Probably the best way to find out would be to join the server channels and ask once or twice daily. Recommended channels include Victory Badges and Victory Limitless. Now even if your old friends have moved on, there are many NEW friends waiting in these channels!

Badges is bigger, generally has more random chat, but still used for general teaming.
There is various cross over with population regarding the 3 globals that I know of for Victory, and I generally see all 3 used in tandem to hit as many people as possible with recruiting for iTrials / TFs.
Global Ignore should work for you regardless of what channels you want to use >.>
I never hear about people ignoring me
