Well, as you mentioned, the Fitness Pool being inherent now frees up a couple of power slots. Did you really grind all of your incarnates w/o respeccing? You could just replace the 3 Fitness powers you have (Swift, Health, Stamina) with the core Fighting Pool powers (Boxing/Kick, Tough and Weave) to gain some layered defense.
I don't have mids access right now to post my current DM/Regen build, but my first general recommendation would be to check out the Soul Mastery Patron Pool. Shadow Meld is just fantastic for /Regen, and you can keep the utility that Dark Blast adds, both solo and in Trials/TFs. Grab Touch of Fear to replace Petrifying Gaze, with the only drawback being the loss of range fear ToF also adds a significant -ToHit Debuff, which is nice). Soul Storm (single-target DoT/Hold) can replace Tenebrous Tentacles with the added value of being a hold (dmg mitigation), but losing the multiple target snare (which i never found useful, but your playstyle might make better use of it than mine). It doesn't take very long to cycle through the alignments to Villain, unlock the Patron Pools and switch back (maybe a week or so), and I found the content reasonably fun and the reward (Soul Mastery Pool) well worth it.
Personally, I got sick of the long animation and constant position-shifting required to make the best use of Shadow Maul, so I dropped it. I do a much more effective and efficient job with Smite -> MG -> Siphon Life -> Dark Blast as my primary attack powers. With a Judgement Ability, and slotting Soul Drain for some dmg, you can fill in (at least a little) for the lack of multiple-target attacks. If you go with the Fighting Pool, Boxing or Kick can fill in as an attack at lower levels if you Exemp down a lot (since MG and Dark Blast come kind of late in the game).
I'll try to post my build later - not that it is perfect, but it might be easier to take a look at how I implemented the suggestions above, to see if they interest you). Take a look at any of threads Werner has posted as well - I referred to some of his posts when I first came back to the game about 5-6 weeks ago. -
Does anyone have any new/deep insight into Interface choices? Has it been 'decided' that Degenerative just isn't up to par with the other DoT-proc choices?
One thing that occurred to me about Degen vs. Reactive is that the -MaxHP will be applied no matter what resistances the AV/Boss/Mob has. So if you are dealing a dmg type that the mob doesn't already have high +res for, the -MaxHP would be more useful. Or is that not how the -Resist works? Is it just applied to a base amount of +Resist that every baddie has and is regardless of dmg type. Does that make sense?
I also noticed that no one really mentioned Cognitive so far in this thread. It seems to me that a DoT-Interface with a small chance to confuse would be a nice option both in Trials/Team and Solo content. I am DM/Regen and with 2 useful AoEs plus an extra one, I feel like I could have a decent shot at some dmg mitigation in solo content from confuse procs if I ever got in over my head (it's bound to happen eventually). Is the Psionic DoT any better/worse than the Fire/Dark ones? Is that damage type any more likely to be resisted? The main downside of this one, I assume, is that Boss+ foes won't really be affected by the Confuse proc unless it stacks a lot (not sure of its Mag), while the debuffs of the other choices would effect that same opponent.
Anyway, looking for a little more info before I choose between Reactive/Degenerative/Cognitive/Spectral. Thanks! -
Why won't they just let is customize Pool Powers already!?! The biggest objection to a power that most people find extremely useful (if not crucial for some builds, like Regen), is that they don't like the animation. That should be an easily-fixed problem.

While this doesn't address the reason (Blaster Secondary Sets) you want to see a Blapper AT, I wanted to mention that my Human-only PB plays VERY much like Blapper, and is lots of fun, in case you were interested in making it happen for yourself from a playstyle perspective.
-
My main is DM/Regen, so I have plenty of experience with the Primary set. I know nothing about WP, so I won't comment on any of that.
If you are willing to go Dark Side and back to get access to the Patron Pools, I have replaced Shadow Punch with Dark Blast and LOVE it. I can run an uninterrupted attack chain of Smite > MG > Smith > Siphon Life (or other combo of those 3), and when I have time for a 4th power, Dark Blast is solid dmg and offers a nice range option. I find Shadow Maul far too slow, form an animation standpoint, so I dropped it as well. It leaves me a bit short on multiple target DPS, but that hardly matters with how fast and efficient my attack chain is now. I replaced Shadow Maul with Soul Storm, just for a fun playstyle- or theme-based power, and paired with Touch of Fear, I have SO much fun 'holding' Lts and Bosses in big groups. I think your originally posted build has a few extra attack powers that you don't really need (unless they are set mules, which is fine). IMHO, you can't beat the utility of having a decent dmg range attack and a second hold for some dmg mitigation/crowd control, along with a solid, fast primary attack chain.
If you are interested, I can post my build here, though since it is not the exact same powersets, I wasn't sure if it would be useful. -
Thanks for the input, some very solid advice in there! I have a Hamidon enhancement or two that I couldn't find in mids that I will probably work in somewhere in those extra slots, or work in some procs.
I had a question (which I could probably find out elsewhere if I wasn't so lazy): Can I put 2 proc enhancements (from different sets) in the same power? So, if I already had the Hecatomb proc in MG, and then also added the Mako's, would I have a shot for both to proc each time I hit?
I'm glad most of the critique were about what to put in the slots, and not the placement of the slots themselves (the former is obviously much easier to change/fix). I think I'll put the extra slot into Integration, for the Steadfast 3% (thanks for that suggestion!) and try this build out with the enhancements I have so far.
Still open to more discussion about this, if anyone is interested! -
I suppose another option for my extra slot is a second slot in Hover for a Gambler +Recharge...

Sorry for the double post (this also is in the Scrappers Forum), but I noticed this one after I'd posted. Sorry in advance if I annoy anyone with this!
I've noticed recently, since I ran the alignment gauntlet and gained access to Soul Mastery, that I prefer Dark Blast as the 4th power in my attack string (when needed). It basically rendered Shadow Punch pointless, since it has the same foe debuff and does more dmg with solid end/recharge numbers. Dropping Shadow Punch allows me to pick up another DPS/Hold in Soul Storm that can serve as the rarely needed 5th power (when recharge is slowed, etc).
There is 1 flex spot with this build that is currently un-placed. I am not really sure where to put it, other than a 4th slot in Integration to grab the 4-piece Numina's Bonus (6% Heal).
I should mention that I solo a LOT on this char, so I have a couple of luxury/utility powers like Dark Consumption and Revive, which just help me roll through content faster. You may also notice the absence of Shadow Maul, which is just too slow for my liking.
The slotting here is sort of a mix between my ideal and what I can my hands on soon.
I am very open to feedback, so please let em have it. I am pretty impatient, so I will likely respec to this very soon unless someone raises any major issues.
I;ve never posted a build using Mids here before, so please accept my apologies if I did something wrong.
Thanks in advance!

Get a clue, you know how long Tank had to adopt to the constant changes to our AT. We cried(more than others), but we sucked it up,pulled the spandex on, and got on with our roles. I am a Inv/SS tank who has ben here since release. Granted, I haven't posted before now, but I cant keep quiet. I am quiet happy with the "meatshield" role that has been tossed our way. But did I come on the forums and cry and whine about it, no. I said,"Ok, a new challenge for me to overcome and adopt to."
I have had many alts, and keep finding myself being drawn back to the tanks. Even with our so-called shortcomings, I have adopted and changed my ways. Sorry to say, but now it's your turn.

First of all, this just in from the grammar police, you ADAPT not ADOPT. I only post it because you misused the word about 11 times!
Secondly, if you are happy with your role, great, but why do you feel the need to insult someone who is not happy. Your logic of, "we suffered so now you have to suffer" is flawed for more reasons that this area will allow me to list.
Finally, if you sat in silence while your favorite AT was changed in ways you did not like, why would you now suddenly be motivated to post here, about a different AT, just to complain about someone else voicing their displeasure?
I think perhaps it is you who need to get a clue, as you so eloquently put it. -
I was looking for a set like this as well, like a Streetfighting set or something, with punches, headbutts, knee strikes, etc. I think it would be REALLY cool. FYI - I went with a DM/Regen Scrapper (it being the closest to what I wanted) and do really like that combo, but a streetfighter set would be AWESOME!!!!
That being said, the title of this post comes off a little too caustic, and I would expect the flamers to take hold of it before too long....
