Some good guesses but no one has both answers just yet. 
So many people have half the equation but no winner yet! Still open!

I've spent the last hour flying around all the Paragon City zone war walls looking for that water gate with a tower. Wasn't going to find it, because while I did circle the outside of IP I completely forgot to check along the outside of Terra Volta. It was driving me crazy not knowing.
I knew it was at a Hazard Zone gate due to the towers. I also knew it had water access because of the type of gate.
My big mistake was that I thought I'd be able to see the road going to the bridge from that angle in IP so I was trying to place it INSIDE a Hazard Zone. That road must be further down in elevation than I thought.
Good going GreatRock.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

Not going to lie, these puzzles are incredibly easy.
I may be the jerk who answers them all and leaves none for the others.
I really do like your idea by the way.
