That item is part of the Halloween pack
and should remain exclusive to that pack unless the devs decide to release an underwater themed costume set and put the "Fish Monster" parts on sale for a short time like they did with the Think Tank parts when they release the Retro Sci-Fi costume set.

Yes I would like access to Halloween Pack, now that I can make a water blast hero or villian.
