Yep. Two minutes. I seem to recall it being longer years and years ago, but I could be wrong. But for sure it's 2 minutes now.

And I would bet a cookie that the timer was put into place mostly because of one person. He would leave 2 alts dead and one alive for recall friend (thats right, 4 accounts) and would double stack veng and run around and smash heads on a damn near invincible toon. And anytime he got below half health he would tp himself with his recall friend drone and double stack veng again. He was well known in the PvP crowd and pretty much lived in sirens call.
I know he wasn't the only person that used a bot, but he did it on such a big level that it got noticed by a lot of people. And the guy was reported all the time by people that claimed he "cheated".
The timer was put in place to end PvP enhancement farming. all it took was two characters, both out of the way in some far off corner of a PvP zone. One with an attack set to auto fire and one with a rise of the phoenix or some other self rez set on auto, both AFK. Kill, rez, repeat, for days on end guaranteed PvP drops.
Now with the auto hospital set at two minutes and since enhancements dont work when youre dead theres no self rez power that can be set to auto fire that will recharge fast enough to make this work.

The timer was put in for a number of reasons - farming, that bad veng trick (although that wasn't just a PVP issue, and was fixed another way) were only two.
The biggest was Siren's Call and it's bounty system.

P.S. What enhancements do while you're dead is irrelevant, since you will insta-rez every time you die, since the power has been able to fully recharge while you're alive.
