What we need: A blapper archetype
I'd like to see a devices control set someday... it wouldn't give us martial arts/devices... but already dominators have some play style similar to a blapper with really good controls.
I gotta make pain. I gotta make things right. I gotta stop what's comin'. 'Least I gotta try.
While this doesn't address the reason (Blaster Secondary Sets) you want to see a Blapper AT, I wanted to mention that my Human-only PB plays VERY much like Blapper, and is lots of fun, in case you were interested in making it happen for yourself from a playstyle perspective.

It's an interesting idea, but we already have blappers too, so not sure what the need would be either.
Personally I think more power customization is needed. Some sets are really locked into a particular look and theme, and I'd like to bust out of that a little more so that more players could have their character *look* just the way they want.

* Peacebringer (human)
* Dominator
* Arachnos Soldier (Bane)
* Arachnos Widow (Fortunata)
All four of those happen to get some level of mez protection, even.
Here's my thought. The blaster secondaries don't get much love, and I think that's partially because only one archetype uses them at all.
What if there were an archetype which used the blaster secondaries, but was either a melee or mixed-range build? Say, using the Assault sets from doms, or some melee sets. This would give the devs another way to sanity-check or evaluate balancing around classes without as many defense options.
Furthermore, I'm pretty sure that such characters would actually be weaker than blasters, giving blasters a chance to feel useful by comparison.
And who wouldn't want to play martial arts/devices?
