I like that some of the female Skulls have their own Skull's Girlfriend NPCs hanging around. This may have been a simple oversight on the Dev's part, but I think some more progressive relationships are okay in the game.

On beta Reach for the Limit gives 15% to-hit. If you want to be able to use snipes on the proc you'll still need to also have Tactics. A Kismet unique will not be enough (though it will also be unnecessary so long as you have Tactics). That said, having Tactics on my beta toon, I was able to hit the snipe fairly regularly so it's definitely something to consider.
I am unsure if I will bother taking the snipe on live though (still going with fire/mc). As nice as it can be I am not sure I care enough about it to make the power/slot investment since this character will be a part time blapper due to concept.
My mid's build has him with all but the cone stun and teleport power from MC, soft capped s/l/e and 30ish% incidental range defense. The damage I seem to be dishing out seems sufficient so far and his survival is better than expected with it only getting better as he gets higher and gets more of his planned IO's. -
You can have a ranged primary without having the same damage mods as a Blaster. See: Corruptor. They're way more survivable than Blasters, but I still see plenty of Blasters around.

What APPs are people thinking of for Beam/Dev? Right now I'm leaning towards Force for the nice res shield to go alongside ranged defense, and a little extra AoE since Beam seems to be lacking in it.

There are lots of great uses for Martial Assault. Just none of them match up with the particular concept I had in mind.

While I would never spend paragon points on them, I would buy these all the time with inf. Inf flows like water in this game. I doubt it would ever happen, though.

That welder's mask is pretty boss.

The problem I have with Martial Assault is just no natural primary to go with it. Shurikens + Martial Arts works awesomely for a Batman style character, but not if I have to pair it up with Mind Control or something.
EDIT: Not to say that the set isn't interesting. This is just a nitpick. I'm still rather excited to be able to try this out. -

Dark and Sonic are both very good sets. Putting them together couldn't be anything but awesome.

I've never played Ice Manipulation before, but this change would make me more apt to do so.

If you can wait a bit maybe a Bio Armor Brute. Seems tailor made for soloing with all that downtime reduction. WP can do just as well if you're looking for something to go with now.

Heat Loss doesn't deal damage, right? If not then it shouldn't wake foes.

Decimation also increases max health and endurance. Very useful.

I've got to say, I'm rather disappointed in the decision to not give clean versions of these powers. It HIGHLY limits their versatility.

Shout is good to have early on, but if you are building for extreme recharge I would live without it. I pretty much just chain Shriek and Scream on single targets with my Rad/Son.

The primaries you've selected are both good, so you can't go wrong with either. I will say though that I would get Shockwave before Shout or Siren's Song now. With the OF Proc it becomes a very nice 1-2 combo with Howl that provides very nice mitigation.
