That being said here is a build with capped ranged defense, 31% global recharge bonus and 66% accuracy.

Its PFF vs whatever you like from electrical. PFF has one great advantage to it, it is a defense based power that takes defense sets and needs very little slotting so it holds a lotg nicely. Its also considerably more available than Surge. -

What types of baddies are fun for you to tackle as archers? Do you prefer melee or ranged type attackers?
If you want hard, Invuln/Stone offer annoying smash lethal right out of the box. SR has those enhanced perception powers that are just a pain. -

Surveillance is, of course, the better option simply because it's trading 1.716 seconds every ~20 seconds for a 14% reduction in resistance. AH has the advantage of trading no animation time (because it's a proc) for a chance at a 20% reduction in resistance for 10 seconds. The uptime is then related to how often you actually check it. If you check 4 times every 10 seconds (re: use an average of 4 attacks with an AH proc slotted every 10 seconds), you're going to average 11.81% -res. If you check 6 times, you'll average 14.76%.
The AH proc isn't really all that wonderful when put into an attack that isn't often used but if you put it into an attack that you use almost every other time (which you should be using as often as possible simply because it's your best ST attack), it's a wonderful contributor.
Its not just how often you use it but where you use it in your attack chain.
On my AR blasters burst and slug are finishers not openers. Burst is likely to be the last attack on a target this limits the value of the proc.
I don't know what the OP's attack chain looks like but mine will be Full (optional mine, caltrops) Auto->Flamethrower-Buckshot-(Slug on any target still up)-(Burst) -

What powers in the MM power set do people find to be the best? I keep hearing how good it is, but I can't tell what powers that really make it shine...
Concentration. 100% plus damage what more is to be said.
Drain Psyche: Its good enough that if you build accordingly you can drop health and stamina and have more of each.
Psychic Scream: good width cone with a base 60 foot range solid recharge time , good damage and a useful if not great secondary effect. By itself not so much but you combine it with another AOE set, like fire, Ar or Archery and it nicely fills in the gaps. -

In order to identify an item as being ‘re-sold’ as opposed to just ‘sold’ is the detail I think I can help with. Give all toons the following new capabilities:-
Rename the current salvage type ‘Invention’ to ‘Dropped Invention Salvage’ (a crud name I know – but again ‘detail’ – focus please!)
Create a new salvage type ‘Traded Invention Salvage’
Do something similar with both Enhancements and Recipes.
Meaning that your ‘storable’ items can, in general terms, be stored in 6 places rather than the current 3.

The market is a place where you are meant to be taken advantage of. If the developers didn't want it to work that way they could fix it by adding 3 numbers and a couple of links.
The numbers.
Weekly Hi Price/Lo Price/Prior Days volume on the items. The links ? On recipes the prices of components and the crafted price, on crafted items the price of the recipe and the components.
The Devs pretty obviously want the market to be a spot where some players get screwed and others get to laugh at it.

While in a PuG, it may be best to start tentative, but if your teammates seem competent after a spawn or two, I'd strongly encourage you to rely on them for a great deal and allow them to rely on you to kill as much as possible as fast as possible.
I am not saying one should not make and play single target blasters, I have one myself. I do, however, disagree with recommending it and I wholly disagree with the recommendation to not rely on teammates.
If you build and play not to be dependent on teammates you can always adjust your tactics for a good team. I am not saying go single target by any means but emphasize your survival and make sure you have the tools you need to stay alive. -

I have had them paired with all the APPs Currently cold mastery and electric are the current leaders. Cold being the winner for anything PvP related electric the winner for PvE. -

PSY/MM is about the best of the combinations you can get for PvE. Its still not particularly good. Carnies, robots, etc will give you tsouris like you would not believe

Being able to start picking epics much earlier would be very nice for most ATs. I'd want to hold off on the overpowered items, Surge of power, Force of nature, Lrm, but Body armor, Rise of the phoenix, Static discharge would provide nice options. -

Second the easiest way to see which is better is to take the 5 minutes go into an arena and put a psi/em next to a sonic/em and see who takes more work to kill the other.
I did just that back when I13 hit (was actually a Psi/MM back then didnt have a psi/em on the same server as a sonic/em), I did that again just before posting this.
With hasten up Sonic using the following chain
Aim
Shriek
Scream
Shout
Buildup
Shriek
Scream
Shout
Repeat from shriek
Consistently killed a fully accoladed Psi blaster with plus Hitpoints from sets.
The Psi Blaster using a similar chain from its end
Buildup
Mental Blast
TK Blast
Psi Dart
Will Dom
Aim
Mental Blast
TK Blast
Psi Dart
Will Dom
Took consistently over the full chain.
As to range on both maps if either was at max range it would have been trivial to break LOS.
Range is nice but its most important when people are trying to get away from an engagement and it does not increase linearly in value. Going from 10' to 20' is much better than going from 80' to 160. The further the opponent is away the easier it is for them to nullify your ability to hit them. The exception being when you are fighting on large open areas with no objetcts to block LOS
A simple test to do do and it took me less time than it did to participate in this thread. -

Well, the few sonic/em I've dueled, ive beaten. Granted, MAYBE I was a better dueler, but psy is the least resisted power set.

Well according to real numbers in RV (your guess as good as mine if that is actually working)
psionic is 28.6% resisted by default (40 % resist bonus and DR kicking in ??) + Charged Armor which brings it up to 35.94
VS my smash/lethal of 28.6 + Charged armor which brings that up to 35.94
35.94 vs 35.94 I think it was the man in the suit that won. Grats.

1. Psi has 4 attacks in its attack chain. Sonic has 3.
2. All of Psi's attacks have an 80 foot range. Sonic has 2 at 80 and 1 at 40.
3. Animation time on Shout is killer - it makes it hit like a truck but you can throw more damage out with a Psi in the same amount of time.
4. Projectile delay with Psi means that if you use certain attacks in the right order, and time them right, you can have multiple packets of damage landing at the same time (Will Dom + TK Blast, for example).
5. Sonic takes a few hits to build up damage from the -res, Psi delivers it all right away.
6. Psi can slot the placate proc in Will Dom. Sonic can slot it in Siren's Song, which is much less useful in terms of a realistic attack chain.

And to counter that sonic has -res which with power boost can be overlapped for a devastating effect
Second with boost range the extra range from psi is less important against a skilled player. If you cant break LOS at 120 feet you just don't know what you are doing.
Projectile delay seems to be just visual effect not an actual effect. The damage arrives before the projectile at least it does in my experiments.
Needing a few attacks to build up damage is neither here nor there. If you cant deliver enough damage in a short enough time to kill it just doesnt matter.
Placate proc vs getting more out of build up procs and damage procs. You pays your money and you takes yer chances. -

This can go back and forth for ever and probably will. I will just go with -Res > -Rech. Especially if you are using builds with damage , build up procs or bonus damage. The stalker comment is valid but that is equally a hazzard for anyone in zone.
What the fights boil down to is how long will it take you to do an ATs worth of hp as damage to the other guy. Sonic with Powerboost and range boost can do it faster than psi . Seeing as we are talking /em the range is less a factor. -

So very very true. The above underlies the denial in this thread. The only DPS that matters is effective DPS and when you are dead your DPS is zero. -

Have the best of both worlds. Set up MA missions using Banished pantheon. Use that untill you can run boss missions with bosses that are vulnerable to fire.

I have found AR/Ment to be a very nice combination.
Subdual lets you leverage ignite. You have build up which is a must (Under no circumstances pair with devices).
I dropped buckshot as well, with meant I was able to take psi scream, which gave me three different damage types in my AOEs. (Psi, Lethal,Fire) One of those will generally get through.

inspirations and buffs legal ? Temps ?
I wouldnt think damage insps would be kosher but what about survival insps ?
Temps wouldnt seem legit but base buffs should be.
