward for the potential risk of this system. Like you said, the Vanguard merits don't net you much in the long term. There is a finite amount of stuff that you can purchase with them. If that was given, in addition the Ultimo_'s idea, then you've still got all of the problems associated with the idea.
There was a poster above (sorry, I forget who said it right now, coffee hasn't kicked in yet, my apologies) who pointed out that if you play at odd times of the day, when few people are on, and a raid occurs, the chance that you can push it back becomes very small. Since this would lead to other zones being attacked, you'd slowly have fewer and fewer zones that you could access safely.
Then, as more people logged on, they might find the entire city overrun, through no fault of their own, with no ability to speak with contacts safely or do any hunt missions. They only way around this would be to fight back. There wouldn't be an option at that point. So, you would be forced to partake in the raids, whether you wanted to or not. If you're lower than level 35, good luck, because you can't get vanguard merits yet, but all the risk is still there. Either that, or you have to wait until tomorrow after the server reset, and hope that the people on in the mornings can fight them off this time. -

One more question concerning Frozen Aura: If you slot the sleep set's "10% chance for 5% heal" can it proc multiple times in one application of the power. Since you can hit up to 10 enemies with Frozen aura, its pretty sure to at least give you a small heal, but does anyone know if it can proc off of, lets say two people for a 10% heal in one usage?

It will only hit once unfortunately.
When it was first available, the chance would individually roll against everything it hit. That was awesome, but it was very OP.

I would not. Set bonuses and other procs are more useful I think.

Agreed. I'd vote to put the Taunt Psi damage Proc in it before the Heal Proc. -
If he can't learn to find the data on his own after this long...

And again, as currently implemented, they do get in the way, but they are TEMPORARY inconveniences. If the OP's idea were to go into effect, a person could be shut out of a hunt mission for an entire weekend or longer if they don't have much time to play.
That's an entirely different can of worms than needing to hang out for 15 minutes to complete something. -

Yup. When it was broken, it was actually giving a 100% chance of a 5% heal, against each target hit. As such, I tested it, and was able to turn off all of my armors and still Tank just fine hitting Frozen Aura with that Proc in it whenever it came up. -
Statesman isn't a Tanker. He's an Incarnate.
Hero 1 was a Scrapper. He was a Broadsword/Invuln Scrapper, I believe.
Back Alley Brawler was known for his toughness.
Citadel definitely tries to keep the foes on him over others, and is known to be a Tanker.
I believe that Primal Earth's version of Infernal is the same way. -
First off, welcome to the forums!
Secondly, you're going to get some interesting responses here, mainly because you're not yet familiar with the forum lingo. In this case, Ancillary Pools are the power pools that heroes get access to at level 40+.
Power Pools, on the other hand, are the pools like Flight and Leadership, that you can get starting at level 6.
Secondly, here's how I'd slot these powers with single-origin (SO) enhancements or basic invention (IO) enhancements if I got them all:
Maneuvers: 2 Endurance Reduction (EndRed), 3 Defense Buff (DefBuff)
Assault: 2 EndRed
Tactics: 2 EndRed, 2 ToHit Buffs
Vengeance: 3 Recharge Reduction (RecRed)
If you go with IO sets, then Maneuvers, Tactics, and Vengeance can get some interesting slotting choices. -

You can put as many of the same set onto a character as you want. However, there are certain exceptions to this:
1) Purples: These are level 50 IO sets, and you can only have one of each IO within the set on any character.
2) Uniques: These are IO enhancements within a set that are restricted to only being able to be slotted once by a single character on a build. These are things like the Steadfast Protection +3% Def IO, which you can only slot once in a build.
3) The rule of 5. You can only get a certain set bonus up to 5 times in a build. As such, you can make a build that has 5 +6.25% Recharge bonuses, and 5 +4% Recharge bonuses, but if you build one with 7 +6.25% Recharge bonuses, only 5 of them will work. So putting a lot of the same set on a single build might not get you the most benefit. -

Agreed. I was not a fan of the Hami-farms in the AE, and reported a few arcs for it.
I think that your idea pushes the raids way too far into the risk category, though. As such, it will likely be more of a frustration than anything else to most players.

No, the only change would be that it could be permanent until the server reset. Right now, if the invasions get in the way of somebody's hunt mission or talking to a contact, they can wait for a few minutes, and it's over. With your idea, they might have to wait hours, or even to the next day, before they can complete what they need to complete.
If people don't want to participate, you shouldn't force them to by allowing them nothing else to do. -
What Memphis said: any game box will update you to the full game client, allowing you access to pretty much everything.

Question: Would this only work by having Taunt the power set the flag? Or would any taunt-like effect set the flag?
If you need to have Taunt to get this to work, isn't that kind of odd, since you'd be requiring people to take a specific power in their secondary to take advantage of part of their inherent? -

From NoFuture (Tanker Stats):
+10% Damage from first enemy
+5% Damage for up to 10 enemies (meaning 60% +DMG total)
-7% Damage to the enemies affected. Against a +0 minion, therefore, this equates directly to 7% Resistance, even at the cap. However, that will go down as you increase the level of the enemy.
